The decline in the quality of the American educational system continues to spawn debate and criticism across the nation. Despite many suggestions and arguments on how to improve American schools, such as voucher systems, smaller class size, and higher teacher qualifications, the concern, while deeply felt, appears to be empty rhetoric. Teachers' low salaries, the disparity in funding among schools, and the lack of parent and community involvement demonstrate America's apathy towards education reform. To effectuate meaningful changes in education, American communities must reach consensus on education's purpose and importance.

Hindsight always appears better than foresight. Hopefully, the reexamination of past events will provide lessons for the future. Recent media reports have analyzed the genocide in Rwanda and blamed France, the United States, and the UN Security Council for their failures to take steps that might have prevented or stopped the atrocities. Academic studies also argue how the atrocities in Chechnya, Kosovo, and East Timor may have been prevented or stopped by the United Nations or others in the international community. The signing of the "deal of the century" in Bahu creating one of the first major Caspian energy consortiums between Azerbaijan and western oil companies signaled the beginning of a new era in world energy politics. The discovery of potentially huge oil and gas reserves in the newly-independent states of Azerbaijan, Kazakhstan, and Turkmenistan opened the door for western oil companies rushing to gain a competitive foothold in the new energy market. U.S. strategy in the Balkans and the Army's role there is examined. The author recommends continued U.S. involvement, consideration of a long-term American military presence in the region, and some significant changes in role of the U.S. Army. The goals that led the United States into the Balkans have not yet been fully met. To do so requires both sustained involvement in that region and a continued refinement at the Army's peace operations capabilities. Generally speaking, expressive association is regarded by courts and commentators as just another form of individual self-expression, and voluntary associations as facilitators for such self-expression.

Cape Roberts Project drill core 3 (CRP-3) was obtained from Roberts ridge, a sea-floor high located at 77oS, 12 km offshore from Cape Roberts in western McMurdo Sound, Antarctica. The recovered core is about 939 m long and comprises strata dated as being early Oligocene (possibly latest Eocene) in age, resting unconformably on ~116 m of basement rocks consisting of Palaeozoic Beacon Supergroup sediments. The core includes ten facies commonly occurring in five major associations that are repeated in particular sequences throughout the core and which are interpreted as representing different depositional environments through time. Climate models suggest surface warming in the Arctic will be rapid and pronounced, implying substantial changes in snowmelt onset are likely. This research therefore examines spatial and temporal variability in passive-microwave derived snowmelt-onset dates over Arctic sea ice. The objectives are to understand better the regional characteristics of snowmelt and to document whether the snowmelt-onset record shows signs of climate change. Snowmelt-onset dates are derived with Scanning Multichannel Microwave Radiometer and Special Sensor Microwave/Imager brightness-temperature data, and they are subsequently stratified into 13 regions to analyze spatial and temporal variability. Gregor Wittkop, a name familiar to Hölderlin scholars following his 1993 publication of documents relating to Hölderlin‘s Tarmzeit (Hölderlin. Der Pflegsohn. Texte und Dokumente 1806—1843 mit den neu entdeckten Nürtinger Pflegschaftsakten), has combined archival research with literary interpretation to present in his newest study a nuanced view of Hölderlin‘s Nürtingen. The study consists of two parts: the first deals with Hölderlin‘s biography and his relationships with family members throughout his life, the second discusses a number of the poet‘s writings whose thematic center is «home» in both a biographical and idealized sense. The Prairie Pothole Region of the northern Great Plains is an important region for waterfowl production because of the abundance of shallow wetlands. The ecological significance of the region and impacts from intensive agriculture prompted the U.S. Environmental Protection Agency to select it as one of the first areas for developing and evaluating ecological indicators of wetland condition. We examined hypothesized relations between indicators of landscape and wetland conditions and waterfowl abundance on 45 40 km2 study sites in North Dakota for 1995–1996. The overall objective of this study was to evaluate the potential impacts of bank stabilization on the morphologic processes in the Missouri River with a particular emphasis on the formation and persistence of habitat bars. This investigation addresses the following four open water reaches of the Missouri: (1) Fort Peck Dam to vicinity of Yellowstone River (304 kilometers); (2) Garrison Dam to Lake Oahe (127 kilometers); (3) Fort Randall Dam to the Niobrara River (58 kilometers); and (4) Gavins Point Dam to Ponca (93 kilometers). Over the past 2 decades, empirical food webs have been shown to possess regular patterns of various kinds. Some of the first food web patterns were reported as “food web laws,” the most notable being the link-species scaling law. This empirically derived law described an inverse relationship between community species richness and web connectance (Cohen and Briand 1984; Cohen and Newman 1985). Parasitologists have long studied helminth infections in wildlife species and have documented the existence of many organisms from a diversity of mammalian hosts. With this accumulation of information has come improved understanding of the significance of these organisms and the diseases they produce in their mammalian hosts. Some of the most notable examples include the metastrongyloid lungworms, Trichinella spiralis, and Elaeophora schneideri, which are covered separately in this volume. The O157:H7 lineage of enterohemorrhagic Escherichia coli is a geographically disseminated complex of highly related genotypes that share common ancestry. The common clone that is found worldwide carries several markers of events in its evolution, including markers for acquisition of virulence genes and loss of physiological characteristics, such as sorbitol fermentation ability and β-glucuronidase production. Populations of variants that are distinct with respect to motility and the sorbitol and β-glucuronidase markers appear to have diverged at several points along the inferred evolutionary pathway. Evidence For Millennial-Scale Climate Change During Marine Isotope Stages 2 And 3 At Little Lake, Western Oregon, U.S.A., Laurie D. Grigg, Cathy Whitlock, Walter E. Dean

Pollen and geochemical data from Little Lake, western Oregon, suggest several patterns of millennial-scale environmental change during marine isotope stage (MIS) 2 (14,100–27,600 cal yr B.P.) and the latter part of MIS 3 (27,600–42,500 cal yr B.P.). During MIS 3, a series of transitions between warm- and cold-adapted taxa indicate that temperatures oscillated by ca. 2±–4±C every 1000–3000 yr. Highs and lows in summer insolation during MIS 3 are generally associated with the warmest and coldest intervals. Warm periods at Little Lake correlate with warm sea-surface temperatures in the Santa Barbara Basin. Changes in the strength of the subtropical high …

Non-governmental organizations (NGOs) have become influential development actors in the developing world over the last two decades and are becoming increasingly involved in “sustainable” activities. However, there has been little attention given specifically to how NGOs impact sustainable development through particular development activities such as tourism and if the organizations themselves are sustainable. Therefore, the purpose of this thesis was to address this shortcoming in the development literature by undertaking a comprehensive study that analyzed the role of NGOs in the tourism sector in Belize. This thesis examines the relationship between the energy balance and hydrology of a glacier at the ice surface interface during the melt season. Experimental sub-catchments were established on the ablation area of the Peyto Glacier, Alberta, Canada, during the summers of 1994, 1995 and 1997. These sub-catchments were equipped with meteorological and hydrological instrumentation to examine relationships in the surface layer. Specifically, the development of a phenomenon known as the weathering crust is followed by examining the ratio between potential surface lowering (calculated from energy available for melt) and actual surface lowering (as measured in the field). Two workshops were held in 1999 on research needs concerning non-target impacts of biological control introductions. One took place on the Internet for 9 months, and the other in Montpellier, France, for 1 day. Altogether, over 200 researchers from over 30 countries participated, representing a wide variety of viewpoints on the issues involved. The deliberations of these workshops are summarized here. Both workshops highlighted the need for retrospective studies to: (i) identify cases of significant non-target impacts; (ii) explore mechanisms involved when such impacts are found; (iii) evaluate the reliability of host-range testing protocols; and (iv) determine whether and under …

There is currently an emerging literature on the anthropology of disasters, and also an emergent literature on the new anthropology of childhood and children. Despite an extensive search, no significant body of literature on the anthropology of children in natural event based disasters could be found. A central focus of this thesis will be interrogate this gap through a documentary search, to ascertain what factors might influence the absence of children in the anthropology of disasters. Carbon isotopic data of interstitial dissolved CO2 (ΣCO2), CO2 gas, and methane show that a variety of microbial diagenetic processes produce the observed isotopic trends. Anaerobic methane oxidation (AMO) is an important process near the sulfate-methane interface (SMI) that strongly influences the isotopic composition of ΣCO2 in the sulfate reduction and upper methanogenic zones, which in turn impacts methane isotopic composition. Dissolved CO2 and methane are maximally depleted in 3C near the SMI, where C values are as light as –31.8‰ and –101‰ PDB for ΣCO2 and methane, respectively. This dissertation explores how a tribal construct of gender relations---gender complementarity---functions in the works of Zitkala-Sa (Yankton Sioux), Leslie Marmon Silko (Laguna Pueblo), Louise Erdrich (Ojibwe), and Sherman Alexie (Spokane/Coeur d'Alene). Gender complementarity, or balanced reciprocity, acknowledges that the worlds of men and women are different but not generally perceived as hierarchical. If gender roles are not seen as unequal but simply different, the resulting political relationships do not necessarily result in power struggles for equality. Examining the political ramifications of gender complementarity for women in Native American literature is approached through the historical and cultural contexts of each specific …

"Holy Dwarves" And "Devil Babies": An Anthropological World-Survey Of Stigmatization Of The Disabled, Tommi Louise White

Disability exists as a human universal based upon conceptual categorizations. Positive and negative forms of stigmatization exist cross-culturally, and are examined in a world-survey format in terms of emic socio-cultural level, subsistence economy, and religion. I suggest that responses to disability are cultural specific, and that these individualized responses are filtered through cultural perceptions of reality and transformed into various treatment strategies of care, euthanasia, and abandonment, in addition to common discriminatory customs, such as limitations on marriage eligibility.

Craniofacial Morphology And The Consequences Of Intentional Cranial Deformation Among Prehistoric Andean Populations, Matthew Paul Rhode

This research examined the cultural practice of cranial deformation (annular and anteroposterior), and its effects on 27 craniometric measurements and biodistances among 350 prehistoric crania from the Azapa valley of northern Chile. Included among these 27 measurements were nine facial measurements previously considered to be unaffected by deformation. One-way ANOVA, Bonferroni multiple comparisons, and discriminant function analyses indicated that out of the 27 measurements were seven centrally located facial and basilar measurements unaffected by deformation: orbital breadth, palate (maxillo-alveolar) breadth, nasal breadth, basion-prosthion length, cranial base length, foramen magnum length, and foramen magnum breath.
