Use "The Filter You Were Born With": The Unconstitutionality Of Mandatory Internet Filtering For The Adult Patrons Of Public Libraries, Richard J. Peltz

Washington Law Review

The only federal court (at the time of this writing) to consider the question ruled unconstitutional the mandatory filtering of Internet access for the adult patrons of public libraries. That 1998 decision helped the American Library Association and other free speech advocates fend off mandatory filtering for two years at the state and federal level, against the vigorous efforts of filtering proponents. Then, in 2000, the U.S. Congress conditioned federal funding of libraries on filter use, forcing the question into the courts as the latest colossal struggle over Internet regulation. This book is different from other studies of U.S.-Russian cooperation because it relies on competitive strategies, which detail how best to pit one's strengths against a competitor's weaknesses in a series of moves and countermoves. The goal is to devise strategies that force one's competitor to spend more time and resources shoring up his weaknesses than in taking offensive action.

The author reviews Michael Glennon's Limits of Law, Prerogatives of Power: Interventionism After Kosovo, discussing Glennon's approach to NATO's 1999 bombing to stop the Milosevic regime's ethnic cleansing of Kosovo in the face of the UN Charter's absolute ban on states using force except in self-defense. Finding Glennon's study at once provocative and readable, the author emphasizes the strength of Glennon's core point - the inability for the Kosovo campaign to be reconciled with the UN charter - but points to the dangers of using one instance (Kosovo) to prove bad law.

“This paper attempts to (1) describe the unpublished journal of Nicholas Lynch, Warrant Officer (Sailmaker), U.S. Navy; (2) expand upon the most remarkable incident in the journal, the Affair at the Passes of the Mississippi River, a minor disaster for the Union navy in the first year of the war; (3) discuss the thoughts and moods of Sailmaker Lynch during the Union blockade from 1861 through 1864. Selecting and managing development project portfolios is a critical function within the Air Force’s weapon systems development process. Decision makers must weigh benefits, costs, and mission needs for a variety of proposed new initiatives and current weapon systems programs in order to develop an effective portfolio that provides the best value to the User. This research examines current Air Force development portfolio management practices as perceived by those involved with the decision making process. Research findings indicate several gaps between Air Force practices and those commercial best practices as found in the literature. A general approach for bridging the differences …

Fighter Pilots students undertake an intense 120-day training program. New classes of students enter the training program at regular interval. Students endured rigorous academic, simulator, and aircraft training throughout the program. Squadron schedulers ensure the multiple classes and students are scheduled for the activities. Simulator and aircraft training are scheduled individual for each student. Academic training are taught to the class. Aircraft utilization must also be considered. Aircraft Sortie training are also constrained by daylight hours. Additionally, students are limited to a maximum of three training events in a given day. The current hub-and-spoke network in the European Theater is made up of locations built and organized around a Cold War threat. The threat of large-scale attrition warfare seems to have passed, and the threat of multiple, smaller scale contingencies has placed greater demands on the US military's ability to transport equipment and personnel to multiple locations simultaneously. This research effort utilizes a Multiple Objective Linear Programming (MOLP) model to analyze optimal hub locations in USEUCOM. The model used to analyze the network was developed in Microsoft Excel and followed MOLP techniques to determine the trade-offs between the two constructs of …
