American Public Schools Fifty Years After Brown: A Separate And Unequal Reality, Sheryll Cashin Jan 2004

American Public Schools Fifty Years After Brown: A Separate And Unequal Reality, Sheryll Cashin

Georgetown Law Faculty Publications and Other Works

Public schools became more segregated in the 1990s. More so than our neighborhoods, our schools are bastions of race and class privilege on the one hand, and race and class disadvantage on the other. Black and Latino schoolchildren are bearing the heaviest costs of this separation. They tend to be relegated to high-poverty; overwhelmingly minority schools that are characterized by poorer test scores, less experienced teachers, and fewer resources than the type of public schools most white children attend. This Essay argues that public schooling has become the "great equalizer" in America because it tends to place white children in …

Predicting Traffic Conditions At Indiana Signalized Intersections, Rafael I. Perez-Cartagena, Andrzej P. Tarko Jan 2004

Predicting Traffic Conditions At Indiana Signalized Intersections, Rafael I. Perez-Cartagena, Andrzej P. Tarko

JTRP Technical Reports

All of the methods for predicting traffic conditions at intersections provide default values for saturation flow rates and their adjustment factors, lost times, and other parameters. Because these parameters are difficult to measure, the use of the default values is a common practice and it can cause significant bias in the results if the actual local values are different. The main objective of this research was to investigate the variability of capacity and delay parameters used in engineering tools for predicting delays and for determining level of service (LOS) at signalized intersections in Indiana. The variability investigation produced Indiana default …

Laboratory-Scale Evaluation Of Incandescent And Compact Florescent Lamps For Poultry House Lighting, Leanne Gabriel, Donald M. Johnson Jan 2004

Laboratory-Scale Evaluation Of Incandescent And Compact Florescent Lamps For Poultry House Lighting, Leanne Gabriel, Donald M. Johnson

Discovery, The Student Journal of Dale Bumpers College of Agricultural, Food and Life Sciences

This laboratory-scale study compared 1000- and 2000-h rated 60W incandescent lamps and 6000-h rated 60W-equivalent compact florescent lamps over 6000 h of simulated broiler-house operation. The four original 1000-h incandescent lamps were replaced 22 times and the four 2000-h incandescent lamps were replaced 14 times. None of the four compact florescent lamps failed during the 6000-h experiment, although one was broken due to human error. Both types of incandescent lamps had significantly higher (p < .0001) mean illuminance (lx) than did the compact florescent lamps. The compact florescent lamps used significantly less (p < .0001) power (W) and had significantly higher (p < .0001) efficiency (lx/W) than the incandescent lamps. Despite a higher initial purchase price, the total cost (purchase + replacement + electrical) of operating compact florescent lamps was approximately 36% lower than the total cost of operating either type of incandescent lamp over the 6000 h period. The results of this study indicate that even at a least-cost price for electricity ($0.04/kW/h), growers can reduce total broiler-house lighting costs by replacing incandescent lamps with compact florescent lamps.

Technology And The Internet: The Impending Destruction Of Privacy By Betrayers, Grudgers, Snoops, Spammers, Corporations And The Media, Clifford S. Fishman

Scholarly Articles

This Article reviews how the Internet and related developments-technological, social, and legal-have magnified the threat to privacy posed by private individuals, commercial enterprises, and the media. It offers a brief overview of the current threats to privacy from sources other than the government, and, in particular, the impact of the Internet in creating or magnifying those threats. Part I discusses the threat to privacy in general, examining how the Internet and developments in surveillance technology, in information storage and retrieval, in dissemination of information, sound, and images, and changes to the informal "social contract" that defines general standards have all …

Poly-L-lactic acid (PLLA) is a semi-crystalline, optically active, biodegradable, and biocompatible polymer that has been utilized extensively in biomedical applications as an implantable artificial cell scaffold material. In its crystalline form, PLLA is piezoelectric and it has been implicated in the enhancement of electromechanically induced osteogenesis in vivo. In its amorphous state, however, PLLA does not exhibit piezoelectricity. By uniaxially cold-drawing the polymer, PLLA can be endowed with varying degrees of piezoelectricity. It is important to understand the crystalline architecture of drawn PLLA so that the osteogenic potential imparted by piezoelectricity, if any, can be differentiated from the effects of …

Buddhism And Weapons Of Mass Destruction: An Oxymoron?, Donald K. Swearer Jan 2004

Buddhism And Weapons Of Mass Destruction: An Oxymoron?, Donald K. Swearer

Religion Faculty Works

One of the most enduring principles of Buddhist ethics is the teaching of nonviolence (ahimsa), and the first of the five basic moral precepts is not to take the life of a sentient being. In the light of these teachings, is a conversation about Buddhist perspectives on weapons with the capacity for large-scale death and destruction not a contradiction in terms? David Chappell describes the tensions in the tradition between the normative Buddhist principles of peace and nonviolence and the actual behaviors of Buddhists both past and present, for example, rulers who have promoted war in defense of nation and …
