Evaluating The Impacts Of Local Economic Development Policies On Local Economic Outcomes: What Has Been Done And What Is Doable?, Timothy J. Bartik

This paper argues that more rigorous evaluations of local economic development policies are feasible. Programs that aid selected small firms can be rigorously evaluated using an experimental approach, without excluding firms from assistance, by randomly assigning some firms to receive more intense marketing efforts by the program. Programs that aid distressed local areas can be rigorously evaluated by random assignment of the program among eligible distressed areas. If an experiment cannot be done, a variety of statistical approaches can be used to compare firms or areas that use the program with comparison groups of firms or areas that do not …

We have developed a method for determining paleoelevations of highland areas on the basis of the vesicularity of lava flows. Vesicular lavas preserve a record of paleopressure at the time and place of emplacement because the difference in internal pressure in bubbles at the base and top of a lava flow depends on atmospheric pressure and lava flow thickness. At the top of the flow, the pressure is simply atmospheric pressure, while at the base, there is an additional contribution of hydrostatic lava overburden. Vestibular Information Is Required For Dead Reckoning In The Rat, Douglas G. Wallace, Dustin J. Hines, Sergio M. Pellis, Ian Q. Whishaw

Dead reckoning is an on-line form of spatial navigation used by an animal to identify its present location and return directly to a starting location, even after circuitous outward trips. At present, it is not known which of several self-movement cues (efferent copy from movement commands, proprioceptive information, sensory flow, or vestibular information) are used to compute homeward trajectories. To determine whether vestibular information is important for dead reckoning, the impact of chemical labyrinthectomy was evaluated in a test that demanded on-line computation of a homeward trajectory. Human neutrophils are rescued from apoptosis following incubation with once-washed, fibroblast-derived Toxoplasma gondii tachyzoites. Both infected and uninfected neutrophils are rescued, implicating a soluble mediator. In this study we investigated the origin and identity of this soluble mediator. Neutrophils were incubated either with purified tachyzoites or with conditioned medium derived from T. gondii-infected human fibroblasts. Conditioned medium was found to be a potent stimulus that delayed neutrophil apoptosis up to 72 h, whereas purified and extensively washed tachyzoites had no effect. Delayed apoptosis correlated with up-regulation of the neutrophil antiapoptotic protein, Mcl-1, and the neutrophil interleukin 3 receptor alpha subunit …

Like most white South Carolinians of my generation, I have various strands of European ancestry: Scots-Irish, English, German, Swiss, and since my name is "Williams," probably Welsh by way of England, then Ulster. However, it was the Swiss strand that I was most conscious of when growing up because I knew a little more about it. A grandmother often talked to us children about "our people," about "dear old Grandfather," whose own grandfather had come from Switzerland in the mid-eighteenth century: George Sightler (Seitler, Siteler, Sitler); and we had a written history of his family in South Carolina.

While writing three novels from her comfortable brick home in Lexington, Carol Williams lived many lives in the 18th-century backcountry of South Carolina. Writers do that sort of thing. To tell the story of Swiss immigrants in the lands along the Saluda and Congaree rivers, the author became the hunter, the farmer and the soldier desperate to survive in a severe and glorious wilderness.

Nongraded schools have recently regained popularity. A variety of researchers have compared student achievement levels between nongraded and traditional graded programs to determine efficacy, however results have been inconsistent. The current researcher further examined achievement differences between nongraded and graded classrooms through replication and extension of a previous study performed by Kelly-Vance, and Ruane (2000), in order to contribute additional research in an area lacking in consistent support. Students were recruited from two schools (i.e., Schools A and B) containing comparable percentages of students receiving free or reduced-cost lunch. The spatial patterns of four types of crimes (assault, robbery, auto-theft, and burglary) and their relationships with the selected socio-economic characteristics for the City of Omaha, Nebraska, were examined in this research. The crime data were based on the 2000 police reported crime and the socio-economic data were extracted from the 1997 American Community Survey and land use data from the 2000 Omaha parcel file. The location quotients of crimes (LQCs) were used to measure the relative specialization and structure of crimes for each census tract, and as the dependent variables for the statistical analysis. This thesis examines data on gender and the incidence and prevalence of delinquent and criminal offending, as well as gender differences in the context of offending for a sample of high school students in Omaha, Nebraska. Context refers to the specific attributes of a particular offense, whose interrelationship describes both the features and the circumstances of the offense. A focus on gender differences in the context of offending highlights how gender impacts the structural and social conditions that are related to commission of delinquent and criminal acts, and the findings of this study underscore the importance of this research. Removal Versus Ablation In Krf Dry Laser Cleaning Of Polystyrene Particles From Silicon, Sergey I. Kudryashov, Susan D. Allen

Direct absorption and melting of 0.2, 0.5 and 1.1 μm polystyrene particles on a Si substrate irradiated by 248 nm excimer laser radiation was found to contribute to their dry laser removal via a "hopping" mechanism at cleaning thresholds of 0.05, 0.1, and 0.16 J/cm 2, respectively. Ablation of these particles, which starts near the beginning of substrate deceleration at fluences above 0.4-0.5 J/cm 2, suppresses particle removal due to ablative recoil momentum. At fluences above a second cleaning threshold of 0.7 J/cm 2 particles are completely evaporated without any visible surface damage of the Si substrate.

Managers' Fiduciary Duty Upon The Firm's Insolvency: Accounting For Performance Creditors, Alon Chaver, Jesse M. Fried

Vanderbilt Law Review

A corporation's managers generally owe a fiduciary duty to the corporation and its shareholders. Legal scholars interpret this duty as requiring the managers to maximize shareholder value. When a firm is solvent, the obligation to maximize shareholder value tends to give managers an incentive to deploy firm assets efficiently-that is, in a way that maximizes total value.

When a firm is insolvent, however, the duty to maximize shareholder value could lead managers to take actions that reduce the value of debt more than they increase the value of equity and therefore reduce total value. Accordingly, a number of courts have …

After protracted deliberations, the Environmental Protection Agency decided to dredge large quantities of sediment from the upper reach of the Hudson River in order to remove a small portion of the PCB's that came from two General Electric factories. They used these chemicals from the 1940s through the mid-1970s. The corporation will be required to pay for the clean up. The agency's administrators appointed by both Presidents Clinton and Bush as well as leading newspapers explained the decision to the public as required to protect the broad public from a significant risk to human health.
