Teaching The Ethical Foundations Of Economics, Jonathan B. Wight Aug 2003

Teaching The Ethical Foundations Of Economics, Jonathan B. Wight

Economics Faculty Publications

Some economists consider their discipline a science, and thereby divorced from messy ethical details, the normative passions of right and wrong. They teach in a moral vacuum, perhaps even advocating economic agents' operating independently and avariciously, asserting that this magically produces the greatest good for society.

Metabolic Responses Of Shorebird Chicks To Cold Stress: Hysteresis Of Cooling And Warming Phases, Robert Ricklefs, Joseph Williams Aug 2003

Metabolic Responses Of Shorebird Chicks To Cold Stress: Hysteresis Of Cooling And Warming Phases, Robert Ricklefs, Joseph Williams

Biology Department Faculty Works

We developed a protocol for determining the maximum rate of oxygen consumption of shorebird chicks (Scolopacidae and Charadriidae) in response to cold challenge. We first subjected the chicks to gradually decreasing temperatures until their metabolism peaked and began to decrease. We ended the cooling phase of a trial when a chick’s body temperature Tb had declined typically to 32–34°C. After this point, we gradually increased the temperature in the metabolism chamber until normal Tb values and thermoneutral resting metabolism were restored. We refer to this cycle as the down–up (DU) protocol. We estimated instantaneous oxygen consumption (V . O∑) using …

Autonomous Telemetry Collection For Single-Processor Small Satellites , Dave Speer

Small Satellite Conference

For the Space Technology 5 mission, which is being developed under NASA’s New Millennium Program, a single spacecraft processor will be required to do on-board real-time computations and operations associated with attitude control, up-link and down-link communications, science data processing, solid-state recorder management, power switching and battery charge management, experiment data collection, health and status data collection, etc. Much of the health and status information is in analog form, and each of the analog signals must be routed to the input of an analog-to-digital converter, converted to digital form, and then stored in memory. If the micro-operations of the analog …

Conceptual Design Of An Ip-Based Satellite Bus Using Internet Technologies , Richard Slywczak

Small Satellite Conference

The goal of this paper is to develop a generic, reconfigurable spacecraft bus architecture that implements IP-based protocols and networking hardware that is common to terrestrial networks. First, a description of the communications architecture for an operational Earth Science mission is presented. The Tropical Rainfall Measuring Mission (TRMM) was selected as an example that shows a typical Earth science mission with a nice complement of varying data rate instruments. We will be able to show through the satellite architecture where IP-based protocols will benefit a new design. Secondly, we develop an IP-based satellite bus design with an Ethernet backbone using …

Environmental Justice And Information Technologies: Overcoming The Information Access Paradox In Urban Communities, Wendy A. Kellogg, Anjali Mathur Aug 2003

Environmental Justice And Information Technologies: Overcoming The Information Access Paradox In Urban Communities, Wendy A. Kellogg, Anjali Mathur

All Maxine Goodman Levin School of Urban Affairs Publications

Scientific studies and resident testimony suggest that urban residents in low-income and minority communities have been subject to an unequal burden of environmental pollution and inequitable environmental enforcement practices. A key component of the equitable development and implementation of environmental policies is the participation of citizens and community-based organizations in the policy process. Such participation rests upon equitable access to agency-generated environmental information and effective use of that information by citizens. This article focuses on the adoption of Internet technologies by environmental agencies as a mechanism for disseminating information and the implications for low-income and minority residents in urban communities. …

A Reinforcement Learning Approach To Obtain Treatment Strategies In Sequential Medical Decision Problems, Radhika Poolla

USF Tampa Graduate Theses and Dissertations

Medical decision problems are extremely complex owing to their dynamic nature, large number of variable factors, and the associated uncertainty. Decision support technology entered the medical field long after other areas such as the airline industry and the manufacturing industry. Yet, it is rapidly becoming an indispensable tool in medical decision making problems including the class of sequential decision problems. In these problems, physicians decide on a treatment plan that optimizes a benefit measure such as the treatment cost, and the quality of life of the patient. The last decade saw the emergence of many decision support applications in medicine. …

Characteristics Of Phototrophic And Non-Phototrophic Lagoons For Swine Manure, Tongtong Chen, Dennis D. Schulte, Richard K. Koelsch, Anne M. Parkhurst

Department of Agricultural and Biological Systems Engineering: Faculty Publications

Odors are a major result of inadequately sized and mismanaged anaerobic lagoons. However, purple or pink colored lagoons, indicating the presence of phototrophic purple bacteria, are less likely to be an odor nuisance than are non–purple lagoons. Eight swine lagoons were studied to quantify critical parameters thought to allow purple lagoons to be a more reliable odor control alternative. Bacteriochlorophyll a (Bchl a), which indirectly measures the abundance of phototrophic bacteria, was greater in purple lagoons than in non–purple lagoons (P = 0.01). Oxidation–reduction potential (ORP) was less negative for purple lagoons than for non–purple lagoons in both spring …

Scout: A Modular, Multi-Mission Spacecraft Architecture For High Capability Rapid Access To Space , Aaron Rogers, Glen Cameron, Luis Jordan

Small Satellite Conference

The long lead and cycle times currently associated with development and launch of satellite systems have established a prohibitive environment for both low-cost access and responsive deployment of tactical capability to orbit. With the advent of the RASCAL program — poised to offer launch capability to LEO with less than 24 hours notice — the motivation for a comparable, multi-mission, rapidly configurable microsatellite is clear. The Small, Smart Spacecraft for Observation and Utility Tasks (SCOUT) will enable this capability while summarily addressing the production and logistic challenges essential to its implementation. SCOUT will challenge the traditional spacecraft systems approach by …
