Mariella Batista approached the family court building in Riverside, California, 9- year-old son in tow, ready for her hearing. Her family law attorney, who had little domestic violence experience, had no time to meet with Mariella before the court date and arranged to meet her outside the courthouse before the hearing. Mariella, a Cuban immigrant, had a history of years of abuse at the hands of her partner and was attempting to gain control of her life by instituting legal action to gain custody of her son. Changing Women: An Ethnographic Study Of Homeless Mothers And Popular Education, Lorna Rivera

The Journal of Sociology & Social Welfare

This article discusses ethnographic research conducted between 1995 and 1998 that studied the impact of popular education on the lives of fifty homeless and formerly homeless mothers. Data collection involved indepth interviews and participant observation in a family shelter located in one of Boston's poorest neighborhoods. The article argues that popular education increased the women's self-esteem, they were inspired to help other low-income women, they learned to advocate for their rights and they became more involved in their children's education. The findings suggest that popular education can best address the academic, personal, and community goals of very poor women.

This site visit to the state of Rhode Island provided an opportunity to experience and understand the decade of health coverage innovation that has resulted in near universal coverage for children. Site visitors had the opportunity to interact with health care providers, state officials, and consumer advocates, as well as other leaders in health care community. The increasingly international reach of law owes part of its momentum to individual lawyers and law firms that function as carriers of ideas, processes and policies. U.S. lawyers are important participants in this expanding influence of law, as they educate, train and deploy individuals educated and licensed in the U.S. and abroad. This article examines the ways in which law firms internationalize, and considers the regulatory environment governing crucial interactions between U.S. and foreign-educated lawyers. This barrio is a micro representation of the overall low quality of life that has been identified for both Cameron County and the City of Brownsville by the U.S. Census Bureau. There were several mitigating variables that emerged from the data that will have some impact on this barrio’s ability to become part of the region’s economic and social mainstream. Of these the most challenging were the high percentages of undocumented residents, the inordinate numbers of renters, the low economic capacity of employed residents and the high crime rates that exceed those of the region in general. A Study Of Adult Patron Library Use And Satisfaction With The Federal Street Branch Of The Camden City Free Public Library, Aaron L. Brown

Theses and Dissertations

The purpose of this study was to determine how adult patrons were using the Federal Street branch of the Camden City Free Public Library. Additionally, the study measured patron satisfaction with the current level of service that the library was providing. One hundred and three responses were collected over an eight week period. Patrons were asked to evaluate twelve services based on present level of service and importance. From these responses the researcher was able to calculate satisfaction. The services were divided into three service areas: Information Services, Print and Electronic Resources and Library Services. Results of the survey showed …

Does Free Exercise Mean Free State Funding? In Davey V. Locke, The Ninth Circuit Undervalued Washington's Vision Of Religious Liberty, Derek D. Green

Washington Law Review

In Davey v. Locke, a panel of the United States Court of Appeals for the Ninth Circuit ruled that Washington violated the Free Exercise Clause by refusing to allow a scholarship recipient to use state funds to pursue a theology degree. The court held that the state's scholarship requirements facially discriminated against religion, and that the state's interest in not violating its constitution did not serve as a compelling reason for the discrimination. In so holding, the Davey court ignored Ninth Circuit precedent and embraced a theory of the Religion Clauses at odds with United States Supreme Court jurisprudence. …

China's New Foreign Law Firm Regulations: A Step In The Wrong Direction, Jane J. Heller

Washington International Law Journal

Following China's accession to the World Trade Organization ("WTO"), the Chinese government issued new regulations governing foreign law firms in China. A number of commentators have analyzed these regulations to evaluate whether China is "'on track" to fulfilling the commitments it undertook to gain entry to the WTO. However, a more basic question that should be addressed is whether the new regulations meet China's goals in joining the WTO: to foster trade and economic development and to accelerate the growth of China's legal profession. Breaking The Cycle Of Defeat For 'Deadbroke' Noncustodial Parents Through Advocacy On Child Support Issues, Daniel L. Hatcher, Hannah Lieberman

The child support system is not serving low-income families well. Custodial parents are not receiving the child support they need. Enforcement of child support for lowincome parents receiving welfare primarily benefits the state because the payments are owed to the government. Low-income noncustodial parents face unrealistically high child support orders and large arrearages take so much of their wages that they cannot support themselves. They go to jail-often recurrently-because they cannot meet their obligations and thereby lose the opportunity to keep a job. Their driver's licenses are suspended because they have not paid their support. To evade this punitive cycle, …
