Process For Production Of High Efficiency Volume Diffractive Elements In Photo-Thermo-Refractive Glass, Leonid Glebov, Oleg Efimov, Larissa Glebova, Vladim Smirnov

UCF Patents

A novel process is proposed for the volume diffractive element (Bragg grating) fabrication in photosensitive silicate glasses doped with silver, cerium, fluorine, and bromine. The process employs a photo-thermo-refractive (PTR) glass of high purity exposed to ultraviolet (UV) radiation of a He--Cd laser at 325 nm followed by thermal development at temperatures from 480.degree. C. to 580.degree. C., preferably at 520.degree. C., from several minutes to several hours. Absolute diffraction efficiency up to 95% was observed for 1 mm thick gratings. Maximum spatial frequency recorded in PTR glass was about of 10,000 mm.sup.-1. No decreasing of diffraction efficiency were detected …

Discourse Of Evil: Speaking Terrorism To Silence, Galip Isen Jul 2003

Discourse Of Evil: Speaking Terrorism To Silence, Galip Isen

Reconstruction: Studies in Contemporary Culture

[First paragraph]

That the impact of terrorism is equal to the reaction it elicits may be a truism, but one that deserves further probing as demonstrated by the way that reaction is put to use politically. Whichever of 150-strong definitions [1] is accepted, the consequential aspect of terrorism is ideational: the assault targets the concept and experience of normal in the lives and minds of ordinary people. Several writers argue that terrorism is generally inefficacious, strategically counterproductive and mostly unsuccessful as a method of attaining socio-political objectives [2]. However, overall public response to 11 September 2001 has been so profound …

The Electronic Polis: Media Democracy And The Invasion Of Iraq, Jeff Lewis, Kirsty Best Jul 2003

The Electronic Polis: Media Democracy And The Invasion Of Iraq, Jeff Lewis, Kirsty Best

Reconstruction: Studies in Contemporary Culture

[First paragraph]

The American-led victory in Baghdad was announced to the world with scenes of Iraqi citizens dragging down the statues of the deposed tyrant. Like the spectacle of World Cup Soccer or the Olympic Games, the image was transmitted live through the global media network to the billions of people who had been closely watching the three week invasion. President Bush shared in the celebration, announcing the dawn of a new age for freedom and democracy in the Middle East. This new democracy, the president proclaimed, would bring stability and prosperity to the region through the obliteration of terrorism …

The Cia World Factbook: Marriage Of Archive And Empire?, Jack Shuler

Reconstruction: Studies in Contemporary Culture

[First paragraph]

A recent exhibition at the Metropolitan Museum of Art cites the production of textiles as integral in establishing the power of the Mongol empire. In the accompanying notes to the exhibit, the museum curators write that, In the creation of luxury textiles and objects for the Mongol elite, Chinese artists developed a visual language that was an effective means of establishing their rule and continuous presence throughout the vast empire. These artists used certain motifs such as the dragon and phoenix, to create tangible representations of power. The mythical beasts integrated the ideas of cosmic force, earthly strength, …

Homeland (In)Security : Roots And Displacement, From New York, To Toronto, To Salt Lake City, Marusya Bociurkiw

Reconstruction: Studies in Contemporary Culture

[First paragraph]

On September 11, 2001, broadcast and print media around the world narrated the destruction of New York City's World Trade Center and the deaths of thousands of its occupants. This paper will examine the ways in which television and its appendages (the telephone, the internet, the newspaper) operated to organize the discursive meanings of this traumatic event. I will propose that between September 11 and February 2002's Winter Olympics in Salt Lake City, Utah, ideas about home, roots and rootedness (and their Others: foreignness, homelessness, nomadicism) operated as a discursive mapping of that which could otherwise not be …

On Temporal Variation And Conflicting Selection Pressures: A Test Of Theory Using Newts, Jason R. Rohr, Dale M. Madison, Aaron M. Sullivan

Faculty Publications - Department of Biological & Molecular Science

Most studies that examine conflicting selection pressures hold resources and risks constant, despite their ubiquitous fluctuation. Since little is known about the consequences of neglecting this variation, we examined the temporal response of male red-spotted newts, Notophthalmus viridescens, to conflicting female pheromones and damage-release alarm chemicals signaling predation. After a single exposure in both the laboratory and field, males were attracted to female odor and avoided conspecific alarm chemicals. Response to these combined cues depended on time after exposure, with males initially avoiding, and then being attracted to, the cue combination. This response shift was due to the resource and …

Review: Jacob Dorn's 'Socialism And Christianity In Early 20th-Century America', William Vance Trollinger

History Faculty Publications

During the 2004 presidential campaign, there will be much talk by television and radio evangelists of the urgent necessity for "Christian voters" to go to the polls on Election Day. It will be assumed — by the preachers, by their audiences, and by the general media — that these "Christian voters" will vote Republican (implying, of course, that only "non-Christian voters" would even consider pulling the lever for the Democratic candidate).

Jacob Dorn summarizes this state of affairs in his introduction to Socialism and Christianity: "The rise of the Religious Right" has "overshadow[ed] the potential of American Christianity to stimulate …

Re-Treating Intellectual Property? The Wai 262 Proceeding And The Heuristics Of Intellectual Property Law, Graeme W. Austin Jul 2003

Re-Treating Intellectual Property? The Wai 262 Proceeding And The Heuristics Of Intellectual Property Law, Graeme W. Austin

Cardozo Journal of International and Comparative Law

The article explores the WAI 262 proceeding, a legal challenge by Maori tribes alleging breaches of the Treaty of Waitangi by New Zealand's intellectual property laws. It argues that the Crown's obligations under the Treaty require a re-evaluation of intellectual property frameworks to respect Maori self-determination and cultural rights.

Racial Imagery And Native Americans: A First Look At The Empirical Evidence Behind The Indian Mascot Controversy, Gavin Clarkson Jul 2003

Racial Imagery And Native Americans: A First Look At The Empirical Evidence Behind The Indian Mascot Controversy, Gavin Clarkson

Cardozo Journal of International and Comparative Law

The article presents a nuanced approach to the controversy surrounding Native American mascots, advocating for a balance between eliminating offensive mascots and respecting tribal sovereignty. The author proposes that instead of a blanket ban, Native American tribes should have the authority to license their identities to schools, ensuring respectful and educational usage under tribal supervision. This approach leverages trademark law to allow tribes to control their representations, promoting accurate cultural portrayal and education.

The Rhetoric Of Biopiracy, Paul J. Heald Jul 2003

The Rhetoric Of Biopiracy, Paul J. Heald

Cardozo Journal of International and Comparative Law

The article critiques the rhetorical strategy of advocates for long-term occupant communities (LTOCs) seeking sui generis intellectual property rights to combat biopiracy. While their goals are admirable, the approach is ineffective due to widespread skepticism towards expanding intellectual property rights. The author argues that market-based solutions and alliances with corporations could better preserve biodiversity and compensate communities.

Digital Propertization Of The New Artifacts: The Application Of Technologies For "Soft" Representations Of The Physical And Metaphysical, Mark Perry

Cardozo Journal of International and Comparative Law

The article explores how digital technology is revolutionizing the representation and ownership of artifacts, complicating traditional notions of intellectual property and cultural preservation. It argues that high-quality digital reproductions, such as MP3 files and digital images, challenge existing legal frameworks, highlighting the need for more flexible and culturally sensitive approaches to intellectual property rights.

Graduate Student Dissertations, Theses, Capstones, and Portfolios

The level of anxiety and the degree of acculturation of a group of immigrant Haitian and Hispanic students who are enrolled in an ESOL program in a public, rural high school in South Florida were researched. The level of anxiety and the degree of acculturation of a group of immigrant Haitian and Hispanic students exited from the ESOL program and enrolled in English language mainstream classes were also researched. The purpose of this empirical study was to determine if there is a relationship between anxiety and acculturation among immigrant secondary students by investigating the level of anxiety and the degree …

Preemptive Action: When, How, And To What Effect?, M. Elaine Bunn Jul 2003

Preemptive Action: When, How, And To What Effect?, M. Elaine Bunn

Strategic Forums

This Strategic Forum paper examines the Bush administration’s evolving concept of preemptive action in the post-9/11 security environment. It analyzes the strategic rationale behind the emphasis on preemption—particularly concerns about rogue states, terrorism, and weapons of mass destruction (WMD)—and distinguishes between preemptive and preventive uses of force. The author explores historical precedents, legal and ethical considerations, operational requirements, and the potential military and political consequences of preemptive action. The paper argues that while preemption remains a legitimate option in extreme circumstances, especially where WMD threats are imminent, its application requires careful evaluation of intelligence reliability, proportionality, alliance cohesion, and long-term …

War If Necessary, But Not Necessarily War': The Canadian Paradox And 'Iraqi Freedom', Marc Ouellette Jul 2003

War If Necessary, But Not Necessarily War': The Canadian Paradox And 'Iraqi Freedom', Marc Ouellette

Reconstruction: Studies in Contemporary Culture

[First paragraph]

The Canadian refusal to join the U.S. led “coalition of the willing” does not mark the first time the nation has chosen not to follow its “traditional allies” into a foolish, ego-driven, imperialistic and vengeful conflict. Indeed, Canada’s record in these matters is flawless. Peter C. Newman points out that “we went along with most presidential global adventures, except the Vietnam War. The other significant time we parted company with the Yanks was over our drive to impose economic sanctions on apartheid South Africa, a policy we initiated and successfully defended despite American objections.” In fact, the objections …

The Effect Of Character Education On Student Behavior, Cindy Patella Jul 2003

The Effect Of Character Education On Student Behavior, Cindy Patella

Theses and Dissertations

The purpose of this study was to determine if character education addressed directly through lesson plans would have an effect on behavior of students when they are not under supervision of the classroom teacher. The researcher observed the students' social interactions in the experimental group and the control group in various settings in a pre and post observation period. Behavior was recorded on a behavior chart listing both positive and negative behaviors. There were 19 students in the experimental group and 22 students in the control group. The study found a slight positive change in behavior for those students in …

North Jersey Media Group, Inc. V. Ashcroft, 308 F.3d 198 (3d Cir. 2002): A Case Note, Dawn M. Weekly

Northern Illinois University Law Review

After the unprecedented terrorist attacks on the United States on September 11, 2001, the government responded with a vast effort aimed at investigation and prevention, which continues to this day. As part of that response, several hundred resident aliens were rounded up for alleged immigration violations and detained, pending removal hearings. This case note will consider the opinion in North Jersey Media Group, Inc. v. Ashcroft which concerns the question of whether the government may issue a blanket closure order for those deportation hearings and bar the public and press from attending.

The Rights Of Parents With Children In Foster Care: Removals Arising From Economic Hardship And The Predicative Power Of Race, Ann Cammett, Megan Mclaughlin, Martin Guggenheim, Sharonne Salaam, Nanette Schorr

City University of New York Law Review

The following symposium at the Association of the Bar of the City of New York explores the predicament posed by the surge of child removals through neglect petitions, and the subsequent placement of those children in foster care. The panel, whose comments are published here, offer some poignant reflections on the crisis of the child welfare system.
