The War Powers In Brief: On The Irreducible Politics Of The Matter, Roger Pilon

The article argues that the president does not require congressional authorization under the Declare War Clause to engage in hostile acts, as the Constitution's sparse language on war powers intentionally allows flexibility in foreign affairs. It contends that the Declare War Clause is a juridical act, not a prerequisite for initiating hostilities, and that the war powers are fundamentally political rather than legal in nature.

Term default and balloon risk play an interactive role in the pricing of credit risk in commercial mortgages. Most commercial mortgage pricing studies assume a borrower's default decision is based solely on the property value; the mortgage valuation model here also incorporates a property income trigger. The model considers both the risk of default during the term of the loan and the risk of loss at maturity (balloon risk). Monte Carlo simulation analyses reveal that pricing models based solely on property value overestimate the probability of term default and the resulting credit risk premium. Recently, there has been a lot of interest in statistical methods for analyzing data with surrogate endpoints. In this article, we consider parameter estimation from a model that relates a variable Y to a set of covariates, X, in the presence of a surrogate, S. We assume that the data are made up of two random samples from the population, a validation set where (Y, X, S) are observed on every subject and a nonvalidation set where only (X, S) are measured. In this paper we explore an alternative scheme to assess the suitability of adopting a common currency by Western European countries. It is based on the role of common regional shocks in the determination of output. The results show that the OCA theory well explains and predicts participation decisions in EMU. We also find that our OCA index is highly consistent with two popular schemes that have been introduced by Bayoumi and Eichengreen.

Among the economies with a Currency Board System (CBS), Hong Kong (HK) is probably the one with the largest and most developed financial sector, as well as the highest capital mobility. Hence, studying HK’s CBS is not only crucial to HK, but also important for the understanding of the modern CBS. This paper outlines the major monetary reforms in HK since the late 1980s. The impacts of these reforms and the 1997–1998 Asian Financial Crisis are then examined empirically. We focus on the differentials between the US and HK interbank interest rates. The mixed inverse Gaussian given by Whitmore (Scand. J. Statist., 13, 1986, 211–220) provides a convenient way for testing the goodness-of-fit of a pure inverse Gaussian distribution. The test is a one-sided score test with the null hypothesis being the pure inverse Gaussian (i.e. the mixing parameter is zero) and the alternative a mixture. We devise a simple score test and study its finite sample properties. Monte Carlo results show that it compares favourably with the smooth test of Ducharme (Test, 10, 2001, 271-290). A field-transfer matrix method is developed to analyze the modal characteristics of cylindrical multilayered waveguides with axis-symmetric geometry. A new design rule for cylindrical antiresonant reflecting optical waveguides (ARROWs), based on a three-step design process, is also proposed to minimize the radiation loss of the fundamental leaky mode. In addition, a simple approach is suggested to estimate the optimum core diameter of the cylindrical ARROWs for optimum radiation loss and radiation loss margin. Identity formation is seen as the primary developmental task during adolescence according to Erikson (1968). Adolescents' involvement in structured activities such as extracurricular activity, 4-H, and volunteerism were examined to determine their associations with identity formation. Researcher James Marcia (1966) developed four statuses of identity formation: diffusion, foreclosure, moratorium, and achieved. Categorization in one of the four statuses depends upon the levels of both crisis and commitment. Adolescents who are in the identity-diffused category have had no crisis or made no commitment. Those who foreclose, have made a commitment, but have had no crisis. Moratorium is a state of exploration, …

The rate of phosphorus release from sediments, and the degree to which alum reduces phosphorus release from sediments, was investigated in Spring Lake during the summer of 2003. Triplicate cores were sampled from 4 sites in the lake, and exposed to one of four treatments in the laboratory: 1) oxygen/alum; 2) oxygen/ no alum; 3) nitrogen/alum; or 4) nitrogen/no alum. Both soluble reactive phosphorus (SRP) and total phosphorus (TP) release rates were virtually undetectable in the alum treatments (both with and without oxygen). Low, but detectable, release rates were measured in the oxygen/no alum treatment. The highest release rates were …

Adolescent And Adult Alcohol Attitudes In A High Alcohol Consumption Community, Laura Dehaan, Kevin M. Thompson

The study examines alcohol-related attitudes among adolescents and adults in a high consumption community, exploring whether adolescents and adults hold similar or different views regarding adolescent drinking. Data were gathered from adults in a Midwestern city via random telephone survey of 487 adults (30% with children under the age of 21). Students in grades 6–12 (n = 558) also completed a youth version of the survey in classrooms. Results indicated that becoming a parent was associated with more restrictive attitudes about adolescent alcohol use, regardless of the age of their children. Cross sections for e+p charged current deep inelastic scattering at a centre-of-mass energy of 318 GeV have been determined with an integrated luminosity of 60.9 pb-1 collected with the ZEUS detector at HERA. The differential cross sections dσ/dQ2, dσ/dx and dσ/dy for Q2 > 200 GeV2 are presented. In addition, d2σ/dxdQ2 has been measured in the kinematic range 280 GeV2 < Q2 < 17 000 GeV2 and 0.008 < x < 0.42. The predictions of the Standard Model agree well with the measured cross sections. The mass of the W boson propagator is determined to be MW = 78.9 ± 2.0 (stat.) ± 1.8 (syst.) -1.8+2.0 (PDF) GeV from a fit to dσ/dQ2. The chiral structure of the Standard Model is also investigated in terms of the (1-y)2 dependence of the double-differential cross section. The structure-function F2CC has been extracted by combining the measurements presented here with previous ZEUS results from e-p scattering, extending the measurement obtained in a neutrino-nucleus scattering experiment to a significantly higher Q2 region.

There is little research on trust and satisfaction in the electronic commerce from a longitudinal (pre- and postpurchase) perspective. Based on previous frameworks and theories, this study developed a combined model of consumer trust and satisfaction in the context of Internet shopping. From the valance framework and expectation-confirmation theory, several prepurchase and post-purchase factors such as risk, benefit, consumer trust, expectation, confirmation, and satisfaction are investigated as research variables affecting consumer repurchase intention.

We investigate how market behavior changed in the facial tissues category, following the 1995/1996 Kimberly-Clark merger with Scott Paper Products in the paper products industry. The facial tissues category is of interest because the US Department of Justice (DOJ), anticipating reduced competition after the merger, imposed a consent decree, requiring that Scotts’ facial tissues brands be licensed out to a third party. We utilize a two-stage budgeting demand system developed by Deaton and Muellbauer (1980a), coupled with general form supply-side first order conditions to compare demand and competitive behavior before and after the merger.
