This first phase of the plan for Rockport and its four (4) major harbor areas was developed to ensure growth, prosperity, and preservation of Rockport’s important resources through responsible and reasonable future use and management of the harbors and their shorelines.

The Plan has been prepared by the Town of Rockport to identify existing problems and to establish consensus about the character and quality of the harbors in the future. The Plan responds to a specific list of issues raised by the Harbor Planning Committee in a participatory planning process.

Chlorine Inactivation Of Adenovirus Type 40 And Feline Calicivirus, Jeanette A. Thurston-Enriquez, Charles N. Haas, Joseph Jacangelo, Charles P. Gerba

Ct values, the concentration of free chlorine multiplied by time of contact with virus, were determined for free-chlorine inactivation experiments carried out with chloroform-extracted (dispersed) and non-chloroformextracted (aggregated) feline calicivirus (FCV), adenovirus type 40 (AD40), and polio virus type 1 (PV-1). Experiments were carried out with high and low pH and temperature conditions. Ct values were calculated directly from bench-scale free-chlorine inactivation experiments and from application of the efficiency factor Hom model. For each experimental condition, Ct values were higher at pH 8 than at pH 6, higher at 5°C than at 15°C, and higher for dispersed AD40 (dAD40) than …

Epa’S Administrative Compliance Orders Ruled Unconstitutional, Mary Margaret Mccleroy

On June 24, 2003, the Eleventh Circuit Court of Appeals declared the Environmental Protection Agency’s (“EPA”) authority to issue legally binding administrative compliance orders (“ACOs”) unconstitutional. This decision could foreshadow a broader movement to weaken EPA’s ability to enforce the broad range of environmental and public health statutes that it is responsible for implementing. While this decision undermines EPA’s ability to enforce ACOs, it does not leave EPA completely helpless to enforce environmental laws.

A group of environmental experts warned that four infrastructure projects in the Amazon have caused a rush of deforestation even before building has begun. The report on the world’s largest tropical forest, by international environmental experts charged with advising Brazil and rich countries donating to a program which has channeled $350 million to conserving the Amazon, came after data in June showed the Amazon deforestation rate jumped 40 percent last year. State Action And The Meaning Of Agreement Under Sherman Act: An Approach To Hybrid Restraints, John E. Lopatka, William H. Page

Antitrust observers are familiar with the two-part Midcal test for the immunity of state regulation from federal antitrust laws: the state must clearly articulate its policy to displace competition and must "actively supervise" any private conduct pursuant to the policy. But state action need not meet these requirements if it is "unilateral" and therefore does not conflict with Section 1. Only if a state-authorized restraint is "hybrid," combining state and private action in a way that resembles aprohibited agreement, need the restraint satisfy Midcal.

Nebraska Game and Parks Commission: White Papers, Conference Presentations, and Manuscripts

During the summer of 2000 the Nebraska Game and Parks Commission (NGPC) undertook a vascular plant survey of the Winnebago and Omaha Indian reservations in northeast Nebraska. All funding for the project was provided by the NGPC. The primary objective of the project was to identify all native and exotic plant species growing on the reservations and to identify traditional uses of these plants by the Winnebago, Omaha and HoChunk people. Secondary objectives of the project include: 1) identify rare plant populations, 2) identify high-quality examples of native plant communities and 3) document threats to rare plant populations and native …

Economic Currents: The State Of The State Economy, Alan Clayton-Matthews

The state economy appears poised for future growth, but serious issues remain. The “unwinding” of the economic excesses of the 1990s is delaying a genuine economic turnaround, but many other issues are weighing heavily on the economy. These include the risk of terrorism, weak global economic performance, a weak dollar (this issues cuts two ways), and the threat of deflation. When a recovery arrives, job growth will probably lag, and be modest when it appears. We should not expect to return to the heady days of the late 1990s anytime soon.

Insect-Mediated Pollination In Slickspot Peppergrass, Lepidium Papilliferum L. (Brassicaceae), And Its Implications For Population Viability, Ian Robertson, Danielle Klemash

Field experiments on the pollination biology of slickspot peppergrass, Lepidium papilliferum L. (Brassicaceae), a rare species endemic to microsites in sagebrush-steppe habitat in southwestern Idaho, were conducted at 2 sites from May to July 2001. Site KB contained over 10,000 plants, whereas site WG contained less than 150 plants. Insect exclusion experiments revealed that seed production in L. papilliferum is dependent on insect-mediated pollination; median percent seed set dropped from 70% to 2% when insects were excluded from flowers. A total of 25 insect families from 5 orders visited L. papilliferum flowers: 24 families at KB and 11 families at …

When I began working on this bibliography, I did not know what to expect. It was a new endeavor for me. An annotated bibliography on domestic violence seemed so straightforward. I soon learned just how mistaken I was in that belief. I have learned a great deal in this journey and during it have counted my blessings over and over again. Domestic violence is a legal issue, a social issue, an employment issue, and an international issue. It is an issue for the young, for the elderly, for lesbians, gay men and transgendered persons. These preachings are from the gospel according to Reverend Billy, spiritual leader of the Church of Stop Shopping (qtd. in Kalb). For several years, Reverend Billy has been waging a guerilla war in Lower Manhattan against the likes of Starbucks and Disney, including agit-prop performances where he brandishes stuffed animals atop tall poles like skulls adorning savage palisades. His inversion and subversion of these multivalent emblems of consumer culture reinforce the anti-consumer message he delivers in our era of late capitalism and globalization.
