Dial 911 And Report A Congressional Empty Promise: The Wireless Communications And Public Safety Act Of 1999, Peter P. Ten Eyck

Designed to promote the prompt deployment of a seamless emergency services infrastructure to meet the nation's safety needs, the 911 Act not only instructs the FCC to assign the abbreviated dialing code 911 for use as the universal emergency telephone number, but also directs the Commission to establish appropriate transition periods for compliance in areas without 911 service. Furthermore, the 911 Act supports individual states' efforts to develop comprehensive emergency communications. Although improving the 911 system and saving lives by developing an end-to-end emergency communications network are commendable goals, this Note argues that the anemic 911 Act is an important …

The Persistence Of The Dirigiste Model: Wireless Spectrum Allocation In Europe, À La Francaise., Russell Carlberg

This Note examines spectrum allocation for 3G mobile wireless networks in Europe in light of larger EC telecommunications and competition policies. The European Commission has allowed each member state to allocate spectrum to firms in two ways: (1) by the free market auction; and (2) by the "beauty pageant" method by which firms submit detailed proposals to the government, and government bureaucrats make the final selections. This Note focuses on France as the prime example of the beauty pageant method, and argues that, despite the "excesses" of the prices of spectrum on the free market auctions, the beauty pageant method …

The Private Workplace And The Proposed “Notice Of Electronic Monitoring Act”: Is “Notice” Enough?, Nathan Watson

On July 20, 2000, an interesting mix of federal legislators proposed legislation that would affect monitoring of employee communications and computer usage in the workplace. Had it passed, NEMA would have required employers to notify their employees if they wished to conduct surveillance of their employees' electronic mail ("e-mail") or other electronic communications. Employer groups succeeded in convincing the Judiciary Committee to pull the bill from further consideration, citing a potential increase in litigation and more work for human resources professionals. The debate over including asset prices in the construction of an inflation statistic has attracted renewed attention in recent years. Virtually all of this (and earlier) work on incorporating asset prices into an aggregate price statistic has been motivated by a presumed, but unidentified transmission mechanism through which asset prices are leading indicators of inflation at the retail level. This paper takes an alternative, longer-term perspective on the issue and argues that the exclusion of asset prices introduces an excluded goods bias in the computation of the inflation statistic that is of interest to the monetary authority. Using spin-polarized inverse photoemission and X-ray absorption spectroscopy techniques, we show that the electronic structure of La0.65Pb0.35MnO3 thin films depends on the composition at the surface. With a gentle annealing procedure, the surface provides a maximum of 80% spin asymmetry at 0.5 eV above the Fermi level in spite of extensive Pb segregation. A heavily annealed (restructured) surface exhibits a reduced surface "ordering" temperature of 240 K (compared to the approximately 335 K bulk value) as well as a reduced spin asymmetry value of 40% at 0.5 eV above Fermi energy.

During the morning hours of 8 March 1999, freezing precipitation fell over portions of western Nebraska, including the communities of McCook, North Platte and Valentine between midnight and 10:00 A.M. CST. The freezing precipitation resulted in dangerous travel conditions, causing several automobile accidents, along with the delay and temporary closing of area public schools 8 March 1999. The freezing rain changed over to snow later the same morning.
A forecast for snow, rather than freezing precipitation, was issued by the local forecast office. The forecast issued was based predominately on numerical weather prediction guidance, and the observed temperature profile of …

Filamentous fungi form multicellular hyphae that are partitioned by septa. In A. nidulans, septum formation requires the assembly of a septal band following the completion of mitosis. Recent observations show that this band is a dynamic structure composed of actin, a septin and a formin. In addition, assembly is dependent upon a conserved protein kinase cascade that regulates mitotic exit and septation in yeast. Hyphal differentiation may reflect the regulation of this cascade by cyclin-dependent kinase activity. In this review, the dynamics and regulation underlying the assembly of the septal band are discussed.
