Hazardous Heuristics, Cass R. Sunstein Nov 2002

Hazardous Heuristics, Cass R. Sunstein

Public Law and Legal Theory Working Papers

New work on heuristics and biases has explored the role of emotions and affect; the idea of “dual processing”; the place of heuristics and biases outside of the laboratory; and the implications of heuristics and biases for policy and law. This review-essay focuses on certain aspects of Heuristics and Biases: The Psychology of Intuitive Judgment, edited by Thomas Gilovich, Dale Griffin, and Daniel Kahneman. An understanding of heuristics and biases casts light on many issues in law, involving jury awards, risk regulation, and political economy in general. Some attention is given to the possibility of “moral heuristics”—rules of thumb, for …

Exploiting The Synergy Between Peer-To-Peer And Mobile Ad Hoc Networks, Y. Charlie Hu, Saumitra M. Das, Himabindu Pucha Nov 2002

Exploiting The Synergy Between Peer-To-Peer And Mobile Ad Hoc Networks, Y. Charlie Hu, Saumitra M. Das, Himabindu Pucha

Department of Electrical and Computer Engineering Technical Reports

We argue that there exists a synergy between peer-to-peer (p2p) overlay networks for the Internet and mobile ad hoc networks (MANET) connecting mobile nodes communicating with each other via multi-hop wireless links { both share the key characteristics of self- organization and decentralization, and both need to solve the same fundamental problem, that is, how to provide connectivity in a completely decentralized environment. We propose Dynamic P2P Source Routing (DPSR), a new routing protocol for MANETs that exploits the synergy between P2P and MANET for increased scalability. By integrating DSR and a topology-aware structured P2P overlay routing protocol, DPSR limits …

Report On Internship At Jackson Barracks Military Museum, Stan Amerski Nov 2002

Report On Internship At Jackson Barracks Military Museum, Stan Amerski

Arts Administration Master's Reports (1984-2016)

From July through November 2002, the internship which I have been engaged in at Jackson Barracks Military Museum has afforded me opportunity to gain practical experience in both the curatorial and preparatory aspects of museum operations. Jackson Barracks Military Museum is part of a larger state agency, "The Military Directorate" and its governing board is appointed in accordance with state law. Jackson Barracks Military Museum is presently being restructured to acquire certification from the U.S. Army Center of Military History Museum Division. Katz in "Museum Trusteeship: The Fiduciary Ethic Applied" The Journal of Arts Management and Law (73) writes that …

European Adaptation To Expeditionary Warfare: Implications For The U.S. Army, Andrew M. Dorman Dr. Nov 2002

European Adaptation To Expeditionary Warfare: Implications For The U.S. Army, Andrew M. Dorman Dr.

Books, Monographs & Collaborative Studies

The author briefly examines the European response to the changing security environment and the opportunities presented by the European Security and Defense Policy Expeditionary Force. As he correctly observes, the establishment of a European expeditionary force will be no easy matter, will require substantial investment, and will take years to complete. However, it is the right course for Europe to take. The European Union (EU) cannot manage emerging security issues using Cold War legacy forces because they are too ponderous to deploy. A lighter, more nimble expeditionary force is critical to EU policy. The author also points out that the …

This volume consists of revised versions of papers presented at conference sponsored by the Asia/Pacific Research Center and the Center for International Security and Cooperation of Stanford University, and the U.S. Army War College's Strategic Studies Institute on January 4-5, 2002. While there are numerous ways to approach the question of "whither South Asia?" the conference organizers decided to focus on the future of strategic balances and alliances in the region, with 2020 as the target date. This choice of topic allowed the conference participants to talk not only about the patterns of amity and enmity within the region, but …

Detection Of Phosphorus And Nitrogen Deficiencies In Corn Using Spectral Radiance Measurements, S.L. Osbourne, James S. Schepers, D. Francis, Michael R. Schlemmer Nov 2002

Detection Of Phosphorus And Nitrogen Deficiencies In Corn Using Spectral Radiance Measurements, S.L. Osbourne, James S. Schepers, D. Francis, Michael R. Schlemmer

Department of Agronomy and Horticulture: Faculty Publications

Applications of remote sensing in crop production are becoming increasingly popular due in part to an increased concern with pollution of surface and ground waters due to over-fertilization of agricultural lands and the need to compensate for spatial variability in a field. Past research in this area has focused primarily on N stress in crops. Other stresses and the interactions have not been fully evaluated. A field experiment was conducted to determine wavelengths and/or combinations of wavelengths that are indicative of P and N deficiency and also the interaction between these in corn (Zea mays L.). The field experiment …

The Efficacy Of A Management Protocol In Reducing Emergency Visits And Hospitalizations In Chronic Asthmatics, Omer S. Alamoudi Nov 2002

The Efficacy Of A Management Protocol In Reducing Emergency Visits And Hospitalizations In Chronic Asthmatics, Omer S. Alamoudi

Saudi Medical Journal

OBJECTIVE: To assess whether a simple protocol used in the outpatient’s asthma clinic was effective in reducing emergency room (ER) visits and hospitalizations in chronic asthmatics during a year of follow-up, and to evaluate which type of asthmatics, according to severity of asthma, may benefit more from the protocol. METHODS: Prospective assessment of a simple protocol (consisted of combined medical and educational aspects in the form of corticosteroids inhalation as a monotherapy and correction of the pitfalls of inhalation technique) in reducing ER visits, and hospitalization in chronic asthmatics. It was performed in the outpatients asthma clinic at King Abdul-Aziz …

Temporal Spans In Talk: Doing Consistency To Construct Fair Organization, Jeanie M. Forray, Jill Woodilla Nov 2002

Temporal Spans In Talk: Doing Consistency To Construct Fair Organization, Jeanie M. Forray, Jill Woodilla

WCBT Faculty Publications

It is generally understood that time, among its other aspects, is a resource in organizational life. In this paper, we take an interpretive perspective to this notion by considering temporality as a verbal resource in the work of organizing. We introduce the concept of 'temporal span' and discuss the ways in which temporal spans serve to establish consistency as an ongoing attribute of organizational reality. Empirical examples drawn from an ethnomethodological study of human resource managers demonstrate interactions during which these managers invoke temporal spans to construct 'fair organization'. We discuss the use of temporality as a verbal resource with …

Defending Against Redirect Attacks In Mobile Ip, Robert H. Deng, Jianying Zhou, Feng Bao Nov 2002

Defending Against Redirect Attacks In Mobile Ip, Robert H. Deng, Jianying Zhou, Feng Bao

Research Collection School Of Computing and Information Systems

The route optimization operation in Mobile IP Version 6 (MIPv6) allows direct routing from any correspondent node to any mobile node and thus eliminates the problem of "triangle routing" present in the base Mobile IP Version 4 (MIPv4) protocol. Route optimization, however, requires that a mobile node constantly inform its correspondent nodes about its new care-of addresses by sending them binding update messages. Unauthenticated or malicious binding updates open the door for intruders to perform redirect attacks, i.e., malicious acts which redirect traffic from correspondent nodes to locations chosen by intruders. How to protect binding update messages to defend against …

Special Feature: The Swiss In Eighteenth-Century South Carolina: Response To Kristina Marcy's "Review Essay", Carol Williams

Swiss American Historical Society Review

Like most white South Carolinians of my generation, I have various strands of European ancestry: Scots-Irish, English, German, Swiss, and since my name is "Williams," probably Welsh by way of England, then Ulster. However, it was the Swiss strand that I was most conscious of when growing up because I knew a little more about it. A grandmother often talked to us children about "our people," about "dear old Grandfather," whose own grandfather had come from Switzerland in the mid-eighteenth century: George Sightler (Seitler, Siteler, Sitler); and we had a written history of his family in South Carolina.

Managers' Fiduciary Duty Upon The Firm's Insolvency: Accounting For Performance Creditors, Alon Chaver, Jesse M. Fried Nov 2002

Managers' Fiduciary Duty Upon The Firm's Insolvency: Accounting For Performance Creditors, Alon Chaver, Jesse M. Fried

Vanderbilt Law Review

A corporation's managers generally owe a fiduciary duty to the corporation and its shareholders. Legal scholars interpret this duty as requiring the managers to maximize shareholder value. When a firm is solvent, the obligation to maximize shareholder value tends to give managers an incentive to deploy firm assets efficiently-that is, in a way that maximizes total value.

When a firm is insolvent, however, the duty to maximize shareholder value could lead managers to take actions that reduce the value of debt more than they increase the value of equity and therefore reduce total value. Accordingly, a number of courts have …
