Rehabilitation Or Retribution? A Socio-Legal Comparison Of Criminal Sanctions And Social Reintegration In Indonesia And Spain, Ridwan Arifin, Izan Mateo Cassandro Jun 2026

Rehabilitation Or Retribution? A Socio-Legal Comparison Of Criminal Sanctions And Social Reintegration In Indonesia And Spain, Ridwan Arifin, Izan Mateo Cassandro

The Indonesian Journal of Socio-Legal Studies

This study examines the legal, institutional, and socio-cultural mechanisms influencing the social reintegration of ex-offenders in Indonesia and Spain. Despite a global trend toward rehabilitative approaches, practical implementation reveals significant divergence due to structural, cultural, and economic factors. Indonesia’s penal system, guided by Law No. 22 of 2022 and the new Criminal Code (KUHP), emphasizes statutory rehabilitation and vocational and spiritual programs. However, challenges such as prison overcrowding, limited post-release support, and societal stigma constrain effectiveness. Judicial decisions indicate cautious application of restorative provisions, reflecting both public expectations and institutional limitations. In Spain, rehabilitation is constitutionally entrenched under Article 25(2) …

Political Inconsistency Detection Across Legislative Speech And Public Communications, Scott M. Pramuk Jun 2026

Political Inconsistency Detection Across Legislative Speech And Public Communications, Scott M. Pramuk

Master's Theses

Political actors communicate about legislation across multiple contexts, including committee hearings, recorded votes, and public-facing press releases. Differences between these forms of communication can provide useful signals for journalists and researchers seeking to understand how legislators present policy positions to different audiences.

This thesis extends the Digital Democracy Project, a legislative transparency initiative that provides access to California state legislative hearing transcripts, voting records, and related legislative data. Specifically, this work incorporates publicly accessible, legislator-authored news releases into the Digital Democracy Database and develops a pipeline for analyzing legislative communication across multiple sources. The system collects news releases from California …

Perception Is Reality: Evaluating Transportation Satisfaction And Utilization In Continuing Student Housing At Cal Poly, Lucas Owens Jun 2026

Perception Is Reality: Evaluating Transportation Satisfaction And Utilization In Continuing Student Housing At Cal Poly, Lucas Owens

Master's Theses

As higher education institutions increasingly mandate on-campus living to foster student success, the built environment becomes a critical determinant of daily mobility. California Polytechnic State University (Cal Poly) is transitioning to a two-year residency requirement and tightening vehicle restrictions. This thesis evaluates how the spatial and built-environment realities of peripheral housing complexes in Cerro Vista Apartments and Poly Canyon Village shape student transportation satisfaction and utilization, and emergency evacuation preparedness.

Employing a mixed-methods approach, this research triangulates data from 79 student surveys and 10 semi-structured interviews. The findings indicate that supplementing traditional metrics of proximity with localized spatial data presents …

Technology Before, During, And After Incarceration: Current Product Landscape, Sociotechnical Concerns, And Legal Considerations In The U.S. Context, Yael Eiger, Taylor Hansen, Teanna Barrett, Jevan Hutson, Bryce Clayton Newell, Franziska Roesner Jun 2026

Technology Before, During, And After Incarceration: Current Product Landscape, Sociotechnical Concerns, And Legal Considerations In The U.S. Context, Yael Eiger, Taylor Hansen, Teanna Barrett, Jevan Hutson, Bryce Clayton Newell, Franziska Roesner

Articles

Emerging technology, including AI, is proliferating throughout the U.S. carceral system. These technologies are marketed to prisons and police departments and then procured using taxpayer money. Previous investigative reporting has exposed troubling kickback schemes, unconstitutional data collection practices, and biased algorithmic outcomes in a handful of prominent technologies (e.g., Flock, Palantir, Clearview AI, COMPAS). In this work, we consider the broader ecosystem of carceral technologies: we catalog 122 products from 53 companies selling technology to carceral institutions. In a collaboration among computer science, law, and surveillance studies scholars, we surface sociotechnical, ethical, and legal concerns related to the use and …

Vehicle-Based Multi-Services For Future Smart Cities, Hao Sun, Jinhua Zhao, Hai Yang, Shenhao Wang, Hamsa Balakrishnan, Thomas W. Malone, Hai Wang Jun 2026

Vehicle-Based Multi-Services For Future Smart Cities, Hao Sun, Jinhua Zhao, Hai Yang, Shenhao Wang, Hamsa Balakrishnan, Thomas W. Malone, Hai Wang

Research Collection School Of Computing and Information Systems

Vehicles are crucial for sustaining socioeconomic activity and improving quality of life in modern cities by offering diverse services. These include passenger mobility, goods delivery, information acquisition, and acting as mobile servers such as food trucks and mobile lockers. At the same time, they also contribute to traffic congestion and air pollution. This tension fosters the rise of urban resource-conserving and sustainable service solutions. In this article, we introduce the concept of “Vehicle-Based Multi-Services” (VeMuS), in which a single vehicle offers multiple services simultaneously. Drawing on practical use cases, we examine service classification and integration for vehicles and the potential …

On The Right To Obscurity, Woodrow Hartzog, Evan Selinger Jun 2026

On The Right To Obscurity, Woodrow Hartzog, Evan Selinger

Faculty Scholarship

Tragically, U.S. privacy law has neglected to address a significant dimension of privacy. While lawmakers and judges have routinely recognized intrusions into our secluded spaces and breaches of our confidentiality and secrecy, they have largely failed to protect our most common yet also our most underappreciated form of privacy: the practical obscurity that allows us to live freely and with dignity. Obscurity, which is the state of protection that arises when personal information is difficult for some people to obtain or correctly interpret, serves several vital interests: (1) it safeguards our ability to express ourselves without fear that everything we …

Brief Of Evidence – Bill C-16 Protecting Victims Act, Emma Cunliffe Jun 2026

Brief Of Evidence – Bill C-16 Protecting Victims Act, Emma Cunliffe

All Faculty Publications

This brief focuses specifically on the proposal in Bill C-16 to create a new criminal offence of coercive control and the absence of any correlate defence for offences committed by a person who is subject to coercion. Reviewing evidence from research in other jurisdictions that have adopted such an offence (Scotland, England and Wales, and the Australian jurisidictions of NSW and Queensland), as well as Canadian research, there is abundant evidence to suggest that more criminal law, including new offences, will not necessarily increase women’s safety; and in fact, can be predicted to expose women to greater risk of harm …

International Construction In El Salvador, Daniel Roberts Jun 2026

International Construction In El Salvador, Daniel Roberts

Construction Management

My senior project focused on participating in international construction operations in El Salvador through hands-on involvement in the construction of a steel warehouse facility and a small residential home. The project emphasized structural concrete placement, field coordination, construction sequencing, and adaptation to regional construction practices. Work included assisting with concrete foundations, slab preparation, reinforcing steel placement, masonry work, and general site coordination activities. The experience provided practical exposure to labor productivity, material availability, scheduling challenges, and construction methods commonly used in developing regions. The project also highlighted the importance of communication, problem-solving, and flexibility when working in an international construction …

Historic Parkrose: Planning For Vacant Properties, Rowan Anderson, Julia Cruz Jones, Akasha Lawrence Spence, Clara Lietz, Cal Storrs Jun 2026

Historic Parkrose: Planning For Vacant Properties, Rowan Anderson, Julia Cruz Jones, Akasha Lawrence Spence, Clara Lietz, Cal Storrs

Master of Urban and Regional Planning Workshop Projects

Crescent Consulting was engaged by Historic Parkrose, a Portland-based non-profit, to analyze vacant and under-utilized properties along Northeast Sandy Boulevard within the Historic Parkrose Business District. The area has been the focus of many planning efforts at the neighborhood, city, and state level that have identified community needs and priorities, yet implementation has been limited. Forthcoming Tax Increment Financing (TIF) funding may create opportunities to implement these plans and encourage reinvestment that will contribute to the corridor’s vitality and economic capacity. This report is a resource for evaluating and prioritizing vacant lot redevelopment opportunities in Parkrose, helping align future investment …

Who Keeps Us Safe? Youth Resistance And Security Regimes At The Neoliberal University, Arwen Hansell Jun 2026

Who Keeps Us Safe? Youth Resistance And Security Regimes At The Neoliberal University, Arwen Hansell

University Honors Theses

In a political climate shaped by surveillance, labor precarity, policing, and immigration enforcement, questions of (in)security increasingly organize everyday life. Governments justify security measures through the language of public safety, even as many people experience insecurity surrounding housing, healthcare, employment, and the future itself. Although critical security studies have examined policing, militarism, and surveillance extensively, youth are often overlooked as political actors despite their central role in social movements. This study addresses that gap by focusing on student labor organizers and activists navigating (in)security. Using collaborative ethnography, I conducted fieldwork at protests, labor organizing meetings, workshops, and demonstrations connected to …

The Power Of Perception: Latine Threat Narratives And Immigration Control In The United States, Nina Gallo Jun 2026

The Power Of Perception: Latine Threat Narratives And Immigration Control In The United States, Nina Gallo

University Honors Theses

Despite America's rich history as a self-proclaimed "nation of immigrants," immigration policy in the United States has functioned as a tool of social control designed to systematically exclude and restrict groups of people that pose a perceived threat to national identity and safety. This perceived threat has effectively been communicated through harmful narratives that stratify immigrant communities from the rest of society. Through this framing, support for punitive immigration policies thrives. Currently, Latine immigrants and their families have been the target of discriminatory immigration policies and enforcement tactics. No work to date has synthesized the current state of the immigration …

Poor Compliance With Private Nursing And Midwifery Practice Guidelines In Urban Settings In Uganda, Dan Muramuzi, Edson Atwine, Barbara Okiror, Mercy Muwema, Christine Nimwesiga, Laban Muteebwa May 2026

Poor Compliance With Private Nursing And Midwifery Practice Guidelines In Urban Settings In Uganda, Dan Muramuzi, Edson Atwine, Barbara Okiror, Mercy Muwema, Christine Nimwesiga, Laban Muteebwa

School of Nursing & Midwifery, East Africa

Background: Optimal compliance with private practice guidelines is one of the core components of quality improvement in nursing and midwifery professions. Private nursing and midwifery practice guidelines in Uganda were introduced in 2019. However, little has been documented about compliance with these guidelines, despite playing a crucial role in ensuring safe nursing and midwifery practice and maintenance of professional standards.  We assessed the compliance with private nursing and midwifery practice guidelines of Uganda (2019) and explored barriers to optimal compliance with these guidelines in private health facilities licensed by the Uganda Nursing and Midwifery Council (UNMC) in Kampala Metropolitan …

Misconduct Among Nurses And Midwives: A Retrospective Descriptive Study Of Cases Handled At The Uganda Nurses And Midwives Council From 2017 To 2021, Barbara Okiror, Christine Nimwesiga, Patience Muwanguzi, Tom Ngabirano, Mercy Muwema

School of Nursing & Midwifery, East Africa

Background: Media reports on the misconduct of nurses and midwives, including cases of fake credentials, drug theft, and incompetence, are on the rise. However, there are no published studies currently addressing this issue in Uganda. Therefore, to inform effective regulation of the profession, we analysed the misconduct cases involving nurses and midwives reported to the Uganda Nurses and Midwives Council between 2017 and 2021.

Methods: The study retrospectively described misconduct cases received and handled at UNMC from 2017 to 2021 and their outcomes. Following total population sampling, data were extracted from case files and then input into a …

The Disconnect Of Moral Accountability: Freedom, Equality, And The Limits Of Punishment, Celine Shiah Choi May 2026

The Disconnect Of Moral Accountability: Freedom, Equality, And The Limits Of Punishment, Celine Shiah Choi

Philosophy Senior Theses

This thesis examines the justificatory foundations of moral accountability as a social practice and the profound disconnect between our ordinary intuitions about justice, the moral attitudes we hold toward one another, and the governing institutional practices of punishment. Drawing on Stephen Darwall's second-person standpoint and P.F. Strawson's account of reactive attitudes, the paper argues that legitimate accountability presupposes two necessary conditions, freedom and equality, understood as the shared capacity of rational agents to recognize moral demands and stand in reciprocal normative relation with one another. Both conditions, however, prove deeply fragile in practice: legal institutions invoke the language of rational …

Maryland Reproductive Freedom And The Full Personhood Of Pregnant People, Margaret E. Johnson May 2026

Maryland Reproductive Freedom And The Full Personhood Of Pregnant People, Margaret E. Johnson

All Faculty Scholarship

Pregnant and birthing people are inappropriately criminalized. Such criminalization is for behavior during their pregnancy that would not otherwise be criminalized, including when there was no harm to the later born baby, and for birth outcomes like miscarriages and still births. Law supports criminalization in part because of the historic legal significance given to fetal “viability” as a demarcation between full personhood rights for pregnant people and the encroachment of fetal “personhood” on those rights. Focusing on Maryland’s new constitutional amendment for reproductive freedom, this essay examines how the new amendment offers promise in restoring the full personhood rights for …

Living With Ai Within The Context Of Higher Education, Terry Jo Smith May 2026

Living With Ai Within The Context Of Higher Education, Terry Jo Smith

i.e.: inquiry in education

This autoethnographic study examines how generative AI has entered higher education, reshaping teachers’ and students’ inner lives, relational practices, and institutional ecologies. Drawing on the author’s embodied experiences within the higher education landscape, the analysis consists of plugging in theory, research, policy, and current events as a means to connect individual experience with broader concepts, events, and structures (Jackson & Mazzei, 2022). The paper maps affective responses such as awe and anxiety, pedagogical tensions such as assessment, transparency, and trust, and political-economic drivers such as capitalism and policy. The study foregrounds methodological reflexivity, arguing that critical autoethnography can surface situated …

Breaking Silos In Educator Learning: A Public-Private Partnership Model, Jesslyn R. Hollar, Chelsea Feusner, Carrie Kracl, Megan Adkins, Shannon C. Mulhearn

Excelsior: Leadership in Teaching and Learning

Early childhood literacy development is a key predictor of long-term academic success, yet many early childhood educators and particularly those in rural education settings lack access to high-quality, evidence-based professional learning. Increasing policy mandates related to the science of reading have intensified the need for coordinated systems between policy, research, and instructional practice. This qualitative program evaluation examines Project RISE (Reading Instructional Strategies for Educators), a statewide professional learning initiative developed through a public–private partnership among a regional university, a state department of education, and an educational industry partner. Drawing on Bronfenbrenner’s Ecological Systems Theory, Wenger’s Communities of Practice, and …
