This research is used to determine whether Head Start addresses the cultural needs of its diverse clientele or if it assimilates its clients into the mainstream culture. It is based on the concept that culture affects how children learn. Culture is acquired through social interactions with parents and other social institutions. The connection of culture and learning is explained in the theories of Cooley, Mead, and Vygotsky. Cooley and Mead have two main theories of socialization; both examine how one acquires culture through social interactions. Vygotsky's theory describes how children develop cognitively. His theory is also based on social interactions.

Consumers are barraged with nutrition and health information. This presents a challenge for educators to keep abreast of the latest information. In order to help address this need, a Nutrition Information and Resource Center (NIRC) was developed. NIRC has an informational Web site (http://nirc.cas.psu.edu/) with online fact sheets, links to credible Web sites, an email question and answer system ([email protected]), and a lending library. The NIRC provides resources for educators that they can use to help children, youth, and families to acquire knowledge, skills, and behaviors necessary to improve their health.

A Framework For Quality Assurance In Child Welfare, Mary O'Brien, Peter Watson

This guide outlines a framework for implementing quality assurance programs for child welfare services. The components are based on federal requirements, national standards, and child welfare research. Five steps are described: select outcomes and standards, integrate quality assurance goals and procedures throughout the agency, collect data about outcomes, analyze data, and improve systems as indicated by evaluation findings. Specific topics include the role of the quality assurance system in the Child and Family Services Review process, communication of quality assurance practices, and staff participation in analysis. The manual describes each step of the quality assurance system and reviews the tasks.

Coalition Sustainability: Long-Term Successes & Lessons Learned, Kathleen Lodl, Georgia Stevens

While most Cooperative Extension projects begin with worthy goals, to truly measure a project's long-term success, it is necessary to assess the project's impact over time. The purpose of this article is to analyze the sustainability and continued impact of a USDA funded youth-at-risk project coalition building project 10 years after the onset of the initial project and 5 years after cessation of funding. The lessons learned through the work of the coalitions involved in this project can provide insight into the planning and implementation of other projects and strategies that can be used to ensure long-term project sustainability.

The report outlines the activities of the court system during the most recent calendar year and is a reliable source of information on the operation of the Judiciary. As can be seen from the many accomplishments referenced in this Annual Report, the Rhode Island Judiciary continues to make noteworthy progress as we become more secure, accessible, and user friendly.

The importance of treatment fidelity in evaluations of all human service programs, including intensive family preservation services (IFPS), is examined in this article. Special attention is focused on the issue of treatment fidelity in IFPS programs attempting to adhere to a specific program model (Homebuilders©), and on the problems that lack of treatment fidelity has caused for research that has been conducted on this and other program models. Attempts to address the issue of treatment fidelity in other program areas offer models for constructing treatment fidelity assessment tools for IFPS. School consolidation and the search for economies of scale are threatening to render the neighborhood school obsolete. Nevertheless, students and their families do live in neighborhoods. Consequently, education researchers have asked if there are neighborhood-based advantages and disadvantages which influence student achievement. Research has yielded conflicting results. This may be due to failure to properly define and measure neighborhood, acknowledging variation in its nature from place to place. We use ethnographic material to help operationalize the concept neighborhood for use in quantitative research on two very poor, rural counties in West Virginia. People in crisis often require multiple community services. A homeless person may need medical health care and behavioral health care, along with shelter. A woman who is the victim of domestic abuse may need help with childcare, transportation, food, and emergency housing. Comprehensive community initiatives (CCIs) attempt to provide this interrelated range of community services.

The purpose of this study was to conduct a descriptive and exploratory analysis of Riverside County's Independent Living Skills Program (ILSP) and its ability to prepare foster youth for successful adult transition.
