Change is the basis for improving and expanding individual, group, and organizational effectiveness, performance, and learning. However, HRD has utilized and developed few empirically validated individual change models or theories. Because HRD is a multidisciplinary in nature, it is important for researchers and practitioners to consider what models or theories others have to offer. One influential model from the health and medical field that has promising utility in HRD is the Transtheoretical Model (TTM) of individual change. Capacity building in schools is of great interest to educators and policy makers who see an ongoing need for improvement in schools. This qualitative study investigates a professional development program provided in a school system to determine: (1) the dynamics of the experience that inspired participants to want to change practices to better facilitate student learning; (2) how selected educators exemplified that inspiration in their daily professional experience; and (3) how the training has impacted classrooms, schools, and the school system. A qualitative case study approach was implemented to examine the perception of 13 principals regarding the efficacy and utility of skills using the California Standards of the Teaching Profession (CSTP; California Teaching Commission, 1997) in the supervision and evaluation process. The results of this study showed that the principals had consistent participation and found the skills and tools for observation and evaluation very useful for (a) awareness and understanding of the CSTP for informal observation, (b) commitment to continued use of the CSTP, (c) continued support from the district for sustained implementation, (d) improved teacher capacity at a beginning stage …

Twin Lakes Elementary will be emphasizing the areas of math and technology beginning in the school year 2003-2004. The school’s infrastructure and curriculum had to be completely revised in order for technology integration to occur. The problem that was addressed by this evaluation study was the failure of a majority of the students who entered the Alternative Program at Miami-Douglas MacArthur Senior High School South (MDMS) to return to their schools of residence. Of those who did return, over 60% were unsuccessful. The systemic changes that were needed to resolve this problem required the faculty to function as an effective learning organization as described in the research of P. Senge. Evaluation research was conducted to determine to what extent MDMS staff was functioning within each of the 5 disciplines of a learning organization.

This applied dissertation was designed to examine the current climate and culture at a medium-sized high school and to influence that climate positively. The current climate was evaluated using multiple data collection instruments including the venerable National Association of Secondary School Principals (NASSP) School Climate Survey (C. Halderson, E. A. Kelley, J. W. Keefe, & P. S. Berge, 1989), a district-created Whole School Effectiveness Survey, and a qualitative school-created survey that allowed parental input. This applied dissertation was designed to meet the psychological needs of a unique Native population through a continuum of services and the utilization of technological platforms. The host community has experienced significant historical events including the exclusion in full participation education and the provision of educational curricula by individuals lacking the cultural competency base to provide appropriate educational experiences sensitive to Native learning styles. This article presents a case study describing a robust fortyeight- year partnership between the Boy Scouts of America, Brigham Young University, Utah Valley State College, and others in an annual merit badge Powwow1 for Boy Scouts. Service-learning occurs as five hundred university students and faculty prepare for and teach merit badge classes to five thousand Boy Scouts as part of this Powwow. The article presents the history and operation of the Powwow, describes benefits to participants, and identifies some of the factors that contribute to the enduring nature of the partnership. A case study was conducted of The University of Northern Iowa's Students First 100 million-dollar comprehensive capital campaign. This study examined the predominant forces, activities, and participants associated with employing the capital campaign strategy at a public comprehensive university. When, how, and in what sequence did these major forces, activities, and participants converge to develop and implement the capital campaign? The study also describes major challenges incurred during the campaign cycle. Access To Care Among Vulnerable Populations Enrolled In Commercial Hmos, Matthew J. Carlson, Jan Blustein

Abstract: This cross-sectional study compares self-reported access to care among a representative sample of 13,952 HMO enrollees in New Jersey. Using multivariate logistic regression, this study found that compared with college graduates, those with less than a high school education reported more difficulty obtaining tests or treatment. Compared with whites, Hispanics were more likely to report difficulty seeing their primary care provider, and African Americans reported greater difficulty seeing a specialist and obtaining tests and treatment. Enrollees in poor health were more likely to report problems seeing a specialist and obtaining tests and treatment than enrollees in excellent health. Income …

This study explored the impact of an imposed standards movement on attitudes and behaviors of a team of line leaders. A case method was employed to describe, to explain, and to draw conclusions about results of standards imposition. Standards were designed and implemented by an executive leadership team frustrated with lack of effective leadership practices of a line leaders team under their supervision. The investigation took an historical perspective, chronicling the story of the company, emerging leadership challenges, and executive leadership responses leading up to the research.

The key performance indicators established by the state education department indicated that the program was weak. Effects of technology workshops on the implementation and integration of technology in the elementary level course curriculum was studied. The technology facilitator, who is also a member of the elementary school faculty, participated in the study as the implementer and writer. Participants completed a presurvey that measured their prior knowledge, skills, current attitudes, and expectations regarding the infusion of technology into their course curriculum. The problem addressed was low reading achievement for Grade 2 students at Putnam County Elementary School. Reading comprehension and vocabulary skills were not being demonstrated by Grade 2 students to a satisfactory level according to the test data. The problem addressed in the applied dissertation was that high school teenagers enrolled in prevention programs are not decreasing at-risk behaviors. This problem can be answered by focusing on distinct characteristics of teenagers who are enrolled in the after-school mental health and substance abuse prevention program. The at-risk behaviors demonstrated by the teenagers in the prevention program included substance abuse, crime, violence, poor academics, truancy, mental health issues, inappropriate sexual behavior, and teenage pregnancy.

This applied dissertation was designed to appraise the personal leadership attributes of educators and to provide a framework to help them prepare a personal development plan toward the attainment of a public school superintendent’s position. A literature review of effective educational leadership characteristics was conducted. The review included a search for available instruments for assessment of leadership characteristics, potential, and style, and preparatory programs available to improve leadership ability. In addition, the search yielded an increased awareness of associated stressors that have been known to affect superintendent leadership and position tenure.
