Faculty Scholarship

The U.S. Bureau of Reclamation (USBR or the Bureau) observed its centennial in 2002, and celebrated 100 years of building dams and supplying water for irrigation and other purposes in the western United States. In 2003, the U.S. Department of the Interior (the Interior) and the Bureau shifted their focus to the future of the West and its water supply needs, producing a document called Water 2025: Preventing Crises and Conflict in the West.

Long Memory Inflationary Dynamics: The Case Of Brazil, Mark E. Jensen, Valderio A. Reisen, Francisco Cribari-Neto Oct 2003

Long Memory Inflationary Dynamics: The Case Of Brazil, Mark E. Jensen, Valderio A. Reisen, Francisco Cribari-Neto

Faculty Publications

It has been argued by several authors that the inflationary dynamics in Brazil follow a unit root process, thus displaying some inertia. Indeed, Cati, et al. (Journal of Applied Econometrics, 1999) have found that the inflationary dynamics in Brazil are nearly fully inertial. We estimate the fractional differencing parameter using an ARFIMA specification for the inflation rate in that country and our results suggest that the inflationary dynamics are better modeled by a long memory process than by a unit root mechanism, thus implying that there is no inertia in inflation, contrary to what has been found by other researchers. …

Studying "Working Fathers": Comparing Fathers' And Mothers' Work-Family Conflict, Fit, And Adaptive Strategies In A Global High-Tech Company, E. Jeffrey Hill, Alan J. Hawkins, Vjollca Märtinson, Maria Ferris Oct 2003

Studying "Working Fathers": Comparing Fathers' And Mothers' Work-Family Conflict, Fit, And Adaptive Strategies In A Global High-Tech Company, E. Jeffrey Hill, Alan J. Hawkins, Vjollca Märtinson, Maria Ferris

Faculty Publications

Working fathers are underrepresented-conceptually and empirically-in work-family research. Using a global corporate sample of working fathers from 48 countries (N = 7,692), this study compares working fathers to working mothers on key work-family variables as suggested by Voydanoff's (2002) application of ecological systems theory. It examines the direction and the path of the predictors of work-family fit and whether a scarcity or expansion model better explains these results. Finally, it considers what work-family adaptive strategies may affect those relationships. Although fathers consistently reported less family-to-work conflict than mothers, they reported equal amounts of work-to-family conflict. That is, fathers struggled as …

Public Child Welfare And The American Indian: A California Profile, Gordon E. Limb, Robin Perry Oct 2003

Public Child Welfare And The American Indian: A California Profile, Gordon E. Limb, Robin Perry

Faculty Publications

Historically, American Indians have been disproportionately represented in public child welfare services. This article reports findings from a survey of all public child welfare workers in California (N= 5,741) in 1998. A descriptive profile of American Indian clients (where they reside and who works with them) and American Indian child welfare workers ( n= 1 71) is detailed. Attempts are made to identify counties with a disproportionately high number of American Indians represented on public child welfare caseloads and to estimate the probability that an American Indian worker would have a higher proportion of American Indians on his or her …

Seven Principles Of Efficient Human Robot Interaction, Michael A. Goodrich, Dan R. Olsen Jr. Oct 2003

Seven Principles Of Efficient Human Robot Interaction, Michael A. Goodrich, Dan R. Olsen Jr.

Faculty Publications

Advances in robot technology and artificial intelligence have increased the range of robot applications as well as the importance of supporting human interaction with robots and robot teams. Previous work by the authors has highlighted the importance of creating neglect tolerant autonomy and efficient interfaces. In this paper, lessons learned from evaluating neglect tolerance and interface efficiency are compiled into a set of principles for efficient interaction. Emphasis is placed on designing efficient interfaces, but many of the principles require autonomy levels that support the principles. Each principle is illustrated by an example and motivated by citing relevant factors from …

Moorean Absurdity And Conscious Belief, John N. Williams Oct 2003

Moorean Absurdity And Conscious Belief, John N. Williams

Research Collection School of Social Sciences

G. E. Moore observed that to for me to assert, “I went to the pictures last Tuesday but I don’t believe that I did” would be “absurd” (1942: 543). Over half a century later, the explanation of the nature of this absurdity remains problematic. Such assertions are unlike semantically odd Liar-type assertions such as “What I’m now saying is not true” since my Moorean assertion might be true: you may consistently imagine a situation in which I went to the pictures last Tuesday but fail to believe that I did. Moreover, if you contradict my assertion then your words, “If …

Rhetorically Reasonable Police Practices: Viewing The Supreme Court's Multiple Discourse Paths, Kathryn R. Urbonya Oct 2003

Rhetorically Reasonable Police Practices: Viewing The Supreme Court's Multiple Discourse Paths, Kathryn R. Urbonya

Faculty Publications

This Article analyzes the United States Supreme Court's numerous and shifting rhetorical discourse paths for declaring whether particular governmental practices constituted unreasonable searches or seizures under the Fourth Amendment to the United States Constitution. It examines how the Court has manipulated classic discourse paths arising from text, history, precedent and structure. It reveals that among and within each of these categories, the Court has created conflicting approaches. The Article argues that the Court's construction of Fourth Amendment reasonableness has depended upon which discourse paths it has selected as well as how it has characterized the values embedded within the discourse …

In November 2001, member states of the World Trade Organization (WTO) approved the proposal to admit China to the international trading body. After fifteen years of exhaustive negotiations, China finally became the 143rd member of the WTO on December 11, 2001. To reflect on this event, this panel brings together six China experts to explore the ramifications of China's accession to the WTO. Among the issues addressed are whether China is making progress in its compliance with the WTO requirements, whether China is suffering setbacks in the socio-economic arena, whether there are any prospects for democratic reforms and stronger human …

The New Japanese Law Schools, James R. Maxeiner Sep 2003

The New Japanese Law Schools, James R. Maxeiner

ExpressO

Japan is in the process of implementing a comprehensive reform of its justice system. At the heart of the reform is a complete overhaul of the system of legal education. The new system is intended to increase substantially the number of lawyers in the country. On April 1, 2004 as many as 72 new law schools are to come into existence. Japanese legal education is shifting from a German-inspired law faculty approach to an American-style law school system. Based on first-hand observations, this article discusses the present and future system of Japanese legal education with reference to its foreign counterparts.

Remote Monitoring Of Repository Integrity Using Passive Seismic Arrays, Barbara Luke, Evangelos Yfantis Sep 2003

Remote Monitoring Of Repository Integrity Using Passive Seismic Arrays, Barbara Luke, Evangelos Yfantis

Publications (YM)

Once radioactive waste is emplaced in the repository, the challenge of monitoring the continued integrity of the excavated openings (e.g., emplacement drifts) escalates tremendously. We envision a seismic monitoring array installed on the surface at Yucca Mountain, which operates automatically to monitor repository opening stability in the long term. The objective is to monitor and validate the structural integrity of the emplacement drifts through identifying and localizing rock falls that could compromise drift access, hinder waste retrievability, and potentially reduce the effective life of waste canisters. Collateral benefits of the system include the ability to address some outstanding uncertainties regarding …

Curvature-Induced Defect Unbinding In Toroidal Geometries, Mark Bowick, David R. Nelson, Alex Travesset Sep 2003

Curvature-Induced Defect Unbinding In Toroidal Geometries, Mark Bowick, David R. Nelson, Alex Travesset

Physics - All Scholarship

Toroidal templates such as vesicles with hexatic bond orientational order are discussed. The total energy including disclination charges is explicitly computed for hexatic order embedded in a toroidal geometry. Related results apply for tilt or nematic order on the torus in the one Frank constant approximation. Although there is no topological necessity for defects in the ground state, we find that excess disclination defects are nevertheless energetically favored for fat torii or moderate vesicle sizes. Some experimental consequences are discussed.

Invertibility Of Current Density From Near-Field Electromagnetic Data, Evangelos A. Coutsias, Daniel Sheltraw Sep 2003

Invertibility Of Current Density From Near-Field Electromagnetic Data, Evangelos A. Coutsias, Daniel Sheltraw

Branch Mathematics and Statistics Faculty and Staff Publications

The problem of determining a current density confined to a volume from measurements of the magnetic and electric fields it produces exterior to that volume is known to have nonunique solutions. Despite the nonuniqueness of the inversion we show that one may nevertheless uniquely determine certain moments of the vector spherical harmonic expansion of the current. It is demonstrated that the determination of these moments allows for the unique inversion of a current density confined to a spherical shell. Although unique the inversion may be ill conditioned and require a regularization of the inversion as demonstrated in an example numerical …
