Model State Land Use Legislation For New England, New England Environmental Finance Center, Muskie School Of Public Service Jul 2003

Model State Land Use Legislation For New England, New England Environmental Finance Center, Muskie School Of Public Service

Legislation

Sprawl is neither the ordained nor the inevitable outcome upon the New England landscape. A coordinated response to sprawl by the public and private sectors is possible, and could dramatically improve land use patterns and reduce the cost of local government. For the New England states, such a response would include, among other elements, legislation to eliminate existing gaps in the land use laws of each state – gaps that presently encourage or sanction sprawling development. It would also include incentives for municipalities to think beyond their borders and to act with greater efficiency and effect. It is the purpose …

East Mortlock : Catchment Appraisal 2002, Don Cummins

Resource management technical reports

This report describes the soils, hydrology, natural vegetation and farming systems of the East Mortlock catchment and provides information on the threats to agriculture, infrastructure and natural resources caused by land degradation. East Mortlock covers over 800,000 hectares in the central wheatbelt. Rapid Catchment Appraisal aims to document salinity risk and management options by addressing all threats to the natural resource base, rather than isolating salinity as a separate issue.

Regional Differences In Hiv Prevalence In The Light Of Prevailing Socio-Economic Conditions: A Preliminary Comparison Of Northeastern And Southern Africa, Lemma Merid Jul 2003

Regional Differences In Hiv Prevalence In The Light Of Prevailing Socio-Economic Conditions: A Preliminary Comparison Of Northeastern And Southern Africa, Lemma Merid

International Conference on African Development Archives

Preliminary investigation shows that HIV prevalence in most of the Northeast African countries is lower than the prevalence in their Southern Africa counterparts. This has led some in the Northeast to think that their situation is much better, and they should not be worrying as much. This however is a mistake. Since prevalence levels adjust through changes in new infections (incidence) and death, there is some indication that the latter may outweigh in the Northeast. The paper argues that given the much better economic and social welfare conditions in the South, the infected are likely to live longer than their …

Blending Of Traditional And Modern Technologies Through Science, Berhanu Gizaw

International Conference on African Development Archives

While the developed world benefits from the modern explosion in technology, countries such as Ethiopia are still reliant on the methods of there fore fathers for essential every day tasks like farming, cooling and provision of clean water. These tasks are often physically demanding, very costly in terms of time and energy, and, in many such societies, are often carried out by female members of the family. Additionally, they may cause damage to the local ecology and environment such as the deforestation and soil erosion arising from the use of trees for firewood. Western technologies are of little or no …

The Future Impact Of Adoption Of Soil Conservation Strategy At Family Level In The Highlands Of Ethiopia, Senait Regassa, Werner Doppler Jul 2003

The Future Impact Of Adoption Of Soil Conservation Strategy At Family Level In The Highlands Of Ethiopia, Senait Regassa, Werner Doppler

International Conference on African Development Archives

In the highlands of Ethiopia, soil erosion is a bottleneck to maintain land productivity. In order to mitigate the problem of land degradation, the Soil Conservation Research Project (SCRP) developed and disseminated a number of soil conservation techniques. The studies done so far dealt with the impact of these techniques on yield and profitability of farming. However, poor farmers take not only yield and profitability into consideration but also many other factors. This study was initiated to assess the future impact of adoption of bund construction on family income, external labour requirement, cash balance, credit need, and dependence on purchased …

Examining Emotional Intelligence And Social Skills In A Residential Deaf Population, Melissa Leohr Jul 2003

Examining Emotional Intelligence And Social Skills In A Residential Deaf Population, Melissa Leohr

Masters Theses & Specialist Projects

Mayer and Salovey first defined emotional intelligence in 1990 (Mayer, 1999) and later revised that definition (Mayer & Salovey, 1997). In 1995, Goleman introduced a different concept of emotional intelligence (Goleman, 1995). Bar-On presented a third conceptualization, as well as the first measure of the concept (Bar-On & Parker, 2000). Few studies have addressed emotional intelligence in children and adolescents, and nostudies have examined the concept in the deaf population. The purpose of the present study is to examine emotional intelligence, as well as social skills, in a residential deaf population. Fourteen students at the Kentucky School for the Deaf …

Behavioral Evaluation Of The Psychological Welfare And Environmental Requirements Of Agricultural Research Animals: Theory, Measurement, Ethics, And Practical Implications, Lesley A. King Jul 2003

Behavioral Evaluation Of The Psychological Welfare And Environmental Requirements Of Agricultural Research Animals: Theory, Measurement, Ethics, And Practical Implications, Lesley A. King

Experimentation Collection

The welfare of agricultural research animals relies not only on measures of good health but also on the presence of positive emotional states and the absence of aversive or unpleasant subjective states such as fear, frustration, or association with pain. Although subjective states are not inherently observable, their interaction with motivational states can be measured through assessment of motivated behavior, which indicates the priority animals place on obtaining or avoiding specific environmental stimuli and thus allows conclusions regarding the impact of housing, husbandry, and experimental procedures on animal welfare. Preference tests and consumer demand models demonstrate that animal choices are …

Wildlife-Human Interactions In National Parks In Canada And The Usa, Dr. Alistair J. Bath, Jody W. Enck, National Park Service, U.S. Department Of The Interior

All U.S. Government Documents (Utah Regional Depository)

The chance to view wildlife draws millions of visitors each year to the national parks of North America. The combination of a large number of people and abundant wildlife leads to a variety of wildlife-human interactions. In this paper we explore the nature of those wildlife-human interactions, theoretical frameworks social scientists are using to understand those interactions, and approaches used by national parks across North America to manage those interactions.

Analysis Of Four Current Educational Philosophies And Their Impact On Science Education: Towards A Reformed Christian Philosophy Of Science Education, Kimberly J. Karhoff

Master of Education Program Theses

This thesis analyzes four current educational philosophies: perennialisrn, progressivism, existentialism, and constructivism. Particular attention is paid to their impact on science education. Each philosophy is examined for its philosophical roots, educational theory, science education goals, science education methodology, and science curriculum. It is then critiqued in light of a Reformed Christian perspective. In the discussion, I propose a Reformed philosophy of science education.

A Rapid Assessment Of Coral Reefs Near Hopetown, Abaco Islands, Bahamas (Stony Corals And Algae), Joshua Feingold, Susan L. Thornton, Kenneth W. Banks, Nancy J. Gasman, David S. Gilliam, Pamela Fletcher, Christian L. Avila

Marine & Environmental Sciences Faculty Articles

Coral reefs at 13 sites ranging in depth from 1-16 m near Hopetown, Abaco Islands, Bahamas were surveyed utilizing the Atlantic and Gulf Rapid Reef Assessment (AGRRA) benthos protocol. A total of 35 species of scleractinian corals and 2 species of calcareous hydrocorals were observed. The overall coral cover averaged just over 14%. Among corals that were at least 10 cm in diameter, small colonies (< 40 cm diameter) predominated in all sites except for the Fowl Cay pinnacles where 68% were larger than 60 cm in diameter. Large colonies (> 40 cm diameter) were also found in the Lynyard Cay spur-and-groove formations and the Sandy Cay fore reef. Zero-4% of the colonies were affected by disease. Total (recent + old) partial-colony mortality ranged from …

Entropic Characterization Of Distributive Mixing In Polymer Processing Equipment, Winston Wang, Ica Manas Zloczower, Miron Kaufman Jul 2003

Entropic Characterization Of Distributive Mixing In Polymer Processing Equipment, Winston Wang, Ica Manas Zloczower, Miron Kaufman

Physics Faculty Publications

Mixing is an integral component of most polymer processing operations as material properties are highly influenced by the quality of mixing. The degree of distributive mixing (system homogeneity) is assessed by calculating the evolution of Renyi relative entropies for the minor component along a continuous processing equipment. The Renyi entropy involves a β parameter, which represents weighting given to the concentration of the minor component in small, localized regions. Different aspects of mixing can thus be analyzed, from the amount of void spaces to the concentration of the region where mixing is the worst in terms of the minor component. …

3d User Interface For A File Management System, Luiz Fernando Capretz, David Carter Jul 2003

3d User Interface For A File Management System, Luiz Fernando Capretz, David Carter

Electrical and Computer Engineering Publications

Two-dimensional graphical user interface (GUI) is now firmly established as the preferred interface for most applications. The purpose of this work was to develop a three-dimensional user interface as a front end for a file management system and to evaluate the efficiency of a practical 3D application. In order to create this software, a previously defined 3D graphics engine, called Valve Software’s Half-Life, was extended to provide a directory traversal and the basic file management functions (cut, copy, paste, delete). The project was divided into two basic components: generating the 3D “world”, and altering the Half-Life engine to provide some …

Killer Whale Predation On Belugas In Cook Inlet, Alaska: Implications For A Depleted Population, Kim Shelden, David J. Rugh, Barbara Mahoney, Marilyn Dahlheim

United States Department of Commerce: Staff Publications

Killer whale predation on belugas in Cook Inlet, Alaska, has become a concern since the decline of these belugas was documented during the 1990s. Accordingly, killer whale sightings were compiled from systematic surveys, observer databases, and anecdotal accounts. Killer whales have been relatively common in lower Cook Inlet (at least 100 sightings from 1975 to 2002), but in the upper Inlet, north of Kalgin Island, sightings were infrequent (18 in 27 yr), especially prior to the 1990s. Beach cast beluga carcasses with teeth marks and missing flesh also provided evidence of killer whale predation. Most observed killer whale/beluga interactions were …

On Adaptive Estimation In Orthogonal Saturated Designs, Weizhen Wang, Daniel T. Voss

Mathematics and Statistics Faculty Publications

A simple method is provided to construct a general class of individual and simultaneous confidence intervals for the effects in orthogonal saturated designs. These intervals use the data adaptively, maintain the confidence levels sharply at 1 - α at the least favorable parameter configuration, work effectively under effect sparsity, and include the intervals by Wang and Voss (2001) as a special case.
