Comprehensive Community Initiatives (Cci): A Comparison Of Community Implementation Plans, Teri Perkins Jan 2002

Comprehensive Community Initiatives (Cci): A Comparison Of Community Implementation Plans, Teri Perkins

University of Nebraska Public Policy Center: Publications

People in crisis often require multiple community services. A homeless person may need medical health care and behavioral health care, along with shelter. A woman who is the victim of domestic abuse may need help with childcare, transportation, food, and emergency housing. Comprehensive community initiatives (CCIs) attempt to provide this interrelated range of community services.

CCIs developed as a part of community building efforts in the late 1980’s (Kubisch, 1996; Stagner and Duran, 1997). “Comprehensive” can either refer to an initiative that incorporates social, educational, cultural, physical, and economic development in a community or to an initiative whose purpose is …

A Third Theory Of Liberty: The Evolution Of Our Conception Of Freedom In American Constitutional Thought, John Lawrence Hill Jan 2002

A Third Theory Of Liberty: The Evolution Of Our Conception Of Freedom In American Constitutional Thought, John Lawrence Hill

UC Law Constitutional Quarterly

With the publication of Isaiah Berlin's essay, "Two Concepts of Liberty," liberals and their adversaries came to view their respective positions as expressions of a deeper philosophical gulf between two opposed ideas of freedom - what Kant first dubbed the "negative" and "positive" ideas of liberty. Negative liberty, or "freedom from," represented the classical liberal conception of freedom, while positive liberty or "freedom to" is vouchsafed by civic republicans, progressive liberals, socialists and others. Negative liberty was associated with the absence of constraint and, more specifically, with individual rights and limits upon government power while positive liberty was usually interpreted …

Digital Divide: Myth, Reality, Responsibility, Nicholas W. Allard

UC Law SF Communications and Entertainment Journal

The author explores the fundamental benefits of eliminating the digital divide. Improving access to technology is both a positive thing with respect to social conscience, but it is an imperative of democracy, as well as making fundamentally good, hardheaded economic sense. John Nash's game theory applies, expounding the benefits of selfish self-interest for individuals, for social groups and for society as a whole.

The Fcc's Third Report On Broadband Deployment: Inequitable, Untimely And Unreasonable, Allen S. Hammond Jan 2002

The Fcc's Third Report On Broadband Deployment: Inequitable, Untimely And Unreasonable, Allen S. Hammond

UC Law SF Communications and Entertainment Journal

This article challenges the findings of the February 2002 report of the Federal Communications Commission regarding the status of broadband advanced network and high-speed service development in the US. The author questions the reports conclusion that current network development is reasonable and timely, based on both the data itself and contradictory evidence. Further, the Commission's measurement is inadequate to determine the extent of service. The article advocates that inadequate measurements should not be a basis for deregulating the industry at a time when future availability of technology will dramatically impact the lives of many Americans.
