The subject of the Petition is whether city councils within whose jurisdiction resides an Arab minority have a duty to use the Arabic language – alongside the Hebrew language – in all city signage. The Petitioners maintain that in cities where there is an Arab minority all city signs must include writing in Arabic as well. On the other hand, the Respondents believe that …

Gay Bars, Vice, And Reform In Portland, 1948-1965, Beka Smith
Gay Bars, Vice, And Reform In Portland, 1948-1965, Beka Smith
Dissertations and Theses
The city of Portland adopted different policies toward gay bars between 1948 and 1965. Portland's conservative mayors, generally uninterested in changing the city or promoting growth, ignored gay bars. Reform mayors instigated campaigns against gay bars to gain public, political, and business support for their broader economic and social goals. They were able to use crackdowns on gay bars as popular components of their reform initiatives because Portland, in comparison to other cities, professed conservatism and morality and had little economic or cultural incentive to tolerate gay bars. Blaming Portland's vice on outsiders, reform mayors argued that their actions protected …
Examining Perceptions About Restorative Justice Among Correctional Managers And Leaders, Sigrun M. Klausen
Examining Perceptions About Restorative Justice Among Correctional Managers And Leaders, Sigrun M. Klausen

The Minnesota Department of Corrections established a Restorative Justice unit in 1994 as the first state in the nation. To adapt restorative justice in the prison system, a change in organizational culture is required, and it is important that managers and leaders understand and accept the principles. A questionnaire with closed and open-ended questions was sent to managers and leaders in …

Collusion Over Rules, Robert H. Lande, Howard P. Marvel
Collusion Over Rules, Robert H. Lande, Howard P. Marvel
All Faculty Scholarship
Many instances of anticompetitive collusion are designed not to affect prices and output directly, but rather to shape the rules under which competition takes place. They help to cushion competitors from hard competition through such "rules" as restraints on advertising, sham ethical codes, or bans on discounts, coupons, "free" services, or extended hours of operation. Instead of collusion directly over outcomes, firms attuned to the strategic impact of their activities often agree on ways in which to shape their environments in order to soften competition and to insulate themselves from hard competition in ways that will lead to higher prices. …
