Using the example of war-torn Sarajevo, the authors discuss high energy transfer wounds and their complications. Their findings can be extrapolated and applied to the injuries of mine victims.

Since their mine awareness programs began in 1996, the International Committee of the Red Cross (ICRC) has adopted an approach based on local needs. Through close cooperation with the community, the ICRC aims to reduce mine/UXO casualties by changing dangerous behaviors and initiating appropriate, alternative long-term solutions.

Blacks in Omaha developed new approaches to fight Jim Crow practices in the post-World War II era. As a result, substantial gains were made in the areas of public accommodations, employment, residential segregation and education. The Omaha Star, a black newspaper, was instrumental in reporting civil rights abuses to its readers, while constantly urging them to unite and fight for their rights. Civil rights organizations played a crucial role in these efforts. The NAACP chapter was established as early as 1918, but after an initial burst it was relatively ineffective until the 1950s. "Living Constitution " ideas are most often associated with individual-rights guarantees like equal protection and due process, but they were originally developed in the early twentieth century to revolutionize the law of the structural Constitution - including the Commerce Clause. In this Article, Professor Claeys interprets Progressive political theory, which played a crucial role in legitimating the expansion of the national government. As applied to federalism, Progressive living-Constitution theory required that the Commerce Clause be interpreted as a constitutional transmitter letting the national government regulate whatever the American people deem to be a national problem. Although public housing is typically associated with high crime rates, little research has been done on fear of crime or violent victimization experiences among public housing residents. Moreover, there are few studies that look specifically at women’s fear of crime or violent victimization experiences in public housing, despite the fact that women constitute the majority of public housing residents. These issues were examined in the present study through interviews with female public housing residents in Camden, New Jersey (NJ). The interviews reveal high rates of violent victimization, especially at the hands of intimates and acquaintances. Fear of crime is also …

From the earliest times, animals were understood as object of human rights. That result did not depend on some limited understanding of their capabilities for cognition and sensation, but rather rested on the strong sense that without domestication human beings could not secure their own advancement. The modern claims for animal rights cannot therefore be justified by an appeal to some newer and deeper understanding of the subject, but must rest on the claim that what they share with human beings is more important than what separates them. This research describes the results of a field experiment which examines the effects of warnings on system trust and individual awareness in government computer systems through the use of email forgery. The experiment consisted of forging a trusted government email account and trying to get government computer users to reply to a forged email address. The results revealed that warning individuals about possible email forgery did not increase their awareness or reduce their level of system thrust in the email system nor did it increase their ability to detect email forgery. Monastic settlements in early medieval Ireland were active: politically, socially, economically, and spiritually. While an ascetic life was ideal, these communities were in fact often lively participants in the secular affairs around them. The successes of the unmanned aerial vehicle (UAV) in Afghanistan most likely will accelerate the introduction of UAVs into the military force structure. What emerged in Afghanistan was a tiered observation-detection-targeting system consisting of spacecraft, the Global Hawk UAV, the Predator UAV, and often a spotter on the ground. However, in complex terrain, as in Afghanistan, and in urban situations, airborne assets may be needed much closer to the ground. A low-altitude tier of UAVs—mini UAVs—could serve such a purpose.

Dissuasion as a Strategic Concept examines how U.S. defense and foreign policy can go beyond traditional deterrence to prevent adversaries from choosing conflict or escalation in the first place. The paper defines dissuasion as the strategic practice of discouraging adversaries from contemplating harmful behavior by shaping their expectations and perceived costs of action.
