Design And Evaluation Of Processes For Fuel Fabrication, Georg F. Mauer
Fuels Campaign (TRP)
The goal of this research project is to provide technical support to process designers working on the development of the fuel cycles for transmutation applications. Detailed process models are developed to better define the impact of fuel choice on the transmuter fuel cycle, including relative process losses, waste generation, and plant capital cost. These process models provide insight regarding required plant size and number of plants needed to mesh with the fuel recycling line. They also determine requirements for automation.
Manufacturing models for large-scale production in a hot cell environment are also developed. Combined, these two models allow the assessment …

Helping Outstanding Pupils Educationally: Public Policy Issues Of The Georgia Hope Scholarship Program And The Lottery For Education, Ross Rubenstein
Helping Outstanding Pupils Educationally: Public Policy Issues Of The Georgia Hope Scholarship Program And The Lottery For Education, Ross Rubenstein
Center for Policy Research
The HOPE (Helping Outstanding Pupils Educationally_ scholarship program, which began in 1993, is one of the most popular public policies ever enacted in the state of Georgia. This lottery-funded program pays for tuition, fees, and books at any public college or university in the state for any Georgia student who graduates from high school with a B or better grade point average (GPA). To keep the scholarship, students must maintain the B or better GPA in college. The program's popularity has spread well beyond Georgia's borders; at least a dozen other states have instituted similar broad-based merit scholarship programs, and …
On The Measurment Of Job Risk In Hedonic Wage Models, Dan Black, Thomas J. Kniesner
On The Measurment Of Job Risk In Hedonic Wage Models, Dan Black, Thomas J. Kniesner
Center for Policy Research
We examine the incidence, form, and research consequences of measurement error in measure of fatal injury risk in United States workplaces using both BLS and NIOSH data. We find evidence of substantial measurement errors in the fatality risk researchers attach to individual workers when estimating the implicit price of risk and the value of a statistical life. We first examine possible classical attenuation bias in the fatality risk coefficient. However, because we also find non-classical measurement error that differs across multiple risk measures and is not independent of other regressors, more complex statistical procedures than a standard instrumental variables estimator …
The Biomechanical Aspects Of Pedestrian Protection, Krishnakanth Aekbote, Peter Schuster, Sunny Kankanala, Srini Sundararajan, Stephen W. Rouhana
The Biomechanical Aspects Of Pedestrian Protection, Krishnakanth Aekbote, Peter Schuster, Sunny Kankanala, Srini Sundararajan, Stephen W. Rouhana
Mechanical Engineering
In this paper a biomechanical basis for pedestrian protection is presented based on reviews of epidemiological and biomechanical studies conducted over the last three decades. Epidemiological studies reveal the nature and cause of pedestrian crashes and injuries sustained in the field. The various factors that influence pedestrian crashes and fatalities such as pedestrian demographics, time and location of crash, type of vehicles involved and their design characteristics, impact speeds, and nature and severity of injuries sustained are covered in the epidemiology section. The biomechanical studies identify the injury mechanisms and the biomechanical tolerances. Several biomechanical studies that attempt to identify …

Library Scholarship
An enriched syllabus has been experimentally introduced to undergraduate level students enrolled in a geotechnical engineering course. Two research assignments have been integrated in the course, which require students to find information on a geotechnical engineering topic using both print and electronic resources available at the university library and on the Internet. Aiming to foster the development of technical information literacy and communication skills, the students are required to prepare a report based on a specific set of guidelines, followed by oral presentations of the topics researched. Between the two assignments, a lecture on the subject of identifying and using …
Global Changes In Scholarly Communication, Suzanne E. Thorin
Global Changes In Scholarly Communication, Suzanne E. Thorin
Librarian Publications
For more than a decade, the cost of print and electronic journals, particularly in the sciences, has increased rapidly at the same time that the amount of research being reported via published articles has grown exponentially. With academic libraries being less and less able to purchase the journals needed for their communities, the use of the term scholarly communication has evolved to illustrate the breakdown of the process of traditional scholarly publication; that is, as a means to disseminate research results, the present system of scholarly communication can no longer meet the needs of the scholarly community at large.

Chronic Wasting Disease In Deer And Elk: A Critique Of Current Models And Their Application, Eric M. Schauber, Alan Woolf
Chronic Wasting Disease In Deer And Elk: A Critique Of Current Models And Their Application, Eric M. Schauber, Alan Woolf
Publications
Chronic wasting disease (CWD), a fatal transmissible spongiform encephalopathy of deer (Odocoileus spp.) and elk (Cervus elaphus), presents a challenge to wildlife managers because little is known about its transmission, yet it could severely threaten wildlife populations if action is not taken rapidly. Published mathematical models predict that CWD could devastate populations of free-living deer and elk, prompting wildlife managers to attempt large-scale eradication of deer in hopes of containing CWD outbreaks. Our objective is to critically examine the theoretical and empirical support for current models of CWD epizootiology, in light of herd health-management actions. We identify …
Thermomechanical Behavior Of Rotor With Rubbing, Jerzy T. Sawicki, Alberto Montilla-Bravo, Zdzislaw Gosiewski
Thermomechanical Behavior Of Rotor With Rubbing, Jerzy T. Sawicki, Alberto Montilla-Bravo, Zdzislaw Gosiewski
Mechanical Engineering Faculty Publications
This article presents an analytical study of the dynamics and stability of rotors subjected to rubbing due to contact with seals, taking account of associated thermal effects. The seal interaction force acting on the shaft gives rise to a friction force, which is a source of heating and can induce so-called spiral vibrations. A mathematical model that has been developed couples the heat-conduction equation with the equations for motion of the rotor. Numerical simulations have been conducted that show the thermomechanical behavior of the rotor at various operating conditions. A procedure for analyzing the stability of multibearing rotors based on …

Alternate Input-Output Matrix Updating Formulations, Randall Jackson, Alan T. Murray
Alternate Input-Output Matrix Updating Formulations, Randall Jackson, Alan T. Murray
Regional Research Institute Working Papers
There has been a recent resurgence of interest in biproportional adjustment methods for updating and interpreting change in matrix representations of regional structures, most commonly input-output accounts. Although the biproportional method, commonly called the RAS technique in the input-output literature, has been shown to have a number of theoretically appealing properties, various alternatives do exist. In this paper, we develop and assess empirically a number of alternatives, comparing performance and examining attributes of these adjustment methods. Two of these are sign-preserving updating methods for use when tables contain both positive and negative entries. One of these is shown to generate …
Economics Of Natural Disasters: A Critical Review, Yasuhide Okuyama
Economics Of Natural Disasters: A Critical Review, Yasuhide Okuyama
Regional Research Institute Working Papers
Significant progress has been made in recent years for modeling spatial economic impacts of disasters in a regional context (for example, Okuyama and Chang eds. Modeling the Spatial Economic Impacts of Disasters, forthcoming). While these advancements are more toward modeling strategies based on conventional frameworks, little has been dealt with the theory on economics of disasters, since the pioneering work by Dacy and Kunreuther (The Economics of Natural Disasters, 1969). In this paper, “The Economics of Natural Disasters” is reviewed and updated for providing a theoretical perspective toward disaster related research. The review is carried our through restructuring the framework …
Movement And Spatial Population Structure Of A Prairie Planthopper, James T. Cronin
Movement And Spatial Population Structure Of A Prairie Planthopper, James T. Cronin
Faculty Publications
The transfer of organisms among patches is a key process influencing the spatial structure and regional dynamics of a population; yet, detailed experimental studies of animal movement among patches are uncommon. I performed a series of mark-recapture studies to quantify the movement of a planthopper, Prokelisia crocea (Hemiptera: Delphacidae), among discrete patches of its host plant, prairie cordgrass (Spartina pectinata). Results from these dispersal studies were used to predict the natural distributions and to characterize the spatial population structure of P. crocea. Planthopper emigration loss per patch increased linearly with the density of female conspecifics and was nonlinearly related to …

A Representation Theorem For Recovering Contraction Relations Satisfying Wci, Zhaohui Zhu, Bin Li, Xi'an Xiao, Shifu Chen, Wujia Zhu

A notion of an image structure associated with the canonical epistemic state is introduced. Based on it, we get a representation result for recovering contraction inference relations satisfying the condition weak conjunctive inclusion (wci) in terms of F-standard epistemic AGM states. In effect, this result establishes a representation theorem for belief contraction functions satisfying AGM postulates (k-1) - (k-7), and Rott's (wci) and (k-8c), and hence generalizes Rott's corresponding result in the finite framework. © 2002 Elsevier Science B.V. Let μ be a probability measure on the real line with finite moments of all orders. Apply the Gram-Schmidt orthogonalization process to the system {1, x, x2, . . ., xn, . . .} to get orthogonal polynomials Pn(x), n ≥ 0, which have leading coefficient 1 and satisfy (x-αn)Pn(x) = Pn+1(x) +ωnPn-1(x). In general it is almost impossible to use this process to compute the explicit form of these polynomials. In this paper we use the multiplicative renormalization to develop a new method for deriving generating functions for a large class of probability measures. From a generating function for …

Optimization Of Resonances In Photonic Crystal Slabs, Robert P. Lipton, Stephen P. Shipman, Stephanos Venakides
Faculty Publications
Variational methods are applied to the design of a two-dimensional lossless photonic crystal slab to optimize resonant scattering phenomena. The method is based on varying properties of the transmission coefficient that are connected to resonant behavior. Numerical studies are based on boundary-integral methods for crystals consisting of multiple scatterers. We present an example in which we modify a photonic crystal consisting of an array of dielectric rods in air so that a weak transmission anomaly is transformed into a sharp resonance.

We present, analyze, and implement a new method for the design of the stiffest structure subject to a pressure load or a given field of internal forces. Our structure is represented as a subset S of a reference domain, and the complement of S is made of two other “phases”, the “void” and a fictitious “liquid” that exerts a pressure force on its interface with the solid structure. The problem we consider is to minimize the compliance of the structure S, which is the total work of the pressure and internal forces at the equilibrium displacement. In order to prevent …

Dissipation and decoherence, and the evolution from pure to mixed states in quantum physics, are handled through master equations for the density matrix. Master equations such as the Lindblad equation preserve the trace of this matrix. Viewing them as first-order time-dependent operator equations for the elements of the density matrix, a unitary integration procedure can be adapted to solve for these elements. A simple model for decoherence preserves the Hermiticity of the density matrix. A single, classical Riccati equation is the only one requiring numerical handling to obtain a full solution of the quantum evolution. The procedure is general, valid …
Detectability Of Gravitational Waves From Sn 1987a, Giovanni Santostasi, Warren Johnson, Juhan Frank
Detectability Of Gravitational Waves From Sn 1987a, Giovanni Santostasi, Warren Johnson, Juhan Frank
Faculty Publications
We discuss the potential for the detection of gravitational waves from a rapidly spinning neutron star produced by supernova (SN) 1987A, taking the parameters claimed by Middleditch et al. at face value. Assuming that the dominant mechanism for spin-down is gravitational waves emitted by a freely precessing neutron star, it is possible to constrain the wobble angle, the effective moment of inertia of the precessing crust, and the crust cracking stress limit. Our analysis suggests that if the interpretation of the Middleditch data is correct, the compact remnant of SN 1987A may well provide a predictable source of gravitational waves …
