Leon Billings was born in Helena, Montana on November 19, 1937. His parents were Harry and Gretchen Billings. His father was an editor and publisher of a progressive newspaper; his mother was a crusading journalist. He graduated from high school in Helena, Montana in 1955, and then attended Reed College for one year in Portland, Oregon. He completed his undergraduate studies and took graduate courses toward an M.A. at the University of Montana at Missoula. Billings worked as a reporter and organizer for farm groups in Montana and California. He met his first wife, Pat, in California. They married in …

Bacterial diseases of plants are less prevalent than diseases caused by fungi and viruses. Antimicrobials for prophylactic treatment of bacterial diseases of plants are limited in availability, use, and efficacy, and therapeutic use is largely ineffective. Most applications are by spray treatments in orchards. Monitoring and surveillance for drug resistance are not routinely done. In the United States, data on use of antimicrobials for treatment of bacterial diseases of plants are limited to streptomycin and oxytetracycline. Resistance to streptomycin has become widespread among bacterial phytopathogens; no resistance among these bacteria has yet been reported for oxytetracycline. No human health effects …

Land Inheritance Rules: Theory And Cross-Cultural Analysis, Matthew Baker, Thomas J. Miceli

This paper develops a general theory of land inheritance rules. We distinguish between two classes of rules: those that allow a testator discretion in disposing of his land (like a best-qualified rule), and those that constrain his choice (like primogeniture). The primary benefit of the latter is to prevent rent seeking by heirs, but the cost is that testators cannot make use of information about the relative abilities of his heirs to manage the land. Recent scientific studies have indicated that anrphibian populations appear to be declining in many areas of the world or exhibiting local population fluctuations. Some of the reasons given for this population decline are associated with land usage, and the negative biological impacts of many forms of land management practices. A study was conducted at the Callaway Gardens Extended Properties in Pine Mountain Georgia which compared the local aquatic salamander populations of five spring -fed streams in the Cason J. Callaway Memorial Forest, and five spring-fed streams in the Lower Valley Area. Using a cat ch-per-unit -effort sampling methodology, a comparison …

Publications

Masting, the intermittent production of large flower or seed crops by a population of perennial plants, can enhance the reproductive success of participating plants and drive fluctuations in seed-consumer populations and other ecosystem components over large geographic areas. The spatial and taxonomic extent over which masting is synchronized can determine its success in enhancing individual plant fitness as well as its ecosystem-level effects, and it can indicate the types of proximal cues that enable reproductive synchrony. This paper, Crossing the Gender Barrier - a History of Male Nurses in Manitoba, Canada, will examine the role of men in a female-dominated profession. There is a distinct lack of historical writing on male nurses. Nursing historiography has generally focused on the women who constitute the majority of nurses. Indeed, much of the literature comes from within the nursing profession and the field of sociology, most of which lack an historical emphasis.

The Boundaries Of Liberalism In A Global Era: A Critique Of John Stuart Mill, Chris Daly

The following study examines three works of John Stuart Mill, On Liberty, Utilitarianism, and Three Essays on Religion, and their subsequent effects on liberalism. Comparing the notion on individual freedom espoused in On Liberty to the notion of the social welfare in Utilitarianism, this analysis posits that it is impossible for a political philosophy to have two ultimate ends. Thus, Mill's liberalism is inherently flawed. As this philosophy was the foundation of Mill's progressive vision for humanity that he discusses in his Three Essays on Religion, this vision becomes paradoxical as well. Agricultural land values and cash rental rates in South Dakota, by region and by state, are the primary topics of this report, which is written for farmers and ranchers, landowners, agricultural professionals (lenders, rural appraisers, professional farm managers, Extension agents, and educators), and policy makers interested in agricultural land market trends. This report contains the results of the 2002 SDSU South Dakota Farm Real Estate Market Survey, the 12th annual SDSU survey developed to estimate agricultural land values and cash rental rates by land use in different regions of South Dakota.

Context Effects And Lexical Ambiguity Processing: An Activation-Based Account, Frazier Orgain

Many studies have been conducted to test the effects of ambiguous words in sentence processing. There are two views: the modularity hypothesis and the interactive hypothesis that dominate this field of study. The effect of ambiguity has been tested in many ways, including gating, cross-modal priming, naming, and self-paced reading. This utilizes the methods of self paced reading with lexical decision and naming tasks to examine the hypotheses as they relate to the access period of lexical differentiation. Results indicate that context has an immediate effect, after which participants look to other factors to discern meaning of a sentence. Details …

Federal Communications Law Journal

The federal judiciary recently embraced the technological revolution. Select courts are now equipped with state-of-the-art technology to aid in trial presentations. Before the judiciary made the improvements, litigants had to keep pace with the technological advancements themselves, often at a great cost. One might think that the recent technological improvements made to federal courtrooms would have widened the gap between large and small firms where the available resources are vastly different, but that is not the case. In fact, the installation of new technology into courtrooms serves to equalize what would otherwise be a "digital divide."

This report describes Missouri River activities and results related to a channelized Missouri River creel survey conducted from 31 March through 12 October 2001. This is the second of a planned annual creel survey to be conducted on alternating sections of the channelized Missouri River to measure changes in recreational fishing activity, especially those changes due to large scale habitat restoration efforts. Future reports will contain additional analyses of these data. Anglers spent over 22,000 hours fishing the Missouri River from Camp Creek (rkm 883.5) to the Kansas state line (rkm 790.2) during the survey period. Effort peaked during the …
