Time-Varying Mortgage Prepayment Penalties, Austin Kelly, V. Carlos Slawson

Recent empirical findings reveal that prepayment decisions of commercial property owners are slower than predicted by the pure options-pricing model (OPM). Borrower decisions appearing slow, however, may be quite rational when prepayment penalties of a time-varying nature are incorporated into the OPM. This article uses a competing risks OPM, adjusted for each of four different categories of prepayment penalties, to analyze borrower prepayment behavior. We find the value of delaying prepayment is often higher for mortgages with declining-rate penalties than for mortgages with static-rate penalties, frequently requiring a substantially higher interest rate spread to trigger a refinance. This study examined the implementation of the least restrictive environment (LRE) provision of the Individuals with Disabilities Education Act (IDEA) for secondary students with learning disabilities on Guam. The research questions for the study addressed the following areas: (a) perceptions of the definition of LRE, (b) factors influencing the implementation of LRE, and (c) determination of LRE in relation to the national trends and literature. This research attempts to create an understanding of generationality as it applies to successive black mayors in the urban setting. At a glance, the first black mayors of Atlanta, Detroit, and St. Louis received criticism for being anti-white and using racial conflict to accomplish their goals of diversifying the decision-making elites in each city. The black mayors immediately following in each city were criticized in the black community as being too accommodating to white interests as they attempted to find racial balance in the decision-making elite.

My research will entail examining the budget processes of Kalamazoo, Michigan, and Fairfield, California. The difference between these two cities and their budgets is that Fairfield implemented an expenditure control budget, and Kalamazoo operates with a traditional budget. The purpose of this Master’s Thesis is to compare and contrast Fairfield's performance with their expenditure control budget to Kalamazoo, a city of approximately the same size in terms of population, square mileage, and local governance as Fairfield, but operates with a traditional city budget.

Improvement in the rate of learning on acquisition programs for individuals diagnosed with autism often depends on the quality of instruction delivered by direct-care staff The present study evaluated the effectiveness of a performance analysis on targeting environmental variables that were maintaining less than optimal staff performance for a least-to-most prompting procedure used to teach a hand-washing task to preschool children diagnosed with autism. Direct observations of technician/child dyads were followed by informant interviews with technicians, supervisors, and other key staff members that pinpointed variables that were maintaining/hindering staff compliance with a prompting procedure designed to promote child acquisition of …

Comparison Of Instream Methods For Measuring Hydraulic Conductivity In Sandy Streambeds, Matthew K. Landon, David L. Rus, F. Edwin Harvey

Streambed hydraulic conductivity (K) values were determined at seven stream transects in the Platte River Basin in Nebraska using different instream measurement techniques. Values were compared to determine the most appropriate technique(s) for use in sandy streambeds. Values of K determined from field falling- and constant-head permeameter tests analyzed using the Darcy equation decreased as permeameter diameter increased. Seepage meters coupled with hydraulic gradient measurements failed to yield K values in 40% of the trials. Consequently, Darcy permeameter and seepage meter tests were not preferred approaches. Overview material for the Special Session (Tuning Fuzzy Controllers Using Adaptive Critic Based Approximate Dynamic Programming) is provided. The Dual Heuristic Programming (DHP) method of Approximate Dynamic Programming is described and used to the design a fuzzy control system. DHP and related techniques have been developed in the neurocontrol context but can be equally productive when used with fuzzy controllers or neuro-fuzzy hybrids. This technique is demonstrated by designing a temperature controller for a simple water bath system. In this example, we take advantage of the TSK model framework to initialize the tunable parameters of our plant model with reasonable …

The Poverty Of Hard Work: Multiple Jobs And Low Wages In Family Economies Of Rural Utah Households, Christina E. Gringeri

The Journal of Sociology & Social Welfare

The combination of paid work and poverty, or near poverty, is a growing problem in the United States, one of which is often accentuated by residence in rural, low-wage communities where underemployment is more prevalent than in metropolitan areas. This paper examines the experiences of sixty rural families with inadequate employment using data from ethnographic interviews with a particular focus on the strategies they use to meet their family's needs in spite of low-wage work.

The Journal of Sociology & Social Welfare

Economic globalization has been described as the "most fundamental redesign of the planet's political and economic arrangements since as least the industrial revolution" (Mander, 1996). This article explores its implications in the lives of a group of women casino workers. Based on a qualitative study in which data were collected from key informants, focus groups of community leaders and professionals, and in-depth interviews with women casino workers themselves, the study attempts, in the spirit of C. Wright Mills (1959) and social work's tradition of person-in-environment, to connect "the patterns of [individual] lives and the course of world history."

Few images slice as deeply into our self-image as a fair society than that of a defendant on trial for his very life depending upon the services of an attorney who naps throughout the proceedings. Although this scenario is not new, the courts have yet to resolve definitively how they should respond to a defendant burdened with snoozing counsel. This note discusses the outcome of the latest attempt.
