Over the past thirty-five years, Congress has authorized generic promotion programs, known as checkoff programs, for a variety of agricultural commodities. Within the past year, the beef checkoff has been invalidated, the pork checkoff has been invalidated, and the legality of the beef checkoff has been upheld. The two cases invalidating checkoff programs relied on U.S. Supreme Court rulings that checkoff programs violated the producers free speech rights. The one case ruling the beef checkoff constitutional characterized the checkoff advertising program as government speech, which is exempt from constitutional free speech protections. Due to overcrowding, some of these petitioners were transferred to the Kziot detention facility in the Negev region. Most of the detainees were detained pursuant to administrative detention orders. This petition concerns the detention conditions of these detainees.

The purpose of this study was to determine the validity of a new assessment tool for Alaska Native clients with alcoholism. A sample of 23 Yup'ik clients at a regional treatment center were interviewed using the Drinker Inventory of Consequences for Alaska Natives (DrInC-AN), an adaption of the Drinker Inventory of Consequence (DrInC), the Alcohol Use Disorders Identification Test (AUDIT) and the Yup'ik Cultural Practices and Traditions (YCPT). These clients were selected, on a voluntary basis during the intake interview to the treatment center. Disinfection byproducts (DBP) are formed during the reaction of chemical disinfectants with natural organic material (NOM). DBPs are potential carcinogens and are regulated by the US Environmental Protection Agency (USEP A) under the Disinfectant/DBP (D/DBP) rule. High concentrations of NOM in drinking water sources used by Alaska's communities often result in the formation of DBPs during treatment. Since surface water sources in the Arctic are frozen for 6-9 months of the year, communities are often forced to store raw water for treatment during the winter or treat and store enough drinking water during the summer to last through the winter. …

A dynamic actin cytoskeleton in central nervous system (CNS) neurons is pivotal for regeneration. Following acute CNS trauma, the proinflammatory cytokines TNF[alpha] and IL-1[beta] become expressed in cells and induce Rac 1-mediated actin filament reorganization. Also, Rac 1 regulates a NAD(P)H oxidase activity that generates superoxide (·O₂). This study's objective was to determine whether TNF[alpha] and/or IL-1[beta] induce a Rac 1-dependent actin filament reorganization in SH-SY5Y neuroblastoma cells and in chick spinal cord neurons via the signaling intermediate, superoxide. SH-SY5Y cells respond to soluble TNF[alpha] or IL-1[beta] with transient, biphasic actin filament reorganization. Over a time period of 30 min, …

In 2002, the United States abandoned the Anti-Ballistic Missile Treaty and began constructing a missile defense system in Alaska. Questions about how missile defense will contribute to U.S. security remain. Moreover, beliefs about what constitutes security are expanding to include considerations of global environmental stability. According to environmental security theories on arms control, non-proliferation, and environmental degradation, deploying missile defense may make the U.S. and the world less secure. This analysis addresses the issue by exploring the military's role in Alaska and resulting environmental damage, followed by a history of missile defense systems and a description ofthe Alaskan project's components. …

People's Experiences Of Gossiping: A Narrative Analysis, Dina V. Nekrassova

This study employs narrative methodology to develop an understanding of meanings people make of their gossiping experiences. Four theoretical approaches are identified in the review of literature: functionalistic approach, gossip as information management, and gossip as a social form of discreet indiscretion which extended as a basis for examining gossiping as a communication experience. Four themes emerged from six narrative interviews, regarding the co-researchers' interpretations of their gossiping experiences: secrecy as a gossiping experience, gossiping as a negative experience, gossiping as a positive experience, and gossiping as being connected. This exploratory study examined individuals' lived experience with communication apprehension (CA). CA has been explored extensively over the past 35 years by researchers seeking psychological explanations for communication phenomenon and employing the premise that CA exists as a "trait-like" characteristic of personality or as a relatively permanent behavioral disposition. Grounded in a constructionist epistemology, this study presumes that meaning is created, maintained, and transformed through communication with others. From this perspective, CA is an individual's evaluation of anticipated or occurring communication events, based upon his/her prior experiences interacting with others in specific situations. Geochemical data for igneous rock suites provide conclusive evidence for the occurrence of open‐system processes within thermally and compositionally evolving magma bodies. The most significant processes include magma Recharge (with possible enclave formation and magma mixing), Assimilation of anatectic melt derived from wallrock partial melting and formation of cumulates by Fractional Crystallization (RAFC). An initial iron (Fe) Boltzmann lidar was developed in winter 2000-2001 at Poker Flat Research Range (PFRR). This resonance lidar system supported Fe concentration measurements. An initial Fe Boltzmann temperature measurement was made in December 2000. This initial system was fundamentally limited by the 1 pm tuning resolution of the laser. During the winter of 2001-2002, a control system was developed to increase the resolution of the laser tuning to 0.09 pm. Fe cooncentration and Fe Boltzmann temperature measurements were made and an experimental analysis of the measurements was developed. Steps To Freedom: The Process Of Escaping Abuse, Sandra J. Armstrong

Psychology

The purpose of this study was to look at factors involved in the process of women leaving abusive relationships. In two interviews of one to two hours each, each of the three women told the story of her abusive relationship. Study findings indicate that these women began abusive relationships during unstable or chaotic periods of their lives, when they were more vulnerable to manipulation. The abuse caused a distortion of reality for these women, but as soon as they were able to gain a clear view of reality, they immediately left their relationships.

Biochemistry and Microbiology

Morphological alterations have been shown to occur in Drosophila melanogaster when function of Hsp90 (heat shock 0-kDa protein 1α, encoded by Hsp83) is compromised during development1. Genetic selection maintains the altered phenotypes in subsequent generations1. Recent experiments have shown, however, that phenotypic variation still occurs in nearly isogenic recombinant inbred strains of Arabidopsis thaliana2. Using a sensitized isogenic D. melanogaster strain, iso-KrIf-1, we confirm this finding and present evidence supporting an epigenetic mechanism for Hsp90’s capacitor function, whereby reduced activity of Hsp90 induces a heritably altered chromatin state. Infection with immunosuppressive lentiviruses is associated with increased cancer risk,but most studies have implicated indirect mechanisms as the tumor cells generally lack integrated viral sequences.An exception wasfound in a B-cell lymphoma (Q254) where the tumor cells contained a single integrated feline immunodeficiency virus genome. Additional analysis now indicates that feline immunodeficiency virus integration in lymphoma Q254 resulted in promoter insertion and truncation of a conserved gene on feline chromosome B3, whereas the unaffected allele of the gene appeared to be transcriptionally down-regulated.
