State Constitutional Restrictions On Legislative Procedure: Rethinking Analysis Of Original Purpose, Single Subject, And Clear Title Challenges, Martha Dragich

Faculty Publications

Recognizing that state courts are beginning to review procedural challenges more rigorously, this Article attempts to provide guidance for the resolution of such cases. Part I examines the history, purposes, and standards of original purpose, single subject, and clear title restrictions, using Missouri's provisions as examples. Part I also identifies paradigmatic cases of each of the procedural violations with the hope of more sharply differentiating the three claims. Parts II through V present a case study of ten Missouri cases decided since 1994, supplemented with notable cases from other states. Part II begins with a brief description of the Missouri …

LSU Historical Dissertations and Theses

Field studies were conducted to characterize flow fields and their effect on larval transport and retention within Barataria Bay, Louisiana. Drifter tracking and passive larval sampling was conducted monthly during the spring and summer months from 1994 through 1996. Fifteen drifter tracking sessions were conducted over full tidal cycles (diurnal). Drifter positions were determined approximately every thirty minutes using a GPS receiver. A spline interpolation was used to estimate drifter positions at synchronous five-minute intervals. An analytical methodology of Okubo and coworkers was used to compute deformations; and changes in patch variances from the drifter positions. Mean tidal advection and …

Blood Serum Concentrations Of Selenium And Glutathione Peroxidase Activity In Akkaraman Sheep, Taner Pamukçu, Tevhi̇de Sel, Gül Yarim

Turkish Journal of Veterinary & Animal Sciences

Selenium and other essential elements play an important role in animal husbandry. These elements help to minimize infectious diseases, reduce concomitant stresses and bring about optimal productive and reproductive performance. The mean serum selenium concentration of the sheep sampled in this study was 303.65 ng/ml. Such values are considered to be indicative of adequate dietary supplementation. Serum glutathione peroxidase activity in the sheep sampled in this study was also analysed, and the mean glutathione peroxidase activity was 3.65 nmolNADPH+H+/min/mg protein. It is recommended that producers monitor the selenium in serum in order to maintain adequate nutrition and performance in sheep.

When Inclusion Leads To Exclusion: The Uncharted Terrain Of Community Participation In Economic Development, Audrey Mcfarlane Jan 2001

When Inclusion Leads To Exclusion: The Uncharted Terrain Of Community Participation In Economic Development, Audrey Mcfarlane

All Faculty Scholarship

Since the advent of federally-sponsored urban development, the federal government has sought to facilitate decentralized decision-making by local governments. These federal programs have also strongly encouraged local governments to include community participation in the development decision-making process. Participation evokes notions of democracy, egalitarianism, and inclusion and it is easy to support in principle. But participation is often less easy to support in practice because of its structural disconnect with urban development. This disconnect between principle and practice has been reflected in an ebb and flow of contrastingly strong and weak mandates for participation. This ebb and flow of federally-mandated participation …

Developments And Benefits Of Liquid Feeding Through Fermentation For The Post-Weaned Pig, Colm Anthony Moran Jan 2001

Developments And Benefits Of Liquid Feeding Through Fermentation For The Post-Weaned Pig, Colm Anthony Moran

Other Faculty of Science and Engineering Theses

A programme of study was undertaken to assess the safety and palatability of fermented liquid feed. A series of laboratory experiments was conducted to select an inoculant capable of fermenting liquid feed at 20°C. Whilst combinations of cultures dropped the pH the most rapidly, the Lb. plantarum (PC) strain decreased the pH the lowest. A series of trials were conducted using a rifampicin mutant of Lb. plantarum (PC) to examine the fate of the starter culture. In an experiment using liquid milled wheat the addition of the starter culture resulted in an improvement in the inhibition of coliforms over the …

Studies In Agricultural Technology In Nineteenth- And Twentieth-Century England, Paul William Brassley Jan 2001

Studies In Agricultural Technology In Nineteenth- And Twentieth-Century England, Paul William Brassley

Other Faculty of Science and Engineering Theses

Four published papers and several parts of a book are presented herein, together with a previously unpublished short paper explaining the intellectual background against which they were written and summarising their findings on the development of agricultural teQmology in England in the nineteenth and twentieth centuries. This outlines the contribution of economic and sociological the^pries to the study of technical change, but makes the point that historical studies, although clearly influenced by these theories, tend to use a multifactorial approach which avoids privileging any single explanation. Nevertheless, several themes arising in all of this material are identified, especially the gap …

The Resistance To Salt Of Brassica Sps. And Improved Resistance By Direct Selection And Mutagenesis, Manal Hassan Eed Jan 2001

The Resistance To Salt Of Brassica Sps. And Improved Resistance By Direct Selection And Mutagenesis, Manal Hassan Eed

Other Faculty of Science and Engineering Theses

Salinity is one of the most serious environmental stresses influencing agriculture drastically decreasing the production of crop plants throughout the world. Due to salinity thousands of hectares of agricultural land are going out of production annually. To cope with the salinity problem, there is keen interest in the development of crop plants displaying resistance to the effects of salinity. A series of experiments was carried out under controlled environmental conditions to determine salt resistance in Rapid Cycling Brassica species (RCB's) at germination early seedling and late growth stage. The effect of increasing salinity concentration was determined in vivo using a …

Hemoglobin Concentration In Children In A Malaria Holoendemic Area Is Determined By Cumulated Plasmodium Falciparum Parasite Densities, H. Ekvall, Zul Premji, S. Bennett, A. Bjorkman Jan 2001

Hemoglobin Concentration In Children In A Malaria Holoendemic Area Is Determined By Cumulated Plasmodium Falciparum Parasite Densities, H. Ekvall, Zul Premji, S. Bennett, A. Bjorkman

Pathology, East Africa

In malaria holoendemic areas children are anemic, but the exact influence of falciparum malaria on hemoglobin (Hb) concentration remains largely unsettled. Prospective data were therefore collected in children < 24 months of age during five months in a Tanzanian village. Children with mean asymptomatic parasitemia ≥ 400/μl had lower median Hb levels during the study than those with mean density < 400/μl. The difference was 9.7 g/L (95% confidence interval [CI] 2.8-17). In children with one or more clinical malaria episodes, the median Hb was 8.3 g/L (95% CI 0.9-16) lower than those without episode. If early treatment failure was recorded, the immediate effect on Hb was particularly important with a mean drop of 17 g/L. Interestingly, at study-end the Hb concentration represented a function of the area under the parasitemia curve (AUPC) during the previous five months, adjusting for age. In conclusion, stepwise deterioration in median Hb levels was found by asymptomatic parasitemia, clinical malaria episode, and most significantly, treatment failure.

Biomarkers Relevant To Oil And Gas Industrial Activities In Low Temperature Marine Ecosystems, Lionel Andre Yves Camus Jan 2001

Biomarkers Relevant To Oil And Gas Industrial Activities In Low Temperature Marine Ecosystems, Lionel Andre Yves Camus

School of Biological and Marine Sciences Theses

Because of its geographical location, the Arctic environment is considered as pristine. However, expanding industrial activities in the Arctic require assessment of the toxicity of chemicals at low temperature. Biomarkers defined as "biological responses to a chemical or chemicals that give a measure of exposure or toxic effect" were shown to be relevant to measure in situ impact of oil discharges. Most biomarker studies have been performed with temperate organisms. The Arctic is characterised by low stable temperature, strong seasonality in light, resulting in a short primary production in Spring. Therefore, indigenous organisms have developed specific adaptations to live with …

Effect Of Creatine On Performance, Tom Smith Jan 2001

Effect Of Creatine On Performance, Tom Smith

Graduate Research Papers

Among the nutritional substances that are suspected of having a performance-enhancing potential, creatine monohydrate has become one of the most popular in recent years. More than 2.5 million kg of creatine was estimated to being consumed in the past year. This can make evident that the expectations of the benefit of creatine by people is very high (Terjung, 2000).

Examining The Need For Improved Health Education For Underserved Populations In Selected Eastern Caribbean Basin Nations, Linda K. George Miller Jan 2001

Examining The Need For Improved Health Education For Underserved Populations In Selected Eastern Caribbean Basin Nations, Linda K. George Miller

Graduate Research Papers

The Eastern Caribbean Basin (ECB) is comprised of several diverse islands that share many common characteristics. As tourism has increased in most of the islands, chronic disease patterns have also increased. The governments of these island nations are well aware of the need for increased health education efforts, but adequate personnel are not always available locally.

Complications from chronic disease are escalating in the aging population. Efforts to expand health education efforts among the islands would assist in reducing these complications and early deaths.

Diseases often seen on the ECB islands include hypertension, cardiovascular and heart disease, diabetes, cancer, and …

Comparative Development, Longevity And Population Growth Of Exotic And Native Parasitoids Of Lepidopteran Cereal Stemborers In Kenya, J. C. Mbapila, W. A. Overholt Jan 2001

Comparative Development, Longevity And Population Growth Of Exotic And Native Parasitoids Of Lepidopteran Cereal Stemborers In Kenya, J. C. Mbapila, W. A. Overholt

All Peer-Reviewed Publications

Studies on the effect of temperature on the development, longevity and population growth of Cotesia flavipes Cameron and Cotesia sesamiae (Cameron) indicated that the development of both Cotesia spp. from oviposition to cocoon formation and adult emergence was inversely related to temperature. The longevity of the parasitoids was also inversely related to temperature. Both parasitoids lived longer when moisture and food (agar + honey/water) were provided. The mean number of females and total adult progeny produced by C. flavipes on two host species were, in most cases, higher than C. sesamiae. The intrinsic rate of natural increase of C. flavipes …

Cancer-Induced Fatigue And Skeletal Muscle Wasting: The Role Of Exercise, Sadeeka Al-Majid, Donna O. Mccarthy

College of Nursing Faculty Research and Publications

Fatigue is the most frequently reported symptom by cancer patients. Many of these patients perceive fatigue as the most distressing symptom associated with their illness because it imposes limitations on their physical activity level. Skeletal muscle wasting, which occurs as part of cancer cachexia, is one of the mechanisms that contribute to fatigue. Cancer induced skeletal muscle wasting may occur despite normal food intake and is not prevented by nutritional supplementation. Evidence suggests that endurance exercise ameliorates cancer-related fatigue. There is no compelling evidence to support that exercise induced reduction in fatigue is related to preservation of muscle mass. Resistance …

The Effect Of Calcium Silicate On Rice Yield And Sheath Blight Disease., Chris Raymond Robichaux Jan 2001

The Effect Of Calcium Silicate On Rice Yield And Sheath Blight Disease., Chris Raymond Robichaux

LSU Historical Dissertations and Theses

Sheath blight caused by fungal pathogen Rhizoctonia solani can cause significant yield loss in rice, especially in warm, high rainfall environments. Integrated pest management (IPM) is the key to sheath blight control. This system utilizes disease resistance, pesticides, cultural practices and biological control to control multiple pests. Silicon fertilization is an additional cultural practice that can reduce sheath blight severity and increase grain yield. Studies were conducted in the greenhouse and field to determine the effect of calcium silicate on sheath blight severity, rice grain yield, and leaf silicon concentration. Results in the greenhouse study showed that sheath blight severity …

Body Condition, Leptin, And Reproductive Characteristics In Horses., Laura Roland Gentry

LSU Historical Dissertations and Theses

A series of experiments was conducted to gain a better understanding of the effects of nutrition and hormonal manipulation on the reproductive processes of the horse. In Experiment 1, body condition score (BCS) and ultrasonic backfat measurements were highly correlated in mares, especially over the tailhead area. In Experiment 2, high BCS (HBCS) mares continued to ovulate during the winter anestrous period, whereas low BCS (LBCS) mares went deeply anestrous. Daily hormone concentrations were not affected by BCS, however, responses to hormonal challenges indicated cyclicity in HBCS mares and reproductive quiescence in LBCS mares. In Experiment 3, treatment of average …
