An essential goal of structuring lecture videos captured in live presentation is to provide a synchronized view of video clips and electronic slides. This paper presents an automatic approach to match video clips and slides based on the analysis of text embedded in lecture videos. We describe a method to reconstruct high-resolution video texts from multiple keyframes for robust OCRrecognition. A two-stage matching algorithm based on the title and content similarity measures between video clips and slides is also proposed.

JPEG2000 is an emerging standard for still image compression and is becoming the solution of choice for many digital imaging fields and applications. An important aspect of JPEG2000 is its "compress once, decompress many ways" property [1], i. e., it allows extraction of various sub-images (e.g., images with various resolutions, pixel fidelities, tiles and components) all from a single compressed image codestream. In this paper, we present a flexible and scalable authentication scheme for JPEG2000 images based on the Merkle hash tree and digital signature. An apparatus for discovering computing services architecture and developing patterns of computing services and method therefor are disclosed. The apparatus, according to an embodiment of the invention, provides a graphical user interface for displaying a deployment plan of deployed computing services. Components in the deployment plan are interconnected by links indicating dependency relationships between the components. Each component and link is assigned a confidence value, which is based on a calculated weight of the properties of each component. The apparatus further provides editing tools for manipulating the components in the deployment plan as well as for creating and managing patterns.

Patterns of sulfide sulfur concentration and sulfur isotopic composition (d34S) are perhaps related to upward methane transport, especially in sediments underlain by methane gas hydrate deposits. Increased methane delivery augments the affect of anaerobic methane oxidation (AMO) occurring at the sulfate-methane interface (SMI). Sulfate and methane co-consumption results in production of dissolved sulfide at the interface that is eventually sequestered within sulfide minerals (elemental sulfur, iron monosulfide, pyrite).

We examine the sediments of two piston cores collected over the Blake Ridge gas hydrate deposits (offshore southeastern North America) by extracting total sedimentary sulfide using chromium reduction. We use …

Bridge management systems have become increasingly sophisticated over the past decade and provide valuable information about the structural condition of all bridges in the national database. At the same time, reliability methods have gained increasing prominence and are used to forecast life-cycle performance over many decades of structural life. Such reliability analyses need to be updated based on the results of inspections. Issue Definition And The Opinion-Policy Link: Public Preferences And Health Care Spending In The Us And Uk, Stuart N. Soroka, Elvin T. Lim

This article explores the extent to which yearly changes in health spending reflect yearly changes in public preferences. Time series modelling suggests that health care spending is remarkably more responsive to yearly changes in public opinion in the US than in the UK.A content analysis of party manifestos suggests the significant role of ‘issue definition’ in accounting for this difference. Health care issues in the US have more often been viewed as problems of expenditure, while UK policy-makers have tended to focus on efficiency. Stream authentication schemes (SAS) aim to achieve effective authentication of multicast streams over lossy networks. Almost all the existing SASs is designed for stream data integrity protection only. In this paper, we argue that content integrity protection is more important than data integrity to human users. We present a content-aware SAS in motion JPEG2000 streaming. In our scheme, a chunk of JPEG2000 codestreams is encapsulated into a block of packets using multiple description coding (MDC). Throughout most of this introductory Article, we will focus our arguments primarily on economics and law and economics. We believe, however, that the implications of our inquiry extend far beyond those domains. This report presents precipitation data collected using tipping bucket rain gauges in the vicinity of Yucca Mountain from October 1, 2000 to June 30, 2003. Operation of the tipping bucket precipitation monitoring network was assumed by the Harry Reid Center for Environmental Studies at University of Nevada, Las Vegas in March 2001. Previously, it had been operated by the U.S. Geological Survey. The precipitation monitoring network consists of 17 tipping bucket gauges at various locations in the vicinity of Yucca Mountain. During the 2001 water year, rainfall averaged 6.16 inches. The following 2002 water year was much drier averaging 1.11 …

Incorporation of metallic particulate reinforcements in eutectic Sn-Ag solder results in the formation of intermetallic compounds (IMCs) along particulate/ solder interfaces with different morphologies. For instance, “sunflower” and “blocky faceted” IMC shapes have been observed around Ni particle reinforcements incorporated in the eutectic Sn-Ag solder matrix. The time and temperature above solder liquidus during the heating stage of the reflow process has been found to play a significant role in determining the IMC morphology in these Ni particulate-reinforced solders. Similar studies were carried out with Cu and Ag particulate reinforcements using the same solder matrix. The amount of heat input …

In many data assimilation applications, adding an error to represent forcing to certain dynamical equations may be physically unrealistic. Four-dimensional variational methods assume either an error in the dynamical equations of motion (weak constraint) or no error (strong constraint). The weak-constraint methodology proposes the errors to represent uncertainties in either forcing of the dynamical equations or parameterizations of dynamics. Dynamical equations that represent conservation of quantities (mass, entropy, momentum, etc.) may be cast in an analytical or control volume flux form containing minimal errors. An experimental ENSO prediction system is presented, based on an ocean general circulation model (GCM) coupled to a statistical atmosphere and the adjoint method of 4D variational data assimilation. The adjoint method is used to initialize the coupled model, and predictions are performed for the period 1980-99. The coupled model is also initialized using two simpler assimilation techniques: forcing the ocean model with observed sea surface temperature and surface fluxes, and a 3D variational data assimilation (3DVAR) method, similar to that used by the National Centers for Environmental Prediction (NCEP) for operational ENSO prediction. Recent in vitro research suggests that ACL reconstruction does not restore tibial rotation. This study investigated rotational knee joint stability in vivo during a combined descending and pivoting movement that applies a high rotational load to the knee joint. We studied 20 ACL reconstructed patients (bone–patellar tendon–bone graft) and 15 matched controls with a six-camera optoelectronic system performing the examined movement. In the control group the results showed no significant differences in the amount of tibial rotation between the two sides. No significant differences were also found between the contralateral intact leg of the ACL group and the healthy control. …

Group communication is a useful mechanism guaranteeing consistency among replicated objects. The existing approaches do not allow transparent plug-in of group communication protocols into CORBA. They either require modification of CORBA or OS, or provide no room for incorporating group communication transport protocols into CORBA. We thus propose a generic group communication framework that allows transparent plug-in of various group communication protocols with no modification of existing CORBA. This paper uses Kalman filter theory to design a state estimator for noisy discrete time Takagi–Sugeno (T–S) fuzzy models. One local filter is designed for each local linear model using standard Kalman filter theory. Steady state solutions can be found for each of the local filters. Then a linear combination of the local filters is used to derive a global filter. The local filters are time-invariant, which greatly reduces the computational complexity of the global filter. This Article examines the overlap between SEC securities enforcement actions and private securities fraud class actions. We begin with an overview of data concerning all SEC enforcement actions from 1997 to 2002. We find that the volume of SEC enforcement proceedings is relatively modest. We next examine the scope of the recently enacted "Fair Fund" provision that authorizes the SEC to designate civil penalties it recovers from defendants to benefit defrauded private investors. The Administrative Procedure Act (APA) has been out of date from the day it was written because it fails to address the administrative character of the modern state. The APA imposes procedural requirements on agency rulemaking and adjudication, two activities that are singled out because they resemble legislation and judicial decision making in the premodern state. The requirements for adjudication are based on the procedural rules that govern courts; the requirements for rulemaking would be based on the procedural rules that govern legislatures, but because very few such rules exist, they are also based on the rules that govern courts. …

To understand how people behave in an uncertain world - and to make viable recommendations about how the law should try to shape that behavior - legal scholars must employ a model or theory of decision making. Only with an understanding of how people are likely to respond to legal rules can legal scholars, judges, legislators, and regulators craft rules that are likely to encourage desirable behavior and discourage undesirable behavior. The filed tariff doctrine, fashioned by courts to protect consumers from rate discrimination, has strayed from its origins. Instead of protecting consumers, the doctrine has evolved into a shield for regulated firms against common law and antitrust claims that reinforce market norms. In the ideal world, Congress would expand the jurisdiction of regulatory agencies to allow them to penalize private misconduct. Effects Of Salts On Crystallization Kinetics And Rheological Behavior Of Concentrated , -Trehalose Solutions, Marina Cerdeira, M. C. Puppo, Silvana Martini, M. L. Herrera

The effect of addition of CaCl2 2H2O and MgCl2 6H2O on crystallization kinetics and the rheological behavior of a 70% trehalose solution was studied by polarized light microscopy and dynamic oscillatory rheometry. Salts caused a delay on nucleation with induction times for crystallization longer for Mg2+ than for Ca2+. Divalent cations were incorporated into crystals, changing the growth of certain faces preferentially, which resulted in changes in morphology. Addition of CaCl2 2H2O in a high salt/trehalose molar ratio dramatically increased complex modulus (G*), indicating a stronger viscoelastic behavior. A gel-like structure was formed when Ca2+ was added to trehalose solution. …

The abuse of animals is an important social issue. Animals play a vital role in society, serving as companions and service animals for people. A qualitative content analysis was conducted to evaluate Midwest newspaper coverage of animal abuse in 1993, 1998, and 2002. The theories of social construction of reality, agenda setting, and priming were used to examine the effects of media coverage of animal abuse. Results showed that animal abuse has received increased coverage over the years.

This research examined the relationship between self-efficacy, locus of control, and sexual behaviors among college females. The research null hypotheses suggest that; 1) There is no correlation between self-efficacy and responsible sexual behaviors, and 2) There is no correlation between locus of control and responsible sexual behaviors. Questionnaire data were collected from 109 undergraduate females at a Midwestern University. The sample was primarily Caucasian (89%), heterosexual (96.3%), and single (73.4%) with a mean age of 23 years.
