Global Focus On Landmines In Afghanistan, Joe Lokey

Even though it has one of the longest running mine clearance programs, Afghanistan is still believed to be one of the most severely mine-affected countries in the world. The Mine Action Program in Afghanistan (MAPA), a United Nations-supported entity, is one of the largest and most successful national programs in the world and one almost exclusively run by the Afghans themselves with fewer than a dozen or so of the 5,000-person workforce being non-nationals.

The biggest problem facing demining enterprises is this: productivity of individual deminers is so low that total labor costs per unit of land cleared remain exorbitant—despite minuscule wages in mine-affected countries. Clearing agricultural land in developing countries typically costs many times the land’s expected mine-free annual revenues. Most remediation is uneconomic for public and private parties alike, and funding is never enough.

Over the past 25 years, driving past Jordan Valley mine fields fenced off by barbed wire, visiting with landmine victims, or tallying the grim statistics, I have grieved for the children and adults in the Middle East routinely maimed or killed by these weapons of mass destruction in slow motion. Our region has been called the landmine heartland of the world, with an estimated 50 million mines scarring the earth from Morocco to Afghanistan. We appreciate Bob being "picky" in examining our article on applying a public-health approach to demining. The lives at stake in demining are worth the extra care. As it happens, we generally agree with his views.

First, let’s do get our terminology straight. Thanks, Bob, for the lesson in British diction. We had hoped that placing the modifier mechanical before detonator would make our intentions clear. That it did not, we apologize to our readers. More substantive issues await us.

Structural equation modeling (SEM) of neuroimaging data can be evaluated both for the goodness of fit of the model and for the strength of path coefficients (as an index of effective connectivity). SEM of auditory fMRI data is made difficult by the necessary sparse temporal sampling of the time series (to avoid contamination of auditory activation by the response to scanner noise) and by the paucity of well-defined anatomical information to constrain the functional model. We used SEM (i.e., a model incorporating latent variables) to investigate how well fMRI data in four adjacent cortical fields can be described as an …

Part I of this article discussed the importance of music in education, the history of music in outdoor education, and briefly described the role of nature in music. This second part suggests a rationale for inclusion and considerations for implementation of music in the outdoor education program. Quotes from interviews with music educators and outdoor educators, cites from relevant literature and personal experience provide the basis for the suggestions. Educators' quotes remain anonymous, as the interviews were part of another study.

The hybrid peptide–polyketide backbone of bleomycin (BLM) is assembled by the BLM megasynthetase that consists of both nonribosomal peptide synthetase (NRPS) and polyketide synthase (PKS) modules. BlmIX/BlmVIII/BlmVII constitute a natural hybrid NRPS/PKS/NRPS system, serving as a model for both hybrid NRPS/PKS and PKS/NRPS systems. Sequence analysis and functional comparison of domains and modules of BlmIX/BlmVIII/BlmVII with those of nonhybrid NRPS and PKS systems suggest that (1) the same catalytic sites appear to be conserved in both hybrid NRPS–PKS and nonhybrid NRPS or PKS systems, with the exception of the KS domains in the hybrid NRPS/PKS systems that are unique; (2) …

Using the Rapid Catchment Appraisal process, this report summarises current information for the Lort and Young Rivers Catchment, 75 kilometres west of Esperance in Western Australia. The Rapid Catchment Appraisal (RCA) process is one of the processes included in the strategy to tackle salinity and its management in Western Australia. The RCA process provides a 'snap shot' of information on the risk and impact to agricultural production and natural resources within regional geographic catchments.

From March 13th to August 1, 1864, Private Van Buren Oldham of Company G, 9th Tennessee Volunteers, served as a Confederate infantryman in the Army of Tennessee. During those five months he was one of many soldiers that participated in skirmishes and battles in north Georgia and the defenses before Atlanta.

This Article considers the reasons for reinterpretations of age and disability and examines the fundamental reasons for changes in the implementation of both the ADA and ADEA. Part I presents the basic structure and relevant requirements of the two statutes and comments on the reasons their legislative purposes are not often seen as overlapping. Criminology and Criminal Justice Faculty Publications and Presentations

This legislation was designed to increase the capacity of State correctional systems to confine serious and violent offenders for longer periods of time and to assure the public that these offenders would serve a substantial portion of their sentences. The VOI/TIS incentive grants provide States with funds to build or expand bed capacity in correctional facilities, temporary or permanent correctional facilities, and local jail capacity. This study examined adaptations in prison management made by State correctional agencies in response to VOI/TIS. A Right Without Remedy: State Employees After Seminole Tribe And Alden, Heather Lueke

William & Mary Bill of Rights Journal

Over the past decade, courts have wrestled with state employees 'private legal remedy for a violation of the Fair Labor Standards Act. As a result of the decisions in Seminole Tribe v. Florida and Alden v. Maine, state employees lost their right to sue for such violations. This note examines the dilemma faced by employees who find themselves without a path of recourse against state employers. It concludes that both Seminole Tribe and Alden should be overturned because the decisions leave state employees with no realistic remedy

This study was conducted as part of the World Bank-funded "Afghanistan Watching Brief Program", jointly implemented by UNDP and the World Bank. It is an outgrowth of a report entitled Study of the Socio-Economic Impact of Mine Action in Afghanistan (SIMAA), which was subsequently revised and rewritten. The program has supported three main types of activities: (1) economic and sector studies on topics of importance for the Afghan economy and for international assistance to Afghanistan; (2) conferences, workshops, and inter-agency teamwork on topics of interest to the assistance community (i.e. education, health, and food security); and (3) short-term training for …
