Ethnic Federalism In Ethiopia: Background, Present Conditions And Future Prospects, Alem Habtu

International Conference on African Development Archives

In 1991 Ethiopia established an ethnic federal system that gave full recognition to ethnic autonomy, while maintaining the unity of the state. Its new constitution created a federal system largely consisting of ethnic-based territorial units. The constitution aspires to achieve ethnic autonomy and equality while maintaining the state. The federal system is significant in that its constitution provides for secession of any ethnic unit. It encourages political parties to organize along ethnic lines, and champions an ethnicized federal state with a secession option. As an exception to the general pattern in Africa, it is a worthy case study. The paper …

System User Perceptions And Enterprise Resource Planning (Erp) Implementation Success: An Exploratory Study, Shirley R. Shouse

The study reports the results o f a survey undertaken to verify and quantify the potential relationship between system users’ perceptions of the quality and utility o f five variables o f Enterprise Resource Planning (ERP) implementation that influence ERP implementation success. Based on previous research four of the variables (Organizational Alterations, Training, Key System Users’ Involvement, and Project Management) were proposed to positively influence successful ERP implementation. One variable (Technical Alterations) was proposed to negatively influence successful ERP implementation. Leadership Practices Of West Virginia University Extension Agents Working With The 4-H Youth Development Program, William Woodrum, R Dale Safrit

Journal of Extension

A descriptive study explored leadership practices of West Virginia University Extension Service (WVUES) agents with an appointment in 4-H and Youth programs. The researchers utilized a census and a mailed questionnaire for the study that incorporated both the Leadership Practices Inventory (LPI) and the Multifactor Leadership Questionnaire MLQ. Overall, respondents' usage of both transactional and transformational leadership practices was average, with nearly equal usage of both leadership approaches. The authors discuss implications for WVUES that will affect its ability to achieve the visionary goals to which it aspires.

The Joint Strategic Planning System has been considered the primary formal means by which the Chairman Joint Chiefs of Staff executed his statutory responsibilities specified by Congress in Title 10 of the U.S. Code. Yet little has been written about this strategic planning system itself, although some of its products such as the varied National Military Strategies and Joint Visions have been thoroughly reviewed. One can gain great insight into the Chairman's formal leadership since the 1986 Goldwater-Nichols Act by understanding how this system evolved, reviewing its processes, and examining all of its products. This paper explores some of the issues that arise when one is dealing with data that has been produced by the researcher about their own experience. In particular, we are interested in exploring the ways that researchers can go about analyzing autobiographical data. Many researchers produce data that is autobiographical. Ethnographers produce field notes. Action Researchers often write about their own practice. Phenomenologists, sociologists and historians may write narratives that are autobiographical. The purpose of this study was to describe and evaluate the effectiveness of a peer mediation program on students with behavioral problems and conflicts using an action research design. Further, it informed teachers, administrators, parents, and the guidance department as to the progress of the program.

All students at Mennies Elementary School in Vineland had, if needed, the opportunity to be involved in the conflict resolution program. Professional development is an important part of teaching, and there are a multitude of opportunities for teachers to attend workshops and seminars on a host of topics. The purpose of this project was to determine the effectiveness of peer coaching as a valuable professional development activity for teachers. A group of twelve volunteer participants visited their partners' classrooms and provided feedback on aspects of teaching pre-determined by the teachers themselves. Participants received guidelines for deciding on a focus area during a pre-conference, recording data, and providing feedback at a post-conference. Secondary Education In Argentina During The 1990s: The Limits Of A Comprehensive Reform Effort, Jorge M. Gorostiaga, Clementina Acedo, Susan E. Xifra

… This study describes the main policies on secondary education implemented during the last decade, including their objectives and rationales. Focusing on how the reform can be seen to relate to issues of access, quality and equity, the study presents an analysis of its implementation, and discusses some of its effects. We argue that political, economic and technical factors as well as the strategies chosen by the national government resulted in a limited implementation, and we highlight the need for considering more focused reform strategies, alternative models of teacher training, and a more active involvement of teachers.

This study was conducted to evaluate the effectiveness and use of the peer mediation program in the Galloway Township Middle School in order to improve the program and increase its use.

Data was gathered using four separate research instruments. These instruments included a survey, monitoring the Peer Mediation Reports and interviews with the building administrators and the schools peer mediators. These methods were used to obtain the students' and staff members' perceptions of the process regarding its use and ways to improve the program.

This research proposes that the congruence between an individual's expectations and their perceptions of the experiences upon entering a career affect the adaptation/coping strategies used to achieve a sense of organizational "fit." Interviews conducted with newly graduated nurses and nursing students identified a variety of coping strategies used to deal with the stress of career transition. These adaptation strategies include personal, professional and social coping strategies. Congruence of expectations and experience, the presence of external stressors (long hours, nurse vacancies, high patient volumes), and the quality of orientation experiences and peer relationships require an individual to employ different adjustment strategies. …

This study conducted a mail survey of 210 museum directors whose institutions had undergone accreditation through a program sponsored by the American Association of Museums. The study sought to ascertain directors' perceptions ofthe overall benefit and cost of the program, as well as their perceptions of the degree to which their museums both expected to receive and actually received 16 individually specified benefits. It further sought to determine the extent to which museum size and accreditation history may have impacted their perceptions.

The Mental Health, Organizational, and Behavioral models of consultation are reported in publications by the National Association of School Psychologists (NASP) to be the prominent models in the field of school psychology. This study presents the results of research designed to evaluate attitudes of county-level employees who are working within government departments that have undertaken electronic government (e-government) initiatives. Specifically, the guiding question addressed throughout this study has been: “How do county employees perceive third stage e-government initiatives?” Additionally, this paper will examine multiple factors that have been identified as key components of slowing the implementation process such as: resistance to technology, insufficient participation of employees in e-government development initiatives and management/ employee interaction in regard to e-government implementation.
