Computer Attacks On Critical National Infrastructure: A Use Of Force Invoking The Right Of Self-Defense, Eric Talbot Jensen

Computer networks create tremendously increased capabilities but also represent equally increased vulnerabilities. These vulnerabilites are especially acute in relation to potential attacks on critical national infrasturucture. This Article proposes that international law must evolve to recognize that attacks against a nation's critical national infrastructure from any source constitute a use of force. Such attacks, therefore, give the victim state the right to proportional self-defense - including anticipatory self-defense - even if the computer network attack is not an armed attack under Article 51 of the United Nations Charter. The Third Side of the Coin is a manuscript of poetry exploring ironic distances, both physical and metaphysical, both slight and significant. It opens with a quote from Agha Shahid Ali who asked, "What then is separation's geography?" The poems in this collection describe the geography of separation between individuals, cultures, ideas, man and nature and the physical and metaphysical realms. As the author travels deserts, oceans, and outer space, she seeks proofs of existence and questions natural laws deemed irrefutable. This questioning is reflected in the book's title, which, on one hand, represents a state of geometric impossibility. And …

The region of Southern Appalachia, long known for its colorful storytellers, is also rich in folk medical lore and practice. In their Appalachian novels, Lucy Furman, Emma Bell Miles, Mildred Haun, Catherine Marshall, Harriette Arnow, Lee Smith, and Charles Frazier, feature folk medicine prominently in their narratives. The novels studied, set against the backdrop of the rise of official medicine, are divided into three major time periods that correspond to important chapters in the history of American medicine: the 1890s through the 1930s; the 1940s through the 1960s; and the 1970s through the present. Integration Of Zero-Valent Metals And Chemical Oxidation For The Destruction Of 2,4,6-Trinitrotoluene Within Aqueous Matrices, Rafael Hernandez

The Department of Defense (DoD) has numerous sites that contain groundwater contaminated with 2,4,6-trinitrotoluene (TNT). The currently applied technologies for treating TNT contaminated waters are carbon adsorption and chemical oxidation. Carbon adsorption is a non-destructive technology, which could create future liability issues and is inefficient at relatively low TNT concentrations. On the other hand, application of chemical oxidation for the treatment of TNT contaminated water generates trinitrobenzene (TNB), a by-product of the incomplete oxidation of TNT. TNB is regulated as strictly as TNT. Additionally, over 70% of the reactor required treatment time for meeting target levels is due solely for …

Our analysis begins with an examination of the state of Georgia's rationale for the decision regarding social promotion that was based on the perceived views that teachers have on the issue. Peacebuilding and post-conflict reconstruction are multi-disciplinary from a governance, organizational behavior, executive development and field perspective. Rarely, though, are the tools of competitive advantage, project planning and conflict resolution software used to seek linkages with non-governmental organizations (NGOs) to coordinate resources, particularly to integrate the disparate sectors of landmine and UXO clearance, victim assistance and resourcing across industries. One method is to employ “best practices” from developed countries proven to develop abilities for disabled farmers and youth in post-conflict countries as one of a number of agrarian and health care initiatives built around demining as agricultural preparation.
