Applicability Of Risk-Based Management And The Need For Risk-Based Economic Decision Analysis At Hazardous Waste Contaminated Sites, I. Khadam, Jagath J. Kaluarachchi Jul 2003

Applicability Of Risk-Based Management And The Need For Risk-Based Economic Decision Analysis At Hazardous Waste Contaminated Sites, I. Khadam, Jagath J. Kaluarachchi

Civil and Environmental Engineering Faculty Publications

Decision analysis in subsurface contamination management is generally carried out through a traditional engineering economic viewpoint. However, new advances in human health risk assessment, namely, the probabilistic risk assessment, and the growing awareness of the importance of soft data in the decision-making process, require decision analysis methodologies that are capable of accommodating non-technical and politically biased qualitative information. In this work, we discuss the major limitations of the currently practiced decision analysis framework, which evolves around the definition of risk and cost of risk, and its poor ability to communicate risk-related information. A demonstration using a numerical example was conducted …

Measure For Measure: Benchmarking The Region's Future, Don Barney, Alan Kenneth Delatorre Jul 2003

Measure For Measure: Benchmarking The Region's Future, Don Barney, Alan Kenneth Delatorre

Institute of Metropolitan Studies Publications

Through its Progress Board created in 1989 and Oregon Benchmarks, Oregon has been a leader in collecting and using data to discern statewide trends in dozens of different economic, environmental, and social arenas. Oregon was among the first U.S. states to set targets for the future in each of these categories, allowing its citizens to see how much farther we have to go to achieve livability goals. These benchmarks are grouped under three major areas of a state strategic plan: quality jobs for all Oregonians; safe, caring and eng aged communities; and healthy, sustainable surroundings. Is there real value in …

The Pipeline Industry Meets Grief Unimaginable: Congress Reacts With The Pipeline Safety Improvement Act Of 2002, Carol M. Parker Jun 2003

The Pipeline Industry Meets Grief Unimaginable: Congress Reacts With The Pipeline Safety Improvement Act Of 2002, Carol M. Parker

Student Thesis Honors (1996-2008)

Combined, all pipeline incidents in 2000 caused a record setting $197 million in property damage. The number of fatalities for the year (16) was the highest in 25 years. The above accidents illustrate the two sides of the pipeline safety coin. On the one hand, pipelines are an efficient and safe way to transport energy. On the other hand, because they transport so much material so efficiently, a single accident has the potential to be vastly more catastrophic than a tanker truck spill. According to the National Transportation Safety Board, a single pipeline accident, "...can injure hundreds of persons, affect …

Comments Of Heart Of America Northwest, Heart Of America Northwest Research Center On Revised Draft Hanford Solid (Radioactive And Hazardous) Waste Program Environmental Impact Statement (Rd-Hsweis), Heart Of America Northwest

Heart of America Northwest

In 2000, USDOE imported 232,000 cubic feet of radioactive wastes to Hanford and dumped them in unlined soil trenches with no leachate collection and without legally compliant groundwater or soil column monitoring systems. This was enough waste to cover two football fields in radioactive wastes to a height that would bury a six and a half foot tall player in radioactive waste.

We call for USDOE to end dumping in unlined trenches by December, 31, 2003. It can and must be done. USDOE proposes, on the contrary, to keep using unlined soil trenches indefinitely and to formally designate Hanford as …
