The major considerations on this subject for a court are whether any limitation on adult uses is based on content, or whether it is based on the secondary effects of these uses on the surrounding community. There have been a number of instances in the last years in which federal courts have found adult use zoning restrictions to be acceptable, if they have been motivated by a desire to protect neighborhood quality, as contrasted with impermissible desire to ban the message purveyed by the adult uses.

This planning report addresses the topic of regional collaboration and examines its latest iteration, which is known as smart growth. Smart growth efforts focus on restoring the urban core as a key component to revitalizing a region. An example of one such collaboration, the Oakland/San Leandro Joint Revitalization Plan, is evaluated to determine how effective an urban partnership can be and what this means for smart growth.

The City of Half Moon Bay is used as a case study for stormwater runoff polices and regulations. In his paper, "Liksom's Short Stories and the Ironies of Contemporary Existence," Chris Pawling examines Rosa Liksom's short stories in her volume One Night Stands. Pawling proposes that Liksom's texts can be understood as postmodern pastiches (Jameson) of different literary voices which in turn are couched in an "affect-less" prose that attempt to inhabit the mental universe of the narrator/protagonist without necessarily endorsing any aesthetic or ethical point of view. Liksom's fictional universe is populated by individuals who are alienated from the life of predictable routines and are searching for "action" in scenes of low life in late-night city bars. …

Effect Of Riparian Land Use On The Biotic Integrity Of Fish Assemblages In Black Creek, Chattanooga, Tennessee, Jerri Leigh Phillips

Black Creek is a third-order Ridge and Valley stream (Tennessee River drainage) in Chattanooga, Tennessee. Most ofBlack Creek's watershed is forested (ca. 71% in 1991 ). However, increasing urban development, particularly along the riparian landscapes, could impact the stream's ecological health. I assessed fish assemblages (biotic integrity), water quality, instream habitat, and riparian land-use features at eight sites in Black Creek, May-June 2000. Water quality conditions (temperature, dissolved oxygen, pH, conductivity) were favorable for stream fishes, but some level of habitat degradation (bank erosion, sedimentation, loss of riparian vegetation) was observed at all sites. Charter schools are a growing force in American education. Parents are demanding a choice in their child's public education. Are charter schools better than traditional public schools? Have charter schools kept their promise?

In the study regular public schools and charter schools were compared along five dimensions: (a) opportunity for learning and access to quality education, (b) innovative teaching methods and participative management, (c) teacher job satisfaction, (d) parent involvement, and (e) school accountability. Existing data from the 1999/2000 Schools and Staffing Survey (SASS) were analyzed with primarily chi-square tests and one t-test. These analyses provided results in relation to …

The purpose of this study is 1) to examine the presence of the antigen in serum by employing a newly developed ELISA immunoassay that quantifies the total antigen and bound antigen (antigen-antibody complex) using polyclonal chicken antibodies directed against an IgM-binding epitope of the new antigen, and 2) to determine the location of the antigen in carcinoma and normal cells. Sera from healthy volunteers (n = 147) and cancer patients (n = 26) were compared for both bound and total antigen concentrations using the new ELISA. The author analyzes Colombia's problems and makes recommendations regarding what it will take to achieve stated U.S. and Colombian objectives in that crisis situation. She also examines the concomitant issue of "spillover" from the Colombian crisis into the rest of the Latin American region. Sickle cell anemia (SCA) is one of the commonly inherited hemoglobinopathies in the Kingdom of Saudi Arabia. It is characterized by periods of remissions and exacerbations called crises as well as certain pathological phenomenon such as acute chest syndrome, priapism, hepatopathy, and cerebrovascular stroke. Blood transfusion (BT) as therapy and prophylaxis in SCA, although was advocated as early as the 19409s, there are still debates regarding its benefits and risks. This is a review of the value of BT in patients with SCA with emphasis on the risks and benefits as well as guidelines towards safe BT.

OBJECTIVE: To compare and evaluate the efficacy and tolerance of intravesical instillation of Bacillus Calmette-Guerin (BCG) and interferon alpha-2b immunotherapy for superficial transitional cell carcinoma (TCC) of the urinary bladder. METHODS: Thirty-five patients with superficial TCC of the urinary bladder, primary and recurrent tumors, stage Ta, T1, and grade 1 and 2, were prospectively enrolled for intravesical immunotherapy at the Armed Forces Hospital, Riyadh, Kingdom of Saudi Arabia between January 1992 and December 2000. OBJECTIVE: To compare the changing trends of uterine rupture in 2 decades along with the maternal and fetal outcome in scarred and unscarred uterus. METHODS: The risk factors of the uterine ruptures, which occurred in the Ministry of Health Hospitals in Bahrain in 2 decades, were analyzed. The maternal and the fetal outcome was compared between the 2 decades (1981-2000) and between the scarred and unscarred uterus. OBJECTIVE: To report the results of repeat intracytoplasmic sperm injection (ICSI) after complete failure of fertilization with initial ICSI. METHODS: The medical records of the couples undergoing repeat ICSI at the Human Reproductive Biology Unit, Soliman Fakeeh Hospital, Jeddah, Kingdom of Saudi Arabia, after complete failure of fertilization by initial ICSI between December 1994 and December 2000 were retrospectively examined. RESULTS: Seven hundred and eighty two oocytes from 146 women failed to fertilize by initial ICSI. The main indications for the procedure were severe oligoasthenoteratozoospermia or azoospermia. OBJECTIVE: The aim of this study was to evaluate the use of direct light microscopy (x 40 objective) of unstained uncentrifuged blood-broth mixtures for rapid detection of microorganisms in blood cultures.
