Do Temporary Help Jobs Improve Labor Market Outcomes? A Pilot Analysis With Welfare Clients, David H. Autor, Susan N. Houseman

We draw upon administrative data from an unusual policy experiment in the state of Michigan to study the effects of temporary agency employment among welfare-to-work clients on job retention, program recidivism, and earnings. To identify these effects, we exploit the fact that welfare-to-work clients in one Michigan county were randomly assigned to service providers who had substantially different placement rates in temporary agencies but otherwise similar policies. Our findings indicate that moving welfare clients who otherwise would have been unemployed into temporary agency jobs provides some benefits to these workers, primarily by increasing their short-term earnings. This study assesses the geometry and kinematics of a fold at the east edge of the Nittany Anticlinorium, Appalachian Valley and Ridge Province, West Virginia. Regional deformation consists of minor to major folds within two vertically stacked thrust sheets. Geometric analysis of a first-order fold in the upper, Silurian-Devonian sheet indicates it is a detachment fold with a detachment depth of up to four kilometers. The estimated detachment depth indicates involvement of the underlying, thrusted Cambrian-Ordovician sheet in the folding. Kinematic analysis of uplifted fold area relative to measured shortening amounts does not indicate a clear relationship. Finite strain measurements …

With dynamic economic and social changes, increasing pressure is exerted on natural resources management. Agricultural land resources particularly face growing pressure of conversion to non-agricultural uses from population and development demands for land. The continual conversion of agricultural land may have implications in terms of the loss of prime farmland, irreversible landscape changes, deteriorating environmental quality, and interference with rural lifestyles. The primary purpose of this study was to examine the career opportunities for graduates completing a Bachelor of Science degree in Animal and Veterinary Sciences at West Virginia University as measured by the first and current careers of alumni. The target population consisted of all alumni that graduated between the years 1991 and 2001. Over 61.6% of the West Virginia University Animal and Veterinary Science graduates were satisfied with both their first career selection as well as their current career. The effects of two levels of red clover (low and high) and three levels of N fertilizer (0, 28, 56 N kg ha-1) on herbage accumulation and quality of grass-legume mixed swards were studied. Total herbage accumulation of the mixtures with high legume percentage was significantly higher than those with low legume percentage and this was most pronounced at second harvest. Swards high in legumes also had higher crude protein concentrations and lower weed percentages than those low in legumes. Although the effect of N on herbage accumulation was not significant, an increase was observed for crude protein concentration of …

Streamflow values must be synthesized for locations where flow measurement stations, in applications such as the West Virginia SWAP program, are lacking or where only intermittent measurements are available (West Virginia Department of Health and Human Resources, 1999). This research describes an effort to improve upon the current synthetic streamflow model by incorporating geomorphic, geologic, and hydrogeologic measurements. Principal components analysis (PCA) was used to derive a set of master variables that characterize stream flow in West Virginia based on historical data from 29 watersheds. The risk based sport fish consumption advisory protocol, West Virginia Sport Fish Consumption Advisory Guide (the Guide), was drafted for the state. Fish were collected from ten West Virginia sites (5 previously identified as contaminated, 5 previously identified as uncontaminated). Fish samples were collected, processed and analyzed for total mercury concentration and Aroclors (PCBs). Recommended meal frequencies were calculated from contaminant levels and based on the Guide. Mean fillet sample contaminant levels were compared to composite sample levels and found to require the same level or in one case a more protective of consumption advisory. Pigeons served in experiments modeling compliance techniques studied by applied behavior analysts and social psychologists. A discrete-trial procedure operated in each experiment. In baseline, each trial consisted of a single key color, and in test conditions, each trial consisted of a sequence of key colors. Across experiments, there were either two or three trial types in baseline. When there were two, one color was correlated with a low fixed ratio (FR) on half the trials, and on the other trials a second color was correlated with another schedule that differed across experiments. B lymphocytes are continually produced in bone marrow from pluripotential hematopoietic stem cells. Lymphopoiesis is characterized by a series of highly regulated genotypic and phenotypic changes resulting in immunocompetent effector cells which express cell surface immunoglobulin. Our laboratory has focused on defining extracellular signals regulating lymphoid progenitor cell survival, proliferation, and differentiation. These studies have demonstrated that pro-B cell survival, proliferation, and differentiation are regulated by interactions with fibroblastic stromal cells in the hematopoietic microenvironment. Proton Coupled Electron Transfer (PCET) reactions play a vital rote in a variety of biological and chemical processes. Prior work by E. Laviron developed the theory of proton coupled electron transfer kinetics based on a stepwise mechanism with the transfer coefficient for electron transfer remaining constant at all overpotentials. The present work explores the consequences of a potential-dependent transfer coefficient as applied to redox couples attached to electrodes. Specifically, this work focuses on the 1-electron, 1-proton (1e1H) system. Neurons using gamma-aminobutyric acid (GABA) as a neurotransmitter are critically important as inhibitory neurons in the CNS. A major hindrance to further studies of this important and highly diverse class of neurons is their relative scarcity, which makes it difficult to identify and target them for morphological and physiological studies. To overcome this difficulty, we developed a novel protocol for visualizing detailed morphology of GABAergic neurons in living mouse brain slice cultures, using biolistic transfection with GAD67-GFP. The morphological, immunocytochemical and physiological characteristics of GAD67-GFP expressing neurons indicated that they were functional GABAergic neurons. This study investigated the relationship between faculty-student communication, student time management, student expectations, and quality of instruction and the level of student success in distance courses. The population of the study consisted of undergraduate students enrolled in Independent Study courses at Mountain State University (N = 1007) during the summer and fall 2001 terms. The sample consisted of 500 students randomly selected from the population. Participants completed the Distance Education Satisfaction Survey developed by the researcher. The aerodynamic drag of a racing-class motorcycle can be accomplished through either an overall redesign of the surfaces or through some type of flow control mechanism. Due to limitations on the size of the exterior shape the flow control techniques are more practical. Small metal vanes, known as vortex generators were used in this research to mix higher energy freestream air with the lower energy boundary layer, delaying boundary layer growth and separation. The research focuses on the evaluation of mechanical properties (tension, bending, compression, impact, hardness and creep) of recycled acrylonitrile butadiene styrene (ABS) and polycarbonate (PC) thermoplastics obtained as electronic shredder residue (ESR) from computer housings. Three forms of polymers, i.e., virgin, blend of virgin and recycled, and 100% recycled were investigated to establish their long term mechanical properties. Chopped and continuous glass fiber/fabric addition to the resins was evaluated to study the thermo-mechanical properties.;Mechanical characterization was carried out at freeze-thaw cycling aging. The focus of this study was to develop and analyze lightweight FRP bridge decks and determine their adequacy under AASHTO's HS25 loading case with minimum stringer spacings of five feet. Two different multicellular decks were designed and tested during this study. Both decks had fiber volume fractions of approximately 54% and weighed 14--15 lb/ft2 of deck area. Testing was performed to determine both the elastic and failure response at the component level and the elastic response at the system level. This thesis discusses the development and improvement of an empirical model---GASMAK2, that describes methane control requirements for the longwalling coal in gassy areas. This is not a theoretical model; it uses an empirically determined gas emission rate as an input. Damage is often seen as an important consideration when conducting partial harvests in hardwood stands, as excessive damage to residual trees will significantly reduce the potential value of the residual stand. Damage to harvested logs, especially hardwood saw and veneer logs can be an even more important concern relative to value loss associated with log degrade. The log damage and value loss were examined by harvesting system, felling function, species, and damage type in central Appalachia. The objective of this study was to evaluate tools for in-field, on-board engine emissions measurements, namely, a Signal Model 3030PM hydrocarbon analyzer and McCrometer's V-Cone flow meter. The Signal Model 3030PM analyzer uses a heated flame ionizing detection scheme to measure hydrocarbons. The V-Cone is an obstructive, differential pressure flow meter that reshapes the flow profile, therefore conditioning the flow.;The Signal Model 3030PM analyzer was found to perform as well or better than the HC analyzers currently used in the FTP test cell. Research has revealed that sleep deprivation deleteriously affects several aspects of adults' behavior, such as mood, cognition, and motor performance. One population that is subject to sleep deprivation and the accompanying consequences are parents of young infants. The present study explored how sleep deprivation, resulting from infant night awakening, affects the face-to-face interaction between mothers and their 3- to 4-month-old infants. Contrary to the proposed hypotheses the groups did not differ in sensitivity or contingent responsiveness. However, regression analyses revealed that depression and sleep deprivation together significantly predicted contingent responsiveness during the interaction. There has been a lot of research on native speaker and nonnative speaker teachers of English as a second language. Authors have addressed negative and positive aspects of these two classes. However, there has not been much research on how students of English as a second language see their nonnative instructors. This qualitative study addresses this issue. In this study I investigated how learners perceive their nonnative speaker teachers. The data were collected through a questionnaire, class observations, and audio-taped interviews with the 16 participants. There has been significant discussion on the use of role-play activities. Proponents of role-play believe that the activity provides learners with opportunities to communicate freely and spontaneously in different situations. However, researchers have also identified issues that may jeopardize the effectiveness of role-plays. Despite the debate, few studies have focused on the students' point of view. The current qualitative study investigated ESL students' perceptions of role-play activities drawing on observations, questionnaires, and interviews. The current study was a cross-sectional investigation of how spirituality as a positive life theme might be related to a unique style of cognitive processing. Of secondary interest were the relationships among spirituality and other personal control variables. Using memory recall and recognition tasks, the current study sought to determine whether or not participants would attend more to positive, negative, neutral, or religious words. LARGE quantities of reactive oxygen species (ROS) released during reperfusion after coronary artery occlusion damage proteins responsible for intracellular homeostasis, produce tissue injury, depress contractile function, and increase myocardial infarct size. In contrast, small quantities of ROS may exert beneficial effects during ischemia and reperfusion when released before a prolonged ischemic event. ROS derived from mitochondria during a brief ischemic episode produce preconditioning. Free radical scavengers administered during ischemic preconditioning (IPC) markedly attenuate the protective effect of the preconditioning stimulus on infarct size. These data suggest that IPC is mediated in part by small quantities of ROS released during preconditioning. …
