Oil spills on the world's oceans and waterways are a significant environmental threats. This Note explores some of the myriad reasons why the law--in both the United States and the international community--has failed adequately to address many of the reasons spills occur in the first instance.

Beginning with a brief history of various pollution control schemes enacted over the past few years, this Note focuses on why the current international legal regimes remain ineffective in combating oil pollution. The Lives Of Animals, The Lives Of Prisoners, And The Revelations Of Abu Ghraib, Charles H. Brower, Ii

Vanderbilt Journal of Transnational Law

In this Article, Professor Brower suggests that the images depicting inhuman treatment of detainees at the Abu Ghraib prison contain timely lessons about the function and the importance of legal personality. To illustrate this thesis, the Author first identifies animals as a population condemned to an existence bereft of the protections that accompany legal personality. Next, the Author describes the chilling similarities between the treatment of animals and the treatment of prisoners in Iraq and in the so-called "Global War on Terror." A series of substituted 2-phenacyl-3-phenyl-1H-pyrrole-4-carboxylates were prepared from substituted acetophenones in 6 steps. The final condensations between a chloroenal and an aminoketone were carried out under neutral conditions in parallel to yield the series listed below. Selected pyrrole derivatives proved to be potent hypolipidemic agents lowering serum triglyceride concentrations in CF-1 male mice after 14 days of I.P. administration. One agent orally lowered serum cholesterol in Sprague-Dawley male rats at 2mg/kg/day after 14 days. The agents demonstrated a lowering of mouse serum LDL- cholesterol levels and selected compounds showed an elevation of serum HDL-cholesterol levels. The cholesterol concentrations in the …

Ultrastructure Of Mycobacterium Marinum Granuloma In Striped Bass Morone Saxatilis, D. T. Gauthier, W. K. Vogelbein, C. A. Ottinger

An emerging epizootic of mycobacteriosis currently threatens striped bass Morone saxatilis populations in Chesapeake Bay, USA. Several species of mycobacteria, including Mycobacterium marinum, species resembling M. avium, M. gordonae, M. peregrinum, M. scrofulaceum and M. terrae, and the new species M. shottsii have been isolated from diseased and healthy bass. In this study, we describe the ultrastructure of developing M. marinum granulomas in experimentally infected bass over a period of 45 wk. The primary host response to injected mycobacteria was formation of large macrophage aggregations containing phagocytosed bacilli. M. marinum were always contained within phagosomes. Close …

Two Wrongs Make A Right: Hybrid Claims Of Discrimination, Ming Hsu Chen

This Note reinterprets and recontextualizes the pronouncement in Employment Division v. Smith (Smith II) that exemptions from generally applicable laws will not be granted unless claims of free exercise are accompanied by the assertion of another constitutional right. It argues that when Arab American Muslims, and others who are of minority race and religion, bring claims for exemption from generally applicable laws on the basis of free exercise and equal protection principles, they ought to be able to invoke Smith II's hybridity exception, thus meriting heightened judicial scrutiny and increased solicitude from courts.

A Narrative Of Sovereignty: Illluminating The Paradox Of The Domestic Dependent Nation, Sarah Krakoff

For the last thirty years the Supreme Court has been adjusting the boundaries of American Indian tribal sovereignty. Some cases affirm tribal inherent powers, but recently the trend has been to limit those powers. Yet neither the Court nor the Congress, which can reverse Supreme Court decisions on questions of tribal sovereignty, has been informed about how these alterations to tribal powers actually affect American Indian tribes on the ground. This article provides that information by examining the interplay between Supreme Court decisions and the Navajo Nation's exercise of its sovereign governmental powers from 1970-2003. This essay begins on one of those cold wet April Cambridge mornings. It was too wet for fog, but too indifferent for rain. My head ached. My lips were dry and my tongue felt bloated. The fever had surely come back. Worse - the laudanum was wearing off. Tonight would be dinner at Langdell's. The corpus luteum (CL) of ruminants exhibits periods of reduced sensitivity to the luteolysin prostaglandin F2α (PGF2α). The CL has reduced sensitivity to PGF2α early in the luteal phase. Mechanisms of reduced luteal sensitivity to PGF2α during the early portion of the luteal phase have been widely studied, with a focus on regulation of cyclooxygenase-2 and components of the endothelin system. The first ovulation in postpartum cows results in a CL that regresses during transition from a period of reduced sensitivity to susceptibility to PGF2α, and there is evidence that the first CL in the postpartum cow is more sensitive …

Methamphetamine Toxicity: Thermal Degradation, Cyp450-Mediated Metabolic Activation And Cytotoxic Epoxide Formation., Madhu Sanga

Methamphetamine hydrochloride and other drugs of abuse undergo thermal degradation upon smoking. Pyrolytic degradation products of cocaine, phencyclidine and methamphetamine laced on tobacco have been identified in simulated smoking experiments. However, thermal degradation products of methamphetamine hydrochloride alone are not known. Differential scanning calorimetry was used to simulate smoking conditions and to thermally degrade methamphetamine hydrochloride. trans-1-Phenyl-1-propene was one of the major thermal degradation products identified. In pooled human liver microsomes, trans-1-phenyl-1-propene was converted to trans-1-phenylpropylene oxide ( trans-2-methyl-3-phenyloxirane) and cinnamyl alcohol (3-phenyl-2-propen-1-ol). Epoxide formation in pooled human liver microsomes showed an apparent K m of 110 ± 16 μM …

The Role Of Joint Control In The Manded Selection Responses Of Non-Vocal Children With Autism., Joyce C. Tu

In the present study, joint control training was applied when teaching selection responses to four non-vocal children with autism. This study is a systematic replication of Tu (2001). The children were two males (ages six and seven), and two females (ages twelve and thirteen). The result showed that it was only after the joint tact/self-mimetic/sequelic control training that the symmetrical performance of manded selection responses appeared with no additional training.

The extraction of significant features from an image is a primary process in content-based analysis of image data. It is also a computationally intensive process. Using an appropriate approximation of the original image with effective signal processing can decrease the computational cost of the feature extraction process by orders of magnitude. This thesis shows that a pertinent approximation for texture images when used with a proposed distance measure can lead to a significant reduction in the cost of texture image analysis without introducing any significant error in the retrieval performance. The depletion of fossils fuels, the unstable supply of these fuels, and the phenomenal increase in energy costs emphasize the need to conserve energy. Compressed air systems are major energy consuming systems in most of industries and are known to be the most inefficient. The baselining of such systems assumes importance in energy conservation because of this. As a result, the baseline of such systems stresses the importance of energy conservation.
