Acquisitions By Partially Privitized Firms: The Case Of Deutsche Telekom And Voicestream, J. Gregory Sidak

A recent phenomenon in competition policy is the acquisition of a private firm by an enterprise that is either wholly owned by government or in the midst of privatization. Such an acquisition poses the question of how public ownership may alter the incentives of a firm to engage in anticompetitive conduct. It also prompts one to examine the process by which such altered incentives revert, as the level of government ownership declines, to the same incentives that face purely private firms. Using Deutsche Telekom's acquisition of VoiceStream Wireless as a case study, this Article presents the economic questions relevant to …

Chromospherically Active Stars. Xx. The Giant Single-Lined Binary Hd 161570, Francis C. Fekel, Gregory W. Henry, Stephen M. Henry

Spectroscopy of HD 161570 shows it to be a single-lined spectroscopic binary with a period of 45.623 days and a nearly circular orbit. The primary star has spectral type G7 III, and the secondary is most likely a G or K dwarf. A high-resolution spectrum of the 3950 Å region confirms that the primary has Ca II H and K emission lines. The logarithm of the giant's lithium abundance is less than 0.9, indicating that it is not lithium-rich. From photometric observations covering six seasons, we detected periodic short-term light variability with an amplitude ranging from 0.02 to 0.04 mag. …

Detection Of Salinity By The Lobster, Homarus Americanus, Winsor H. Watson Iii, Christopher G. Dufort, Steven H. Jury, James M. Newcomb

Changes in the heart rates of lobsters (Homarus americanus) were used as an indicator that the animals were capable of sensing a reduction in the salinity of the ambient seawater. The typical response to a gradual (1 to 2 ppt/min) reduction in salinity consisted of a rapid increase in heart rate at a mean threshold of 26.6 ± 0.7 ppt, followed by a reduction in heart rate when the salinity reached 22.1 ± 0.5 ppt. Animals with lesioned cardioregulatory nerves did not exhibit a cardiac response to changes in salinity. A cardiac response was elicited from lobsters exposed to isotonic …

This study uses data from the 1997 Survey of Inmates in State Correctional Facilities to examine the characteristics of persons incarcerated for victimizing children and youth. This OJJDP Bulletin, part of the Crimes Against Children series, presents a wide range of information pertaining to victimizers of children, including offense characteristics, offender histories, overall trends, and the severity of sentences received by such criminals. Significant differences between offenders incarcerated for crimes against juveniles and offenders imprisoned for crimes against adults are highlighted. Figures and tables illustrate the Survey's major findings.

How Many Symmetries Does Admit A Nonlinear Single-Input Control System Around An Equilibrium?, Witold Respondek, Issa Amadou Tall

We describe all symmetries of a single-input nonlinear control system, that is not feedback linearizable and whose first order approximation is controllable, around an equilibrium point. For a system such that a feedback transformation, bringing it to the canonical form, is analytic we prove that the set of all local symmetries of the system is exhausted by exactly two 1-parameter families of symmetries, if the system is odd, and by exactly one 1-parameter family otherwise. Estrogen and progestin receptors (ER, PgR) play a critical role in the regulation of neuroendocrine functions in females. The neuroanatomical distribution of the recently cloned, ERβ, overlaps with both ERα and PgR. To determine whether ERβ is found within ERα- or PgR-containing neurons in female rat, we used dual label immunocytochemistry. ERβ-immunoreactivity (ERβ-ir) was primarily detected in the nuclei of cells in the periventricular preoptic area (PvPO), the bed nucleus of the stria terminalis (BNSTpr), the paraventricular nucleus, the supraoptic nucleus, and the medial amygdala (MEApd). Field-Dependent Tilt And Birefringence Of Electroclinic Liquid Crystals: Theory And Experiment, J. V. Selinger, Peter J. Collings, R. Shashidhar

An unresolved issue in the theory of liquid crystals is the molecular basis of the electroclinic effect in the smectic-A phase. Recent x-ray scattering experiments suggest that, in a class of siloxane-containing liquid crystals, an electric field changes a state of disordered molecular tilt in random directions into a state of ordered tilt in one direction. To investigate this issue, we measure the optical tilt and birefringence of these liquid crystals as functions of field and temperature, and we develop a theory for the distribution of molecular orientations under a field. The Farm Service Agency guaranteed loan program is an important source of credit for family-sized farming operations in Arkansas and the other states of the U.S. This program provides loan guarantees to borrowers who are otherwise unable to obtain credit from traditional lenders at reasonable rates and terms. This study identifies those factors related to the program’s loss claim rate performance over the years fiscal 1989 through 1998 using state-level data from forty states. For both the operating loan and farm ownership loan programs, farm operator financial variables, interest rates, and commercial bank characteristics are found to be statistically significant …

The annual incidence of spinal cord injury (SCI), not including those who die at the scene of the accident, is approximately 10,000 new cases in the United States. SCI, in its best outcome, may partially and temporarily disconnect the spinal cord from the brain. Some neuronal pathways remain intact in most S CI individuals, whose recovery depends on the utilization of the surviving connections. There is a change in the control of voluntary movements of the extremities by the cerebral cortex of the brain following spinal cord injury.

The Influence Of Firm Dispositions On Interfirm Relationship Formation In Business Markets, Jean L. Johnson, Ravipreet S. Sohi

The central premise of this paper is that firm level characteristics or behavioral traits, referred to as predispositions, influence how the firm behaves and interacts in its interfirm relationships (EFRs). This augments traditional approaches that focus on the intra-relationship perspective and/or on environmental influences on the relationship. Firm predispositions of strategic intent and relational proclivity are expected to individually, and in combination, increase the extent of connectedness between partners in interfirm relationships. In turn, through connectedness, they affect relationship effectiveness in terms of reciprocity, information exchange, and cooperation. Results indicated that the predispositions increased connectedness, but combinational effects were not …
