University of Chicago Law Review

This Article explores the eighteenth-century use of the phrase "declare war," with the goal of shedding some light upon the original understanding of the Constitution's Declare War Clause. It finds that "declaring" war in the eighteenth century had a broader meaning than is commonly supposed: Nations could declare war by formal proclamation, but nations could also "declare" by action alone. An armed attack showing an intent to settle differences between nations by force created a state of war between those nations. I found PhD study to be a stimulating, challenging and ideal conduit for exploring knowledge via discussion, argument and defence: to have the opportunity to explore method, methodology, epistemology, ontology and what may constitute 'acceptable' research practice is an enriching experience. I had previously heard of intepretivists decrying positivists et cetera, but I was unprepared to find quantitative researchers and lecturers openly dismissing qualitative approaches, and finding dismissals by qualitative researchers of the use of a quantitative approach: such are disappointing and confusing to a trainee researcher. Thus, a far less enriching experience for a trainee researcher is being faced …

The American assault on the small strip of sand code-named Omaha Beach, has become one of the most longstanding examples of American military triumph. Yet, at the same time, it is an event synonymous with death and destruction. There, in the early morning hours of June 6, 1944, over 3000 American soldiers either lost their lives or were wounded in an attempt to overcome seemingly insurmountable odds and an enemy force that was ready for their arrival.

This thesis describes the design and implementation of an embedded controller that is used for the Vehicle Navigation Unit (VNU) prototypes that are being developed at the University of Alaska Fairbanks (UAF). The goal of the VNU project is to develop a system that will measure relative position and provide wireless communication between four identical vehicles without the use of GPS signals. Each VNU consists of an antenna and phase detector array, embedded controller, radio modem magnetometer, and a diagnostic computer. Troubled Trinity: Love, Religion And Patriotism In Liam O'Flaherty's First Novel, Thy Neighbour's Wife., Robin Heavner Jackson

The focus of this research is a detailed analysis of Liam O'Flaherty's first published novel, Thy Neighbour's Wife, as an underlying autobiographical portrait depicted in the main character, Fr. Hugh McMahon. Although never touted as an autobiography, this study shows O'Flaherty drew upon his early cultural, historical, religious, and political influences in creating his main character. Primary and secondary sources, an ethnographic trip to Ireland, and a content analysis of the novel determined the findings.

The fictional McMahon faced difficult personal choices, subsequently coming to terms with past decisions. McMahon's foibles reflect O'Flaherty's early years. O'Flaherty wrote two acclaimed …

This paper looks at the roles of patrician and plebeian Roman women in their religion. It investigates the topic during the period of the Republic (509-30 BCE) and pulls the information together in a concise manner.

The primary sources used were narrative histories and literature from the late Republic, as well as from the Imperial period up through the second century, that reflect the opinions of the Imperial period. The secondary sources precipitated further research into primary sources and comparisons of these studies.

It was found that women played private and secondary roles in their religion. Due to changes in …

Utah State University, the University of Washington, and Virginia Tech are teamed to form the Ionospheric Observation Nanosatellite Formation (IONF) to investigate ionospheric turbulence and formation-flying requirements for multiple small satellite missions. A communication subsystem for the mission will be composed of an uplink, a downlink, and satellite-tosatellite crosslink. The uplink will operate at UHF. The downlink and crosslink both will operate in the S-band. The design and successful implementation of a low profile, compact element with desirable properties at UHF within the physical constraints of a nanosatellite is a challenge. Electrical Engineering and Computer Science Faculty Publications

We detected roads in aerial imagery based on multiresolution linear feature detection. Our method used the products of wavelet coefficients at several scales to identify and locate linear features. After detecting possible road pixels, we used a shortest-path algorithm to identify roads. The multiresolution approach effectively increased the size of the region we examined when looking for possible road pixels and reduced the effect of noise. We found that our approach leads to an effective method for detecting roads in aerial imagery.

Ethnic conflicts have troubled Rwanda for over 50 years, resulting in nearly continuous warfare and bloodshed. Prior to 1959, a monarchy led by the minority Tutsi ethnic group dominated the region’s politics, persecuting the majority Hutus. That year, the Hutus rebelled and overthrew the Tutsi government before imposing a violent retribution on thousands of Tutsi civilians, driving 150,000 of them into exile. The children of these banished Tutsis formed the Rwandan Patriotic Front (RPF) and returned to Rwanda in 1990, sparking a civil war. The RPF eventually defeated the Hutu regime, but they first had to endure the genocidal murder …

This article examines the multiple partnerships that were formed during the planning and training deployment of a team comprised of a sailor, Special Operations Forces (SOF) soldiers, Marines, Department of State resourcers, a civilian demining organization, and U.S. Central Command (USCENTCOM) planners. Several of the first-time partnerships discussed could be applicable to future Humanitarian Demining (HD) programs. A fundamental lesson is that the organizational parameters of selected U.S. government HD operations require flexibility, and may need to be dismembered and recombined to successfully accomplish a program's goals. Between the 1890s and 1920, Portugal led a military campaign to colonize Mozambique. After over 40 years of Portuguese rule, nationalist groups in Mozambique united to form the Mozambique Liberation Front (FRELIMO). In 1964, FRELIMO began a movement of guerilla warfare against the Portuguese, starting a trend of civil war that would ravage Mozambique for decades. By the early 1970s, FRELIMO’s 7,000 guerilla fighters controlled most of central and northern Mozambique. In 1974, the Portuguese military overthrew the government and installed leadership that was sympathetic toward Mozambique. Portugal struck a mutual cease-fire agreement with FRELIMO and gave Mozambique its independence …

After centuries of domination by several autonomous and constantly warring kingdoms, the land that would eventually make up the nation of Chad was subjugated by France in the 1890s. The French colonized Chad only half-heartedly, using it primarily as a source of raw materials and unskilled labor, never bothering to institute any unifying or modernizing policies. Chad gained its independence from France in 1960 but immediately became ensnared in a morass of ethnic warfare.
