Annually thousands of babies are born exposed to alcohol or illicit drugs while in their mother's womb. While the government has addressed the problem by punishing pregnant women and their children, the number of affected infants continues to rise. This is largely due to states taking gendered, punitive and illogical actions, which are antithetical to the social, scientific and medical research that has shown that treatment, not punishment, is the appropriate means to deal with the problem. United States Asylum Law In The Context Of Sexual Orientation And Gender Identity: Justice For The Transgendered, Fatima Mohyuddin

This article examines the recognition given to sexual minorities through United States asylum law. This article begins with a general explanation of the evolution of asylum law and an overview of the different categories of persons eligible to apply for asylum, particularly persons facing persecution as a social group. Then the article discusses the traditional construction of gender and sexuality in lieu of persons who do not fit into the dimorphic, male/female, gender and sexual categories. With nearly seven percent of the world's population currently online and e-commerce forecast to hit $6.8 trillion by 2004, one need not be Nostradamus to predict that the Internet means great change for all industries - including the insurance industry. Recent Observations Of The Distribution And Status Of Bluntnose Darters And Crystal Darters In Iowa, Melvin C. Bowler

The distribution and status of Iowa's fishes were last extensively described in Iowa Fish and Fishing (Harlan et al. 1987). Since then, numerous fish collections have been made in Iowa's interior and bordering rivers and streams. Excluding non-native species, there have been three documented accounts of new fish species distributional records in Iowa since 1987. In this paper, I describe new collections of crystal darter (Crystallaria asprella) and bluntnose darter (Etheostoma chlorosomum) from the Mississippi River. The first documented specimen of C. asprella in Iowa was collected in Pool 11 of the Upper Mississippi River (UMR) in 1995. One specimen …

Duane Isely (1918-2000): A Tribute, Stanley L. Welsh, Deborah Q. Lewis

Journal of the Iowa Academy of Science: JIAS

Duane Isely, Distinguished Professor Emeritus, Department of Botany, Iowa State University, Ames, Iowa, died on 6 December 2000. Dr. Isely was an outstanding plant taxonomist with expertise in other fields as well, especially in seed technology and weed identification and control. He was born in Bentonville, Arkansas, on 24 October 1918 into a family of academicians. His father, Dwight Isely, was professor and later Dean of Agriculture at the University of Arkansas, and his mother, Blessie Elise Dort Isely, also taught at the University of Arkansas and eventually received her Ph.D.

Brucellosis is an infection caused by gram negative cocobacilli (Brucellae). Presentation is usually non-specific and diagnosis depends on high index of suspicion. Nervous system involvement in children is rare as only 47 cases were reported until 1998. We are reporting two patients with neurobrucellosis. The first case was an 8-year-old boy who presented with papillodeoma, and neck stiffness of one month duration. Cerebrospinal fluid pressure was 360mm/water, protein 0.63gm/dl, and cerebrospinal fluid sugar/serum sugar 0.2/4.7mmol. Brucella titer was high in serum and cerebrospinal fluid. OBJECTIVE: This study was undertaken to assess the incidence of diabetic neuroarthropathy and its related morbidity. METHODS: The medical records of 296 diabetic patients were analyzed retrospectively between June of 1998 and July of 1999. The patients with long standing, poorly controlled diabetes mellitus and associated peripheral neuropathy were evaluated clinically and radiographically for the presence of arthropathic changes in the feet. Clinically, neuropathy was considered if there was absence of ankle jerk or glove and stocking sensory loss, or both. Radiographically, the presence of stress fractures, dislocation/subluxation, lytic or arthritic lesions of the bone and joints were taken as …

Legislative Prohibitions On The Enforcement Of Post-Employment Covenants Not To Compete In The Broadcasting Industry, Alice J. Baker

UC Law SF Communications and Entertainment Journal

This article examines covenants not to compete in the entertainment industry. In the first section of the article, the author discusses the common-law doctrine of non-competition agreements and their application in the context of the entertainment industry. Next, the author examines state legislative attempts to limit this type of agreement in the broadcasting industry, including possible justifications for a legislative prohibition on them in the entertainment industry. The author concludes that the costs of blanket prohibition outweigh the benefits of prohibitive legislation, and argues that broadcasting companies and employees should be free to negotiate and enforce postemployment covenants not to …
