Problem. Statement Local government officials are faced with ever-increasing citizens' demands and unfunded Federal and State mandates while competing with neighboring governments for dwindling federal and state monies. Both of these tend to fuel intergovernmental conflicts. Research is necessary, therefore, to determine the most effective ways of addressing the alarming rate at which intergovernmental conflict is occurring in order to meet the needs of local government officials.

Adequate friction resistance is needed to prevent pavement slipperiness allowing vehicles to stop in a reasonable distance. For stone mastic asphalt surfaces, friction resistance is mainly a function of the interaction between the aggregates exposed at the road surface and vehicle tires. Aggregate performance is reduced with time by wear and polishing as a consequence of vehicular traffic. In this research a method to investigate performance based on physical, chemical and petrographic factors has been evaluated. Low-cost alternatives to traditional modular facing reinforced soil retaining walls were reviewed, on the basis of published data and information. Technological information, design methods and observed performance of segmental facing reinforced soil walls were used for this review. Guidelines are proposed for selection, design and construction of such retaining walls, within a limited range of conditions, in Indiana highway projects.

This report is an overview of the research that was performed for the Indiana Department of Transportation (INDOT) concerning the performance of bridge deck expansion joints. The purpose of the research is to evaluate several types of joints currently in use and also provides the evaluation criteria for rating the joint condition. The types of joints investigated are Compression Seal (B.S.) joint, Strip Seal (S.S.) joint, Integral Abutment Jointless (I.A.) joint, Poured Silicone (XJS) joint, and Polymer Modified Asphalt (LDI and PaveTech) joint. Increasing traffic volumes and declining resources have led to a need for innovative winter maintenance strategies, techniques, equipment and materials while not sacrificing the safety of the traveling public. Any reduction of salt usage will ease fund for other maintenance operations while minimizing salt runoff on surface and ground waters and effect of road salt on roadside vegetation. Detailed investigations of pile foundations affected by earthquakes around the world since the 1960’s indicate that pile foundations are susceptible to damage to such a degree that the serviceability and integrity of the superstructure may be affected. Although numerous cases of seismically damaged piles are reported, the detailed mechanisms causing the damage are not yet fully understood. As a consequence, an effective seismic design of pile foundations has not been yet established in practice. Many road bridge structures supported on piles exist in southern Indiana. This dissertation makes contributions to areas of research on planning with POMDPs: complexity theoretic results and heuristic techniques. The most important contributions are probably the complexity of approximating the optimal history-dependent finite-horizon policy for a POMDP, and the idea of heuristic search over the space of FFTs.

Problem. Past research provides information on stress and its relationship to the law enforcement officer's coping mechanisms. However, there is no research on how the element of moral reasoning relates within the conceptual framework of Police stress and coping. This present study investigated the relationship between police stress and moral reasoning, coping mechanisms, and selected demographic variables among police officers.

Even in a climate of increased cooperation among regulatory authorities, jurisdictional conflict remains a prominent aspect of cross-border antitrust regulation. Much of this conflict is generated by private litigation - that is, lawsuits initiated under U.S. antitrust law by private attorneys general rather than by the government. This article examines two strands of jurisprudence relevant to the role of the private attorney general in cases with international aspects. First, it analyzes the cases, involving actions based on statutory violations of the antitrust laws, in which the extraterritorial reach of U.S. antitrust law has been delimited. Problem. More and more alcohol and drug users are coming into contact with the criminal justice system. Some of these individuals may have comorbid mental health issues. This present study sought to determine whether the New Avenues Substance Abuse Treatment Program, housed at the Correctional Work Center, Davidson County, Tennessee, did, in the course of treatment, have an impact on the anxiety, depression, and locus of control of those individuals completing the program.

This dissertation analyzes Thomas Oden's theological method in order to understand its structural elements, and thereby, to facilitate a clearer comprehension of his commitment to the classic Christian tradition in the context of the increasing contemporary emphasis on postmodernism in Protestant theology. Given Oden's affirmation of the Christian tradition and his simultaneous commitment to postmodern sensitivities, the dissertation strives to examine how Oden is able to harmonize what essentially appears to be a dialectical situation. This study investigates the role of creation thought in Isaiah in order to determine its relationship to Isaiah's concept of God as creator, especially as it pertains to his salvific work for and through Israel. This investigation is carried out in three steps. First, Isaiah's use of creation language, which involves specific explicit creation terms and implicit references (metaphors), is investigated. Second, selected creation texts, namely, 4:2-6; 43:1-7; 44:24-45:25; and 65:17-25, are exegeted. This study explores Avery Robert Dulles's views regarding the nature of doctrinal authority in the Roman Catholic Church, and particularly the relationship between the hierarchical magisterium and theologians, with special focus on the apparent disparity between his early post-Vatican II views and his recent views.

To attain this goal, Dulles's convictions were considered in the context of his doctrine of the Church, and, whenever relevant, from the perspective of his overall theological system, without neglecting the presuppositions undergirding his ideas and the methodologies used to support them. This article responds to Professor Mark Tushnet's article, "The Redundant Free Exercise Clause?" Although its analysis and specific conclusions are distinctive, the article reaches a general conclusion similar to Tushnet's - namely, that the contemporary Free Exercise Clause is largely redundant, in that it provides little protection that is not afforded independently by other First Amendment doctrines. The article first contends that the core principle of the contemporary Free Exercise Clause, the nondiscrimination requirement of Employment Division v. Smith, might be subsumed, perhaps entirely, within the free speech principle that disfavors content discrimination. To that extent, the Free Exercise Clause …

The problem. Either because of methodological flaws or because of inadequate databases, Greek manuscripts of 1 Peter have not been satisfactorily examined. This study is an attempt to establish a better textual critical method and to apply it to a larger database. The method identifies new statistical techniques that facilitate quantitative analysis, necessary to establish the tentative groups that are used for the profiling of manuscripts.

Problem. This study explored the function of adages in intergenerational value transmission in an Ecuadorian family. Drawing on the richness of Hispanic culture, the study documents a method used by parents and grandparents to pass on their wisdom to younger generations.

Problem. Cooperative learning is attempted by placing students in group learning situations in which they receive assignments without a structured group or team-formation process. This study evaluated the effectiveness of the BcubeTM process with college students as a method of bringing together individuals of varied backgrounds to form cooperative- learning teams. The purpose of this study was to examine the current experiences of women involved in farming and ranching in North Dakota. Specifically, women from across the state of North Dakota were interviewed to further our understanding of their lives as they experienced and reacted to the changing nature of agriculture. Interviewing was employed as the primary method of investigation to allow the women's voices to be conveyed directly to others.
