FOCUS on Boise State

He’s been a politician, a university president and chair of Illinois’ Board of Higher Education. Bob Kustra (below) can now add Boise State president to the list. His appointment as the university’s sixth chief executive marks the start of a new era for Boise State. His experience will serve him well in facing the challenges of both a shrinking budget and an increase in demand for services. This issue looks at Kustra’s strengths as well as the legacy he inherits from outgoing President Charles Ruch. Cover photo by John Kelly.

Evaluation Of Police Patrol Patterns, Stephen Sacks Jul 2003

Evaluation Of Police Patrol Patterns, Stephen Sacks

Economics Working Papers

This paper describes an ArcView extension that allows police planners to design patrol districts and to evaluate them by displaying various performance measures. It uses a spatially distributed queuing system (the Larson Hypercube) to calculate expected travel times, workloads, preventive patrol frequencies, and other variables; and it allows planners to see the unavoidable tradeoffs among their objectives. Using this tool, planners can experiment with various patrol patterns to find those that best meet their Department.s goals. For example, those patrol patterns which are best in terms of average response time don.t do as well as others in terms of workload …

We have measured the forward-backward asymmetry of photoelectron angular distributions produced in the vacuum ultraviolet photoionization of helium. This asymmetry, a consequence of the breakdown of the dipole approximation, measures the real part of the ratio of the quadrupole and dipole matrix elements. In the autoionization region, the strong energy dependence of the asymmetry permits an experimental separation of the ratio of those magnitudes from their phase difference. We experimentally determined the Fano parameters of the 2p21D2 quadrupole resonance, and report improved values of the width Γ and line profile parameter q from those previously available …

High-Temperature Fiber Matrices: Electrospinning And Rare-Earth Modification, W. Kataphinan, R. Teye-Mensah, Edward A. Evans, R. D. Ramsier, D. H. Reneker, D. J. Smith Jul 2003

High-Temperature Fiber Matrices: Electrospinning And Rare-Earth Modification, W. Kataphinan, R. Teye-Mensah, Edward A. Evans, R. D. Ramsier, D. H. Reneker, D. J. Smith

Chemical, Biomolecular, and Corrosion Engineering Faculty Research

We demonstrate the production of nonwoven mats of high-temperature organic and inorganic fibers by electrospinning. Specifically, glass/ceramic (tetraethylorthosilicate-SiO) and fire-blanket (polydiphenoxyphosphazene-PDPP) precursors are electrospun, and the resulting fibers are characterized by scanning electron microscopy, thermogravimetric analysis, and infrared (IR) spectroscopy. We find that the SiO fibers are smaller in diameter and more uniform than the PDPP fibers, and stable to higher temperatures. We also coat these fiber systems with several rare-earth nitrates, and find that these coatings can be used to selectively modify the near-IR spectra of the fibers. This work extends the use of electrospinning into two new classes …

Nanoscale Oxidation Of Zirconium Surfaces: Kinetics And Mechanisms, N. Farkas, G. Zhang, Edward A. Evans, R. D. Ramsier, J. A. Dagata Jul 2003

Nanoscale Oxidation Of Zirconium Surfaces: Kinetics And Mechanisms, N. Farkas, G. Zhang, Edward A. Evans, R. D. Ramsier, J. A. Dagata

Chemical, Biomolecular, and Corrosion Engineering Faculty Research

We show that atomic force microscope-induced oxide features can be formed reproducibly on both Zr and ZrN surfaces, and that the growth rate decreases rapidly with increasing time. There is an increase in oxide-feature height with humidity for both systems, and an approximately linear dependence of the height of the structures on the applied voltage for all films for short exposure times. As the anodization time increases, only the thinnest (6 nm) films show a large enhancement in oxide-feature height, demonstrating the role of the film/substrate interface. Under the same conditions, the height of features grown on ZrN films is …

Robust Regression With High Coverage, David J. Olive, Douglas M. Hawkins Jul 2003

Robust Regression With High Coverage, David J. Olive, Douglas M. Hawkins

Articles and Preprints

An important parameter for several high breakdown regression algorithm estimators is the number of cases given weight one, called the coverage of the estimator. Increasing the coverage is believed to result in a more stable estimator, but the price paid for this stability is greatly decreased resistance to outliers. A simple modification of the algorithm can greatly increase the coverage and hence its statistical performance while maintaining high outlier resistance.

Vascular Plant Surveys Of The Winnebago And Omaha Indian Reservations, Steven B. Rolfsmeier

Nebraska Game and Parks Commission: White Papers, Conference Presentations, and Manuscripts

During the summer of 2000 the Nebraska Game and Parks Commission (NGPC) undertook a vascular plant survey of the Winnebago and Omaha Indian reservations in northeast Nebraska. All funding for the project was provided by the NGPC. The primary objective of the project was to identify all native and exotic plant species growing on the reservations and to identify traditional uses of these plants by the Winnebago, Omaha and HoChunk people. Secondary objectives of the project include: 1) identify rare plant populations, 2) identify high-quality examples of native plant communities and 3) document threats to rare plant populations and native …

A Closer Look At Boosted Image Retrieval, Nicholas Howe Jul 2003

A Closer Look At Boosted Image Retrieval, Nicholas Howe

Computer Science: Faculty Publications

Margin-maximizing techniques such as boosting have been generating excitement in machine learning circles for several years now. Although these techniques offer significant improvements over previous methods on classification tasks, little research has examined the application of techniques such as boosting to the problem of retrieval from image and video databases. This paper looks at boosting for image retrieval and classification, with a comparative evaluation of several top algorithms combined in two different ways with boosting. The results show that boosting improves retrieval precision and recall (as expected), but that variations in the way boosting is applied can significantly affect the …

Natural Superconvergent Points Of Triangular Finite Elements, Zhimin Zhang, Runchang Lin Jul 2003

Natural Superconvergent Points Of Triangular Finite Elements, Zhimin Zhang, Runchang Lin

Mathematics Research Reports

In this work, we analytically identify natural superconvergent points of function values and gradients for triangular elements. Both the Poisson equation and the Laplace equation are discussed for polynomial finite element spaces (with degrees up to 8) under four different mesh patterns. Our results verify computer findings of [2], especially, we confirm that the computed data have 9 digits of accuracy with an exception of one pair (which has 8-7 digits of accuracy). In addition, we demonstrate that the function value superconvergent points predicted by the symmetry theory [14] are the only superconvergent points for the Poisson equation. Finally, we …

Characterization Of Environmentally Friendly Polymers: Amylopectin And Its Blends, Mohammad Osman Melibari Jul 2003

Characterization Of Environmentally Friendly Polymers: Amylopectin And Its Blends, Mohammad Osman Melibari

Theses and Dissertations

Biodegradable polymers are desirable for a variety of applications, such as in packaging, agriculture, and medicine. Its biological degradation by microorganisms accelerated the interest in biodegradable polymers during the last decades. Within this group of innovative environmentally friendly biodegradable polymers, starch or Amylpectin plays a predominant role, due to their potential biodegradability. This research was attempted to characterize Amylopectin to obtain its physio-chemical properties. In addition, characterizations were extended to include blends of Amylopectin and biodegradable diluents. Blends of Amylopectin with biodegradable diluents including Polycaprolactone, Poly(DL-lactide-co-glycolide), and Poly(3- hydroxybutyric acid) were prepared. The physical properties and the thermodynamic characteristics of …

Holocene Slip Rate Of The Wasatch Fault Zone, Utah, From Geodetic Data: Earthquake Cycle Effects, Rocco Malservisi, Timothy H. Dixon, Peter C. Lafemina, Kevin P. Furlong Jul 2003

Holocene Slip Rate Of The Wasatch Fault Zone, Utah, From Geodetic Data: Earthquake Cycle Effects, Rocco Malservisi, Timothy H. Dixon, Peter C. Lafemina, Kevin P. Furlong

School of Geosciences Faculty and Staff Publications

GPS data define a broad zone of present day deformation in the eastern Basin and Range province, western US. Using finite element models with elastic upper crust over viscoelastic lower crust/upper mantle and incorporating earthquake cycle effects, we show that these data are consistent with a model whereby most contemporary fault slip is focused on the Wasatch fault zone. Modeled rates of horizontal extension are 3.0–4.5 mm/yr, in agreement with Holocene geologic data. The models are non-unique, in part because much of the Wasatch fault is in the late stages of the earthquake cycle, when surface velocity gradients across the …
