This Horizons report examines the readiness of reproductive health services in South Africa, which are primarily geared to women, to deliver HIV and AIDS treatment, care, and prevention services. The goal of the study was to obtain information from a representative sample of provincial health care facilities offering reproductive health services in KwaZulu Natal to meet the growing demand for HIV/AIDS-related services. Ninety-eight hospitals, community health centers, and clinics participated in the situation analysis that identified gaps in service delivery and determined priorities for service integration. Empowering Communities To Respond To Hiv/Aids: Ndola Demonstration Project On Maternal And Child Health: Operations Research Final Report, Hope Humana, Linkages, National Food And Nutrition Commission, Ndola District Health Management Team, Horizons Program, Zambia Integrated Health Project

A pre–post intervention study conducted in Zambia by Horizons and local NGOs and governmental organizations demonstrated that HIV voluntary counseling and testing (VCT) and infant feeding counseling (IFC) to mothers attending maternal and child health (MCH) clinics are vital components of any mother-to-child transmission (MTCT) reduction strategy, whether or not antiretrovirals (ARVs) are available. These interventions enable mothers to make informed and healthy decisions. Data from the Ndola Demonstration Project yielded encouraging results from efforts to improve the capacity of mothers to make informed decisions about their own health and the health of their infant. The Population Council/Horizons (New Delhi and Washington, DC) and the Society for Service to Urban Poverty (New Delhi) are conducting an operations research study in three New Delhi hospitals. The study, entitled “Improving the hospital environment for HIV-positive clients in India,” is endorsed by the National AIDS Control Organization (NACO) of India. The main objective is to assess factors that affect the quality and type of care received by the general patient population, with special emphasis on patients with HIV. Evaluation Of United Nations-Supported Pilot Projects For The Prevention Of Mother-To-Child Transmission Of Hiv: Overview Of Findings, Naomi Rutenberg, Carolyn Baek, Sam Kalibala, James Rosen

Worldwide about 800,000 children a year get HIV infections from their mothers—either during pregnancy, childbirth, or breastfeeding. Countries have the potential to prevent a large share of these infections through low-cost, effective interventions. UN agencies have taken the lead in helping developing countries mount programs for prevention of mother-to-child transmission (PMTCT). This working paper presents key findings from an evaluation of UN-supported pilot PMTCT projects in 11 countries: Botswana, Burundi, Cote d’Ivoire, Honduras, India, Kenya, Rwanda, Tanzania, Uganda, Zambia, and Zimbabwe. The European Union's Efforts To Sidestep The Wto Through Its Ban On Gmos: A Response To Sarah Lively's Paper, "The Abcs And Ntbs Of Gmos", Johannes S.A. Iii Claus

The purpose of this paper is to refute Ms. Sarah Lively's article, the ABCs and NTBS of GMOs, detailing the reasons why the E.U. legislation is not in harmony with the WTO agreements. This paper will argue that if a WTO dispute settlement body were to decide upon the validity of the current European GMO regime, it would strike down the regulation as contrary to the WTO agreements signed by the European Union and the United States. Participation Of Unwed Biological Fathers In Newborn Adoptions: Achieving Substantive And Procedural Fairness, Jeffrey A. Parness

In newborn adoptions in the United States, the participation rights of too many unwed, fit biological fathers are unfairly considered. Some fathers have little or uncertain information about their children prior to or at birth through no fault of their own, yet are denied participation rights. Other fathers have little guidance on the steps necessary under law to prompt an opportunity to participate. Governments do little truly to inform and guide, though the parental opportunity interest involves "one of mankind's most important rights," often accorded federal constitutional protection. This paper examines the regulatory implications of behavioral economic insights. The central effect of behavioral economics in the legal literature to date has been to challenge the premise of formal economic theory that individuals understand their preferences and work to maximize these preferences. Behavioral economics has gathered increased attention in the economic analysis of law because of its demonstration that individual decisionmaking is prone to numerous biases and heuristics, and that as a result individuals may not act to realize their best interests. Are Hummingbirds Facultatively Ammonotelic? Nitrogen Excretion And Requirements As A Function Of Body Size, Todd J. Mcwhorter, Donald R. Powers, Carlos Martinez Del Rio

Most birds are uricotelic. An exception to this rule may be nectar-feeding birds, which excrete significant amounts of ammonia under certain conditions. Although ammonia is toxic, because it is highly water soluble its excretion may be facilitated in animals that ingest and excrete large amounts of water. Birdpollinated plants secrete carbohydrate- and water-rich floral nectars that contain exceedingly little protein. Thus, nectarfeeding birds are faced with the dual challenge of meeting nitrogen requirements while disposing of large amounts of water. The peculiar diet of nectar-feeding birds suggests two hypotheses: (1) these birds must have low protein requirements, and (2) when …

The Anorexigenic Fatty Acid Synthase Inhibitor, C75, Is A Nonspecific Neuronal Activator, Kanji A. Takahashi, James L. Smart, Hongyan Liu, Roger D. Cone

C75, a recently derived compound that potently suppresses feeding and induces weight loss, has been proposed to act mainly by inhibiting fatty acid synthase (FAS) in central neurons that control feeding. For example, normal, fasting- associated, hypothalamic increases in neuropeptide Y (NPY)/Agouti-related protein (AGRP) expression and decreases in proopiomelanocortin (POMC)/cocaine and amphetamine regulated transcript (CART) expression were reported to be blocked by C75. Using loose-patch extracellular recording in acute slices, we tested the effect of C75 on anorexigenic POMC neurons and orexigenic NPY neurons of the hypothalamic arcuate nucleus, which were identified by promoter-driven GFP expression, as well as on …

Biological Control Of The Lily Leaf Beetle, Lilioceris Lilii In North America, Marion Secrest Gold

The lily leaf beetle, Lilioceris lilii (Scopoli), first officially reported in the U.S. in 1992, has become a serious pest of native and cultivated lilies throughout its North American distribution. With no effective North American natural enemies, this exotic insect poses a potential economic threat to horticulturists and an environmental threat to native lilies. This study presents the results of an ongoing classical biological control program initiated against L. lilii in North America. Based on its Eurasian geographic distribution, L. lilii seems capable of spreading throughout much of North America. In Europe, the lily leaf beetle is well known but …

Imposing a moderate level of nutrient deficiency may be an effective management strategy to limit vegetative growth and enhance maturity of Pima cotton (Gossypium barbadense L.). Whether such deficiency affects fiber quality of American Pima cotton, however, is not well known. A field study was conducted in 1991 and 1992 to determine the fiber quality responses of Pima cotton to nitrogen and phosphorus fertilization ranging between deficient and excess.
