Concern over the increasing spread of invasive species and the potential impacts of those species on native communities has been the subject of several books and hundreds of research papers in recent years. President Clinton's Executive Order on invasive species in February1999 raised national attention to this issue. Natural resource agencies have been plagued by an ever-increasing number of invasive species and now consider this issue the second most important problem (after habitat loss) in their fight to maintain some semblance of natural communities on this planet. I am delighted to be here with you today to discuss the rapidly accelerating damage that invasive exotic plants are inflicting on natural areas in this country. This problem may seem overwhelming, but you need not despair because there are economical, realistic, and effective strategies available to meet this challenge.

There are two purposes to this presentation: to give you information you can use to convince others that invasive exotic plants are seriously harmful, and to suggest that we can win this war on invasive exotic plants if we engage enough of the right people.

An Overview And Management Plan Of Iowa's Non-Native, Invasive, Terrestrial Forbs, Deborah Q. Lewis, Richard O. Pope

Non-native, invasive forb species have been a problem in Iowa since the earliest decades of Iowa's European settlement. The history of studies of Iowa's invasive plants began with L. H. Pammel, and these studies continue to present. Three tables cite the occurrence of many of these species in the state, with Table 1 listing 93 non-native forbs reported by Pammel, Table 2 citing ten invasive forbs of natural areas, and Table 3 adding 38 observed or potential aggressive species of Iowa's anthropogenic and natural areas.

We compared two floras compiled in Ames, Iowa: (1) an "historic" flora based on two published floras (1871, 1890) and on 1450 herbarium voucher specimens of plants collected in Ames between 1859 and 1899, and (2) a "current" flora compiled by us during recent fieldwork (1990-2000). Our goals were to determine 1) long-term changes in composition (i.e., the proportion of native species) over time, 2) long-term changes in the abundance of individual plant species over time, and 3) the extent of gains and losses of native and non-native plant species. Purple loosestrife (Lythrum salicaria) is an invasive plant species infesting wetlands in North America. Biodiversity and wetland habitat quality are reduced following purple loosestrife establishment. Several management tactics, including cultural, mechanical, and chemical controls, have had limited success in reducing the spread of purple loosestrife. Beginning in the 1990s, a biological control program has introduced several species of natural enemies from Europe that feed on purple loosestrife. Since 1994, Iowa State University has reared and released two species of beetles that feed on purple loosestrife, Galerucella calmariensis and G. pusilla. Iowa's forest resources of primarily deciduous trees covers over 0.8 million hectares (2 million acres) of upland and floodplain sites too steep or too wet for traditional row crop agriculture. These limited natural forests along with urban trees and shelterbelts plantings of trees are critical for environmental and economic enhancement in the state. Although not yet established in the state, exotic insects, such as gypsy moth, Asian longhorned beetle, and pine shoot beetle, threaten native tree vitality. Established exotic diseases such as oak wilt and Dutch elm disease continue to plague the survival of Iowa's oak and elm resources, respectively. …

Non-Native Amphibians And Reptiles In Iowa, James L. Christiansen

Only a few species appear as introductions into Iowa in the last 30 years. The bullfrog, Rana catesbeiana, was systematically introduced along with fish stocked from hatcheries in the 1930s and this species continues to spread in northern Iowa where it poses a hazard to smaller frogs. Turtles sold as pets, primarily map turtles (Graptemys pseudogeographica and G. geographica) and red-eared turtles (Trachemys scripta) continue to be found in scattered ponds, usually rural, throughout the state. The eastern box turtle (Terrapene carolma) has been reported in or on the edge of most major Iowa cities even though no breeding population …

Invasive Birds In Iowa: Status, Problems, And Threats, James J. Dinsmore

A total of 18 invasive bird species has been introduced into or have expanded their range to include Iowa. These include ten non-North American species, one North American species that has been displaced and now is established in Iowa, and seven native species that have been released to reestablish Iowa populations. Twelve of those are regularly occurring species in Iowa, and they comprise 3.0% (12 of 404) of the species known from Iowa and 5% (10 of 199) of Iowa's nesting avifauna. This work presents a review of applicable sewer rehabilitation options using trenchless technology in Malaysia. The typical problems faced in wastewater collection systems are analysed and factors that determine the selection method are outlined. This study also highlights the necessary steps to be taken prior to the rehabilitation work. The trenchless technology reviewed here comprises repair, renovation and replacement options. The cost-effectiveness of different rehabilitation methods was identified to assess the economic viability of various options in the Malaysian context. A total of 2193 tumours of the mouth and jaw diagnosed at the Laboratorium Patologi Anatomi Fakultas Kedokteran Universitas Airlangga, Indonesia from 1987 to 1992, inclusive, was studied. Malignant tumours constituted 45.3 of the lesions. Almost 71 of the malignant tumours were squamous cell carcinomas. The remainder were salivary gland tumours (21.5) and sarcomas (4.5). The male to female ratio for malignant tumours was 5.1:4.7. The incidence of malignant tumours per 100,000 population over the 6-year study period was 2.64. The yearly incidence seemed to increase except in 1990, when it dropped. The incidence of squamous cell carcinoma over the …

This study evaluates the content and design of academic library Web sites in Malaysia and uses a mixed-method approach that combines both quantitative and qualitative analyses of academic library Web sites evaluation. A total of twelve library Web sites of public and private institutions of higher learning were selected for evaluation. Thefindings reveal that the academic libraries in Malaysia generally have set up well-designed and useful Web sites. A few academic library Web sites, however, have very simple and basic features. Overall, they fall short of expectations as virtual expressions of the quality levels of academic libraries.

Recommended procedures for granting, withholding, or withdrawing the mandatum required for Catholics who teach theological disciplines in the U.S. Catholic colleges and universities were approved June 15 by a voice vote of the U.S. bishops during the spring meeting in Atlanta. The mandatum was called for in a bishops’ document (Origins, Vol. 30, pp. 65ff) applying Pope John Paul II’s 1990 apostolic constitution on Catholic higher education, Ex Corde Ecclesiae (Vol. 20, pp. 265ff), in the United States. Pope John Paul II published Ex Corde Ecclesiae, his apostolic constitution on Catholic higher education, on August 15, 1990. As requested by Ex Corde Ecclesiae, U.S. bishops developed an application of that document for the United States during the remainder of the decade. On May 3, 2000, the Vatican approved what the bishops submitted. This article highlights the issues and actions associated with the development of the U.S. application.

Effect Of Rare Locally Ordered Regions On A Disordered Itinerant Quantum Antiferromagnet With Cubic Anisotropy, Rajesh S. Narayanan, Thomas Vojta

We study the quantum phase transition of an itinerant antiferromagnet with cubic anisotropy in the presence of quenched disorder, paying particular attention to the locally ordered spatial regions that form in the Griffiths region. We derive an effective action where these rare regions are described in terms of static annealed disorder. A one-loop renormalization-group analysis of the effective action shows that for order-parameter dimensions p<4, the rare regions destroy the conventional critical behavior, and the renormalized disorder flows to infinity. For order-parameter dimensions p>4, the critical behavior is not influenced by the rare regions; it is described by the conventional dirty cubic fixed point. We also discuss the influence of the rare regions on the fluctuation-driven first-order transition …

This paper addresses the problem of reconstructing wideband speech signals from observed narrowband speech signals. The goal of this work is to improve the perceived quality of speech signals which have been transmitted through narrowband channels or degraded during acquisition. We describe a system, based on linear predictive coding, for estimating wideband speech from narrowband. This system employs both previously identified and novel techniques. Experimental results are provided in order to illustrate the system’s ability to improve speech quality. Both objective and subjective criteria are used to evaluate the quality of the processed speech signals.

The fertile territory of exile, inhabited and explored by displaced writers, has yielded myriad personal narratives. In this article, I discuss the strategy that Andrée Chedid chooses to broach in Le jardin perdu. Instead of relating a personal account of her own uprooting, she recreates the archetypal story of exile, that of Adam and Eve banished from paradise. By imagining what would have been their fears and hopes as they faced the unknown, she evokes the typical emotions of all exiles. By removing the story of displacement from the temporal and personal spheres, she brings it into the realm …
