Commercial gambling in the United States is a mammoth industry. In the past few decades, the United States developed from a country with few gambling options to one permitting some form of legalized gambling in almost every state. Presently, a new wave of technology affects this industry. Legislators and regulators must deal with the phenomenon of Internet gambling. This Note asserts that Internet gambling must be curbed to lessen its negative impact on the American economy. For more than half a century, a desire for "diverse and antagonistic sources" has been a fundamental principle of communications policy in the United States. Many question, however, whether current FCC policies intended to foster diversity of news and views in the content of the mass media actually do so. This Note argues that because of the limited resources of the SEC, the demanding requirements to prove misrepresentation, the current lack of cooperation between federal and state securities regulators, and a perverse admiration for fraud masterminds, illegal stock price manipulators will continue to profit from unsuspecting investors. Various measures to curb Internet fraud, however, are currently being pondered by industry experts. Among the most effective and realistic are, in order: increasing investor education and awareness, increasing the SEC's "firepower," increasing penalties and jail time for offenders, furthering coordination of federal and state efforts, and creating a "seal of approval" for …

Building applications with mobile agents often reduces the bandwidth required for the application, and improves performance. The cost is increased server workload. There are, however, few studies of the scalability of mobile-agent systems. We present scalability experiments that compare four mobile-agent platforms with a traditional client/server approach. The four mobile-agent platforms have similar behavior, but their absolute performance varies with underlying implementation choices. Our experiments demonstrate the complex interaction between environmental, application, and system parameters.

Mammary Gland Cell Death Also Involves Lysosomal Autophagy, Reginald Halaby

The mammary gland undergoes apoptosis when estrogen ablation occurs, either naturally or enforced. The gland is known to execute the apoptotic process post weaning. Although the involuting mammary gland displays the characteristic biochemical features of apoptosis, including DNA fragmentation, chromatin condensation, and the formation of apoptotic bodies, it also shows evidence of an autophagic death. In this report, apoptosis of the gland was induced by removing the pups from their nursing mothers. In particular, we show that lysosomes increased in size and number, and moved from basal to apical regions in dying rat mammary gland cells. Lysosomal enzyme activities were …

METHODS: A retrospective review of hospital case notes of all children with acute splenic sequestration in sickle cell disease, was carried out in the Pediatric Hematology unit at Madina Maternity & Children9s Hospital between 1993 through to 2000. Colorimetric Tolerances Of Various Digital Image Displays, Jason Gibson

Theses

Visual experiments on four displays (two LCD, one CRT and hardcopy) were conducted to determine colorimetric tolerances of images systematically altered via three different transfer curves. The curves used were: Sigmoidal compression in L*, linear reduction in C*, and additive rotations in hab. More than 30 observers judged the detectability of these alterations on three pictorial images for each display. Standard probit analysis was then used to determine the detection thresholds for the alterations. It was found that the detection thresholds on LCD's were similar or lower than for the CRT's in this type of experiment. Summarizing pixel-by-pixel image differences …

Any discussion of export controls needs some context. How did the current system evolve? What is it intended to protect? More than two decades ago, during the height of the Cold War, a well-placed spy told us that more than 5,000 Soviet war systems depended on U.S.-made parts. To throw sand in the communist machine, Richard Perle, then in the Reagan administration, conceived of a system of export control licenses, with accompanying stiff financial and jail penalties, to stop American companies from exporting anything that might conceivably be of technological value to the Soviets.
