Why Does Voting Get So Complicated? : A Review Of Theories For Analyzing Democratic Participation., Jeff Gill, Jason Gainous Nov 2002

Why Does Voting Get So Complicated? : A Review Of Theories For Analyzing Democratic Participation., Jeff Gill, Jason Gainous

Faculty and Staff Scholarship

The purpose of this article is to present a sample from the panoply of formal theories on voting and elections to Statistical Science readers who have had limited exposure to such work. These abstract ideas provide a framework for understanding the context of the empirical articles that follow in this volume. The primary focus of this theoretical literature is on the use of mathematical formalism to describe electoral systems and outcomes by modeling both voting rules and human behavior. As with empirical models, these constructs are never perfect descriptors of reality, but instead form the basis for understanding fundamental characteristics …

Dual Resident Voting: Traditional Disenfranchisement And Prospects For Change, Ashira Ostrow Nov 2002

Dual Resident Voting: Traditional Disenfranchisement And Prospects For Change, Ashira Ostrow

Hofstra Law Faculty Scholarship

In modern times, a large and growing number of Americans qualify as bona fide residents of two or more locales. These dual residents are subject to local taxes and ordinances and are profoundly affected by policies that concern their second-home community. Yet, in most states, individuals are prohibited from voting in more than one location through voting statutes that equate residence with domicile. Recently, the Second Circuit upheld a New York election law that prevents second-home owners from voting in both of their residential districts. This Note argues that extending the franchise in local elections to individuals who qualify as …

Bad Acts In Search Of A Mens Rea: Anatomy Of A Rape, Robin Charlow Nov 2002

Bad Acts In Search Of A Mens Rea: Anatomy Of A Rape, Robin Charlow

Hofstra Law Faculty Scholarship

This article explores the problem of seemingly bad acts that go unpunished because the actor lacked knowledge of some fact necessary for conviction, most particularly in circumstances in which the harm done and the actor involved seem precisely those that the crime was intended to address. It first dissects an emotionally compelling rape case in which courts used a variety of theories to inculpate a defendant who did not have the mens rea required for the crime. In this first part, it explores the very confused state of the law regarding the mens rea of rape. In the second part, …

Individual-Systemic Violence: Disabled Women’S Standpoint, Maria Barile Nov 2002

Individual-Systemic Violence: Disabled Women’S Standpoint, Maria Barile

Journal of International Women's Studies

This article presents an insider reflection on questions of violence and women with disabilities. We explore reasons for the systemic omission of women with disabilities from mainstream research and from services addressing non-disabled women’s experiences. Several questions are postulated. Has segregation of women with disabilities from the mainstream rendered a large part of their experiences, including the experience of violence, invisible? Have misconceptions about the lives of women with disabilities contributed to exclusionary practices within the women’s movement?

This article further submits that violence against women with disabilities assumes many forms, both individual and systemic. It explores several factors, among …

Historical Perspectives On Violence Against Women, Vivian C. Fox Nov 2002

Historical Perspectives On Violence Against Women, Vivian C. Fox

Journal of International Women's Studies

Three great bodies of thought have influenced western society’s views and treatment of women: Judeo-Christian religious ideas, Greek philosophy and the Common Law legal code. All three traditions have, by and large, assumed patriarchy as natural – that is male domination stemming from the view of male superiority. As part of the culture perpetuated by these ideologies, violence towards women was seen as a natural expression of male dominance. This paper contains three main themes. The first establishes patriarchy as an early pattern of military societies and the subsequent emergence of the Judeo-Christian, Greek and legal cultural paradigm as ideological …

A Reduced Model Clarifies The Role Of Feedback Loops And Time Delays In The Drosophila Circadian Oscillator, Paul Smolen, Douglas A. Baxter, John H. Byrne Nov 2002

A Reduced Model Clarifies The Role Of Feedback Loops And Time Delays In The Drosophila Circadian Oscillator, Paul Smolen, Douglas A. Baxter, John H. Byrne

Faculty, Staff and Student Publications

Although several detailed models of molecular processes essential for circadian oscillations have been developed, their complexity makes intuitive understanding of the oscillation mechanism difficult. The goal of the present study was to reduce a previously developed, detailed model to a minimal representation of the transcriptional regulation essential for circadian rhythmicity in Drosophila. The reduced model contains only two differential equations, each with time delays. A negative feedback loop is included, in which PER protein represses per transcription by binding the dCLOCK transcription factor. A positive feedback loop is also included, in which dCLOCK indirectly enhances its own formation. The model …

A Case Study In Volunteer Management: Volunteer Stress At A Northern California Rape Crisis Center, Holly Tedford Nov 2002

A Case Study In Volunteer Management: Volunteer Stress At A Northern California Rape Crisis Center, Holly Tedford

Master's Theses

This research project is a case study of a rape crisis center's volunteer program. Because the volunteers respond to recent victims of sexual assault in hospital emergency rooms, the study was designed to examine the stressors arising from their confrontation of such emotionally volatile situations. The study focused on the stressors volunteers experienced, how they coped, how the rape crisis center's training program prepared volunteers for job stress, what rape crisis center employees did to mitigate volunteers' job-related stress, and how effective volunteers perceived these efforts to be. The research project also compared the stress experienced by rape crisis volunteers …

A New Electronic Image Array: The Active Pixel Charge Injection Device, George Lungu Nov 2002

A New Electronic Image Array: The Active Pixel Charge Injection Device, George Lungu

Theses

This is a Ph.D. thesis dissertation in which a new type of image sensor is investigated as possible successor to the charge coupled device (CCD) for scientific applications. As a result of the work described in this dissertation, the active pixel charge injection device (AP-CID) has been developed. This device retains most of the positive features of both the charge injection device (CJD) imager (random readout, non destructive readout, antiblooming, increased UV sensitivity, radiation tolerance, low power consumption, low manufacturing price) and the CCD imager (low noise, high dynamic range). The device lacks most of the drawbacks of the aforementioned …

Predicting Bottleneck Bandwidth Sharing By Generalized Tcp Flows, Archan Misra, Teunis Ott, John Baras Nov 2002

Predicting Bottleneck Bandwidth Sharing By Generalized Tcp Flows, Archan Misra, Teunis Ott, John Baras

Research Collection School Of Computing and Information Systems

The paper presents a technique for computing the individual throughputs and the average queue occupancy when multiple TCP connections share a single bottleneck buffer. The bottleneck buffer is assumed to perform congestion feedback via randomized packet marking or drops. We first present a fixed point-based analytical technique to compute the mean congestion window sizes, the mean queue occupancy and the individual throughputs when the TCP flows perform idealized congestion avoidance. We subsequently extend the technique to analyze the case where TCP flows perform generalized congestion avoidance and demonstrate the use of this technique under the Assured Service model, where each …

Lay Theories And Evaluation-Based Organization Of Impressions: An Application Of The Memory Search Paradigm, Yuk-Yue Tong, Chi-Yue Chiu Nov 2002

Lay Theories And Evaluation-Based Organization Of Impressions: An Application Of The Memory Search Paradigm, Yuk-Yue Tong, Chi-Yue Chiu

Research Collection School of Social Sciences

People may believe that personal attributes are fixed entities that cannot be changed (hold an entity theory). Alternatively, they may believe that qualities of a person are malleable (hold an incremental theory). In the present research, the authors used Sternberg's (1966) memory search task to examine entity and incremental theorists' cognitive strategies in memory search. It was hypothesized that entity theorists, who have a greater tendency to make spontaneous evaluation of people, would organize impressions in short-term memory according to whether the stimulus persons are positively or negatively evaluated. Next, they might compare the probe only to the stimulus persons …

Web Classification Using Support Vector Machine, Aixin Sun, Ee Peng Lim Nov 2002

Web Classification Using Support Vector Machine, Aixin Sun, Ee Peng Lim

Research Collection School Of Computing and Information Systems

In web classification, web pages from one or more web sites are assigned to pre-defined categories according to their content. Since web pages are more than just plain text documents, web classification methods have to consider using other context features of web pages, such as hyperlinks and HTML tags. In this paper, we propose the use of Support Vector Machine (SVM) classifiers to classify web pages using both their text and context feature sets. We have experimented our web classification method on the WebKB data set. Compared with earlier Foil-Pilfs method on the same data set, our method has been …

A Visual Tool For Building Logical Data Models Of Websites, Zehua Liu, Wee-Keong Ng, Feifei Li, Ee Peng Lim

Research Collection School Of Computing and Information Systems

Information sources over the WWW contain a large amount of data organized according to different interests and values. Thus, it is important that facilities are there to enable users to extract information of interest in a simple and effective manner. To do this, We propose the Wiccap Data Model, an XML data model that maps Web information sources into commonly perceived logical models, so that information can be extracted automatically according to users' interests. To accelerate the creation of data models, we have implemented a visual tool, called the Mapping Wizard, to facilitate and automate the process of producing Wiccap …

Review Of Stabilization Of Clays And Expansive Soils In Pavements And Lightly Loaded Structures - History, Practice, And Future, Thomas M. Petry, Dallas N. Little

Civil, Architectural and Environmental Engineering Faculty Research & Creative Works

Expansive clay soils-those that change significantly in volume with changes in water content-are the cause of distortions to structures that cost taxpayers several billion dollars annually in the United States. Much has been learned about their behavior over the past 60 years, and relatively successful methods have been developed to modify and stabilize them. This paper reviews some of the key advances developed over the past 60 years in improving our understanding of the nature and methods of modifying and stabilizing expansive clay soils. The state of the practice in stabilization is presented, and practical and research needs to help …

Tax Cuts, Employment And Asset Prices: A Real Intertemporal Model, Hian Teck Hoon, Edmund S. Phelps Nov 2002

Tax Cuts, Employment And Asset Prices: A Real Intertemporal Model, Hian Teck Hoon, Edmund S. Phelps

Research Collection School Of Economics

We determine the effects of a delayed or immediate tax cut with or without a sunset feature in a real customer-market, nonRicardian economy. Our model incorporates both the supply-sider channel, through which reduced wage income taxes stimulate work effort, as well as the Feldstein-Rubin-Summers channel, through which cuts in income tax, in widening the deficit and thus driving up future short real interest rates, has a chilling effect on present and future investment, so reducing growth and employment on that account. After establishing conditions under which fiscal policy is sustainable, we first show that a delayed tax cut may depress …

A Corrected Plug-In Method For The Quantile Confidence Interval Of A Transformed Regression, Zhenlin Yang, Yiu Kuen Tse Nov 2002

A Corrected Plug-In Method For The Quantile Confidence Interval Of A Transformed Regression, Zhenlin Yang, Yiu Kuen Tse

Research Collection School Of Economics

In this paper we propose an analytically corrected plug-in method for constructing confidence intervals of the conditional quantiles of a response variable with data transformation. The method can be applied to (i) a general conditional regression quantile, (ii) a general monotonic transformation, and (iii) a transformation model with heteroscedastic errors. Our results extend those in Yang (2002a), in which the median of a response variable under the Box-Cox transformation with homoscedastic errors was considered. A Monte Carlo experiment is conducted to compare the performance of the corrected plug-in method, the plug-in method and the delta method. The corrected plug-in method …

Motion-Based Video Representation For Scene Change Detection, Chong-Wah Ngo, Ting-Chuen Pong, Hong-Jiang Zhang Nov 2002

Motion-Based Video Representation For Scene Change Detection, Chong-Wah Ngo, Ting-Chuen Pong, Hong-Jiang Zhang

Research Collection School Of Computing and Information Systems

In this paper, we present a new framework to automatically group similar shots into one scene, where a scene is generally referred to as a group of shots taken place in the same site. Two major components in this framework are based on the motion characterization and background segmentation. The former component leads to an effective video representation scheme by adaptively selecting and forming keyframes. The later is considered novel in that background reconstruction is incorporated into the detection of scene change. These two components, combined with the color histogram intersection, establish our basic concept on assessing the similarity of …

Knowledge Discovery From Texts: A Concept Frame Graph Approach, Kanagasabai Rajaraman, Ah-Hwee Tan Nov 2002

Knowledge Discovery From Texts: A Concept Frame Graph Approach, Kanagasabai Rajaraman, Ah-Hwee Tan

Research Collection School Of Computing and Information Systems

We address the text content mining problem through a concept based framework by constructing a conceptual knowledge base and discovering knowledge therefrom. Defining a novel representation called the Concept Frame Graph (CFG), we propose a learning algorithm for constructing a CFG knowledge base from text documents. An interactive concept map visualization technique is presented for user-guided knowledge discovery from the knowledge base. Through experimental studies on real life documents, we observe that the proposed approach is promising for mining deeper knowledge.

Fourt (Or Five) Easy Lessons From Enron, Douglas G. Baird, Robert K. Rasmussen Nov 2002

Fourt (Or Five) Easy Lessons From Enron, Douglas G. Baird, Robert K. Rasmussen

Vanderbilt Law Review

Temptation. It lies at the heart of financial swindles. The promise of 50% returns in three months can lure thousands of investors-so too can a stock that soars 500% in three years. But those who are tempted are often skeptical. Before they invest, they want to know how one can enjoy such supracompetitive returns. The answer usually is a facially plausible story, though with a bit of mystery attached. The mystery is often touted as the reason that the investment opportunity is exclusive to the entrepreneur who discovered it. It is what ensures that the gains are not competed away. …

Corporate Ownership Structure And The Evolution Of Bankruptcy Law: Lessons From The United Kingdom, John Armour, Brian R. Cheffins, David A. Skeel, Jr. Nov 2002

Corporate Ownership Structure And The Evolution Of Bankruptcy Law: Lessons From The United Kingdom, John Armour, Brian R. Cheffins, David A. Skeel, Jr.

Vanderbilt Law Review

The corporate world today subdivides into rival systems of dispersed and concentrated ownership, each characterized by different corporate governance structures. The United States falls into the former category, whereas major industrial rivals such as Japan and Germany are members of the latter. The past decade has seen intense academic debate over possible explanations for the different systems of ownership and control in key developed economies. Anecdotal evidence suggesting that market forces may be serving to destabilize traditional business structures and foster some form of convergence in a U.S. direction has given the controversy powerful current relevance.

For those seeking to …
