Recently, organizations have been modifying performance appraisal systems to collect data from multiple sources to guide the development of supervisors. Upward feedback programs focus on development rather than appraisal by supplementing traditional downward feedback with subordinate feedback. The upward feedback instrument developed in this study was designed to measure effective leadership behaviors utilizing an existing five-dimension leadership taxonomy and a new dimension that represents creating a fun workplace. The developed instrument and a proven commercial instrument utilizing the same theoretical framework were administered to samples of N = 391 and N = 417 respectively, and tested for reliability and validity. …

Passive Coherent Location (PCL) systems use a special form of a radar receiver that exploits the ambient radiation in the environment to detect and track targets. Typical transmissions of opportunity that might be exploited include television and FM radiobroadcasts. PCL implies the use of a non-radar electromagnetic sources of illumination, such as commercial radio or television broadcasts also referred as transmitters of opportunity. The use of such illumination sources means that the receiver needs to process waveforms that are not designed for radar purposes. As a consequence, the receivers for PCL systems must be much more customized than traditional receivers, …

The threat of biological weapons, once an obscure topic to most Americans, achieved new prominence and urgency in the United States with the anthrax letter attacks that followed the terrorist attacks of September 11, 2001. A number of infections traced to a handful of anthrax-laced letters focused unprecedented attention in America on the danger of biological weapons (BW). Coupled with continuing reports of attempts by terrorists to acquire weapons of mass destruction, this has made efforts to prevent BW proliferation a high priority for the U.S. government.

Washington International Law Journal

The Doctrine of Information Security of the Russian Federation was one of the first policy documents issued by President Vladimir Putin's Security Council. The Doctrine, ostensibly drafted as a security policy document, was severely criticized by the Russian press and civil libertarians for its undue attention to the mass media and the prominence of politicized symbols of identity. The document extends the conventions of security policy discourse into the domain of information, thus legitimizing state intervention in the production of social knowledge. The Doctrine's textual representation of threat, or "discourse of danger," delimits the boundaries of national identity and legitimizes …

In the summer of 2001, the Bush administration expressed impatience with the military services, suggesting that unspecified legacy capabilities had to give way to a “transformation” that would be based upon “stealth, precision weaponry, and information technologies.” Operations in Afghanistan, however, have shown the wisdom of today’s balanced force structure. In the current campaign, all-source intelligence has been used to vector teams on the ground, which in turn have identified targets for aircraft that have shattered the opposing forces. The result has been devastating air power controlled by Americans on the ground, with a psychological effect rippling far beyond Afghanistan. …

Distinctive changes within the commercial image industry allowed space-borne pioneers to provide high-resolution images. Space-borne Image Company's Ikonos satellite provides a 1-meter resolution for the past 3 years. Current development of .5-meter resolution will be offered in the near future. This study explores a two-step procedure for assessing defense acquisition program cost growth using historical data. Specifically, we seek to predict whether a program will experience cost growth and, if applicable, how much costs will increase. We compile programmatic data from the Selected Acquisition Reports (SARs) between 1990 and 2000 for programs from all defense departments. We focus our analysis on cost growth in research and development dollars for the Engineering Manufacturing Development phase of acquisition. Called the Integrated Deepwater System or IDS, this acquisition effort seeks to renovate, modernize, and or replace the Coast Guard s entire portfolio of ships, aircraft, and support facilities. This research examines the usefulness of a visual meta-language (VLGM Visual Language for Generic Modeling) developed for the specification of components and relations in a modeling domain. The language is designed to allow software tools to interpret specifications and automatically provide modeling environments. VLGM makes use of the object-orientated software engineering methodology. It defines four types of special classes and three types of relations between them. Decision makers responsible for enhancing the protection of both military and civilian personnel require additional insight when selecting ideas, concepts, or technologies to pursue with constrained resources. They are faced with multiple criteria and multiple objectives; yet they have no defensible, objective, and repeatable selection process to assist them in making their decisions. Characterization Of The Surface Morphology Of Bacillus Spores By Atomic Force Microscopy, Ruth A. Zolock

The surface morphology of Bacillus spores was resolved by atomic force microscopy in order to determine if characteristic surface features could be used to distinguish between closely related species. Four strains were studied: Bacillus anthracis Sterne strain, Bacillus thuringiensis var. kurstaki, Bacillus cereus strain 569, and Bacillus globigii var. niger. The spores were separated from a nutrient agar culture by filtering and centrifugation, suspended in deionized water, and immobilized on a graphite substrate by spin-coating. Atomic force microscopy imaging was done using intermittent contact mode, in air, under reduced humidity. Seven to ten spores of each species were fully characterized …

Using the 3-Dimensional Variational Analysis data assimilation scheme and the (MM5), input observations were denied in three different categories: total, upper air, and surface observation denial. Two control groups were run using all available data as received by AFWA. The main control group used a 6 hours old first guess as a baseline. The data denied test cases and the secondary control group used a 30-hour old first guess because it was not possible to deny data from the first guess. Since the multidimensional knapsack problems are NP-hard problems, the exact solutions of knapsack problems often need excessive computing time and storage space. Thus, heuristic approaches are more practical for multidimensional knapsack problems as problems get large. This thesis presents the results of an empirical study of the performance of heuristic solution procedures based on the coefficients correlation structures and constraint slackness settings. In this thesis, the three representative greedy heuristics, Toyoda, Senju and Toyoda, and Loulou and Michaelides methods, are studied.
