Seek And Ye Shall Find, Vivian Mcalister

Data and Test Instruments

The United States has relaxed its ban on the importation of Canadian meat cuts from cattle less than 30 months of age. Mexico, too, is reopening its borders to Canadian beef. The principal argument Canada has used to reassure its trading partners is that only one older cow, and none of the 2,700 animals with which that cow came into contact, tested positive for mad-cow disease. Meanwhile, the Canadian Food Inspection Agency has detailed measures it is taking to prevent mad-cow disease, or bovine spongiform encephalopathy, "from entering Canada." Surveillance and testing of animals has been increased. But it's folly to try …

Hatch–Waxman Reform And Accelerated Market Entry Of Generic Drugs: Is Faster Necessarily Better?, Sarah E. Eurek Aug 2003

Hatch–Waxman Reform And Accelerated Market Entry Of Generic Drugs: Is Faster Necessarily Better?, Sarah E. Eurek

Duke Law & Technology Review

Recently there has been a considerable amount of pressure to accelerate consumer access to generic drugs, which are significantly less expensive than their brand-name counterparts. One way to bring generic drugs on to the market sooner is through revision of the existing law relating to pharmaceutical patents. This iBrief describes recent regulatory changes to the Drug Price Competition and Patent Term Restoration Act (the Hatch-Waxman Act), which governs the patenting process for new drug products, as well as current legislative efforts to speed generic access through Hatch-Waxman reform. This iBrief also assesses whether these changes will be beneficial to consumers …

Alsat-1 First Year In Orbit, John Cooksley, Alex Da Silva Curiel, Paul Stephens, Lee Boland, Susan Jason, Wei Sun, Martin Sweeting

Small Satellite Conference

The role of satellites in medium and high-resolution reconnaissance of the Earth has been well demonstrated in recent years through missions such as Landsat, SPOT, IKONOS, EROS, ImageSat and Quickbird. Medium resolution data products have added significantly to Earth science, but commercial markets have concentrated on enhancing resolution. The markets for such high-resolution data products are well served, and are likely to become more competitive with further planned high-resolution missions. The small satellite sector has concentrated on reducing the cost of specialised data products that are ill served by current missions, and on the development of systems providing niche services. …

Jason 1 : Lessons Learned From The Development And 1,5 Year In Orbit, Thierry Lafon

Small Satellite Conference

The JASON-1 small satellite was launched in December 2001 and has performed successfully since one year and a half, with in-flight performances exceeding expectations. The JASON-1 mission is dedicated to ocean and climate forecasting, in continuation to the successful TOPEX-POSEIDON satellite, launched in 1992. This project is a cooperation between NASA and CNES. JASON-1 is the first satellite based on the small PROTEUS bus, a cooperative partnership between CNES and Alcatel Space Industries. This project was initiated in 1993 and entered in 1996 in its development phase. At that time, the "Faster, Better, Cheaper" guidelines were driving the decisions and …

Chips: A Nasa University Explorer Astronomy Mission, Ellen Taylor, Mark Hurwitz, Will Marchant, Michael Sholl, Simon Dawson, Jeff Janicik, Jonathan Wolff

Small Satellite Conference

On January 12th, 2003, the Cosmic Hot Interstellar Plasma Spectrometer Spacecraft (CHIPSat) launched successfully from Vandenberg Air Force Base as a secondary payload on a Delta II booster. CHIPSat completed commissioning in February 2003, and is now a fully operational observatory. The main science objective is to measure extreme ultraviolet emissions from the interstellar medium. Data on the distribution and intensity of these emissions allow scientists to test competing theories on the formation of hot interstellar gas clouds surrounding our solar system. CHIPSat is the first satellite in NASA's University-class Explorers Program (UNEX) to make it to orbit. The UNEX …

Aeroastro’S Escort – A Microsatellite For On-Orbit Inspection Of Space Assets , Aaron Jacobovits, Thomas Vaneck Aug 2003

Aeroastro’S Escort – A Microsatellite For On-Orbit Inspection Of Space Assets , Aaron Jacobovits, Thomas Vaneck

Small Satellite Conference

The recent tragic loss of the Space Shuttle Columbia highlights the need for the independent, in-situ inspection of operational satellites. To address this problem, AeroAstro has been designing an autonomous companion microsatellite named Escort™. Given the extremely high value of major operational satellites, AeroAstro believes that responsible stakeholders should insist on having a relatively low-cost Escort-like microsatellite accompanying their satellites. Other critical roles that Escort can fill include on-orbit inspection of a technology validation satellite, situational awareness of the “space neighborhood” around another satellite, and even aiding the deployment and periodic calibration of another satellite. Each Escort is intended to …

Jpl University Microsatellite Program, Robert Shotwell

Small Satellite Conference

The purpose of this paper is to share with the community JPL activities associated with micro spacecraft development and the opportunities for involvement by universities. Community understanding will help promote such programs which will lead to enhanced science at substantially reduced prices. In January of 2003, JPL initiated a University microspacecraft program. That program is currently being funded through the JPL Chief Scientist’s Office. Recognizing that many Universities have or are developing microspacecraft programs, JPL is funding a liaison to those programs in the interest of providing technical guidance and mission relevance through NASA identified science interests. In addition, JPL …

An Economic Analysis Of A Simple Structural Method To Reduce Road-Kills Of Royal Terns At Bridges, Stephanie A. Shwiff, Henry T. Smith, Alice M. Bard, Terese V. Harbor, Richard M. Engeman

United States Department of Agriculture Wildlife Services: Staff Publications

Royal terns (Sterna maxima) in Florida are listed as a “species of special concern” by the Florida Committee on Rare and Endangered Plants and Animals (Egensteiner et al., 1996). These birds live along the Atlantic and Gulf coasts of Florida throughout the year (Egensteiner et al., 1996); their winter range along the Atlantic Coast of the United States is from North Carolina south through Florida (Clapp et al., 1983), with the Florida population augmented by terns migrating from breeding colonies farther north. Collisions with vehicles cause many marine bird road-kills at some coastal roads and bridges in Florida …
