Private Or Public Approaches To Insuring The Uninsured: Lessons From International Experience With Private Insurance, Timothy Stoltzfus Jost Jan 2001

Private Or Public Approaches To Insuring The Uninsured: Lessons From International Experience With Private Insurance, Timothy Stoltzfus Jost

Scholarly Articles

In the recent past a broad consensus has emerged in the United States that the best way to expand coverage of the uninsured is to use tax subsidies to encourage the purchase of private health insurance policies. Many advocates of this approach also call for replacing employment-related group policies with individual policies, and for minimizing regulation of private insurance. Those who advocate these policies, however, have rarely considered the experience that other nations have had with private health insurance.

In fact most other countries have private insurance markets, and in many countries private insurance plays a significant role in financing …

One Side By Himself: The Life And Times Of Lewis Barney, 1808-1894, Ronald O. Barney

All USU Press Publications

"What an astonishing life and what a remarkable biography. Lewis Barney's sojourn on the hard edge of the American frontier is a forgotten epic. Not only does this book tell of an amazing personal odyssey from his birth in upstate New York in 1808 to his death in Mancos, Colorado, in 1894, but Barney's tale represents a living evocation of some of the most significant themes in American history. Frederick Jackson Turner theorized that the frontier shaped our national character, but Lewis Barney's life stands as a testament to the real impact of the westering experience on a man and …

Imagined States, Luisa Del Giudice, Gerald Porter Jan 2001

Imagined States, Luisa Del Giudice, Gerald Porter

All USU Press Publications

An international ensemble of folklore scholars looks at varied ways in which national and ethnic groups have traditionally and creatively used imagined states of existence-some idealizations, some demonizations-in the construction of identities for themselves and for others. Drawing on oral traditions, especially as represented in traditional ballads, broadsides, and tale collections, the contributors consider fertile landscapes of the mind where utopias overflow with bliss and abundance, stereotyped national and ethnic caricatures define the lives of "others," nostalgia glorifies home and occupation, and idealized and mythological animals serve as cultural icons and guideposts to harmonious social life.

Italian Canadian Luisa Del …

Ultimate Inequality: Determinants Of Life Expectancies In Mountain States Counties, L. Dwight Israelsen, Ryan D. Israelsen, Karl E. Israelsen Jan 2001

Ultimate Inequality: Determinants Of Life Expectancies In Mountain States Counties, L. Dwight Israelsen, Ryan D. Israelsen, Karl E. Israelsen

Economic Research Institute Study Papers

Over the last five decades, life expectancy at birth in the United States and in the Mountain States has been increasing steadily for both males and females. Previous studies of mortality or life expectancy have looked at relatively small cohorts of people over time, or have looked at mortality or life expectancy at the national or state level. The larger-scale studies have usually concentrated on only one or a few of the determinants of life expectancy. The Harvard Center for Population and Development Studies recently published life expectancy tables for all U.S. counties for both males and females. Life expectancy …

Towards Transcultural Understanding: A Harmony Theory Of Chinese Communication, Guo-Ming Chen Jan 2001

Towards Transcultural Understanding: A Harmony Theory Of Chinese Communication, Guo-Ming Chen

Communication Studies Faculty Publications

This chapter developed a general theory of Chinese communication from the perspective of harmony. Based on the nine concepts, including jen (humanity), yi (appropriateness), li (rites), shi (temporal contingencies), wei (spatial contingencies), ji (the first imperceptible beginning of movement), guanxi (inter-relation), mientz (face), and power, a total of four propositions, 23 axioms and 23 theorems were generated. The functions and interrelationships of these concepts form a holistic system that brings continuity into the endless transforming process of Chinese communication. It is hoped that the theory will serve as a mirror reflecting potential problems occurring in the intercultural communication and provide …

Gretel Ehrlich, Gregory L. Morris Jan 2001

Gretel Ehrlich, Gregory L. Morris

Western Writers Series Digital Editions

As a Western writer, Gretel Ehrlich is something of a curious case. By birth a Californian, Ehrlich has nevertheless shaped her identity as a Western writer by experience gathered elsewhere in the West. At the same time, while Ehrlich has lived and written extensively about her life in north-central Wyoming—and built her considerable reputation upon that work—the arc of her experience has carried her for the moment back to her native California. This movement from place to place (Ehrlich has been a writer of many places in her career) suggests a dominant tension in her life and work: that of …

Monitoring Large Areas For Forest Change Using Landsat: Generalization Across Space, Time And Landsat Sensors, Curtis E. Woodcock, Scott A. Macomber, Mary Pax-Lenney, Warren B. Cohen Jan 2001

Monitoring Large Areas For Forest Change Using Landsat: Generalization Across Space, Time And Landsat Sensors, Curtis E. Woodcock, Scott A. Macomber, Mary Pax-Lenney, Warren B. Cohen

United States Department of Agriculture, Forest Service / University of Nebraska-Lincoln: Faculty Publications

Landsat 7 ETM+ provides an opportunity to extend the area and frequency with which we are able to monitor the Earth’s surface with fine spatial resolution data. To take advantage of this opportunity it is necessary to move beyond the traditional image-by-image approach to data analysis. A new approach to monitoring large areas is to extend the application of a trained image classifier to data beyond its original temporal, spatial, and sensor domains. A map of forest change in the Cascade Range of Oregon developed with methods based on such generalization shows accuracies comparable to a map produced with current …

The Future Of The Concurrent Use Of Trademarks Doctrine In The Information Age, David S. Barrett Jan 2001

The Future Of The Concurrent Use Of Trademarks Doctrine In The Information Age, David S. Barrett

UC Law SF Communications and Entertainment Journal

This article focuses on the concurrent use doctrine of trademarks. This doctrine allows different owners to use the same or similar trademarks in business if (1) the junior use is geographically remote to the senior use and (2) the trademark was adopted in good faith. The second element is interpreted differently, with a shrinking minority requiring no actual knowledge and the minority requiring no intent of the junior user to imply his goods are those of the senior user.

The author argues that the internet revolution has created substantial problems with the concurrent use doctrine. The first major issue is …

Models For The Adaptive Harvest Management Of Rocky Mountain Sandhill Cranes: Problems And Potential, William L. Kendall, Roderick C. Drewien Jan 2001

Models For The Adaptive Harvest Management Of Rocky Mountain Sandhill Cranes: Problems And Potential, William L. Kendall, Roderick C. Drewien

Proceedings of the North American Crane Workshop

The migratory Rocky Mountain Population (RMP) of the greater sandhill crane (Grus canadensis tabida) breeds primarily in river valleys, marshes, and meadows of western Montana and Wyoming, southeastern Idaho, northern Utah, and northwestern Colorado. The RMP winters primarily in the Middle Rio Grande Valley of New Mexico, with smaller concentrations in the southwestern parts of that state, southeastern Arizona, and the northern highlands of Mexico. The San Luis Valley of Colorado is used as a stopover in both the spring and fall migrations. The RMP has been hunted on a permit basis since 1981, and currently these cranes …

Multiple Spatial Scale Analysis Of Whooping Crane Habitat In Nebraska, Amy L. Richert, Kevin E. Church Jan 2001

Multiple Spatial Scale Analysis Of Whooping Crane Habitat In Nebraska, Amy L. Richert, Kevin E. Church

Proceedings of the North American Crane Workshop

Geographic Information System (GIS) and remote sensing technologies were used to evaluate whooping crane stopover habitat in Nebraska. The goal of the research was to investigate habitat selection at multiple spatial scales. The GIS database consisted of all confirmed whooping crane sightings reported in Nebraska from 1975-1996 and land cover information delineated from color infrared aerial photographs and Landsat Thematic Mapper data. Results suggest that whooping cranes select roost habitat by recognizing site-level and landscape-scale land cover composition. Wetland is the most strongly selected habitat type at all spatial scales examined. This presentation emphasizes methods used to analyze habitat selection …

Montenegro: Vassal Or Sovereign?, Octavian Sofansky, Stephen R. Bowers, Stephanie E. Cameron, Marion T. Doss, Jr.

Faculty Publications and Presentations

A move toward Montenegrin independence would cause Serbian public opinion to focus inward and would likely be the first step in the process towards true democratic evolution. Russia is not likely to support Montenegrin independence and Russia is unlikely to take decisive action to save the Yugoslav Federation. The removal of Slobodan Milosevic from power will have a modest impact on the prospects for maintaining independence.

Learner-Centered Instruction: Inquiry-Based, Technology-Enriched, Integrating Workplace Reality: A Resource Guide For Teachers, Marjorie L. Mclellan Jan 2001

Learner-Centered Instruction: Inquiry-Based, Technology-Enriched, Integrating Workplace Reality: A Resource Guide For Teachers, Marjorie L. Mclellan

Geography Faculty Publications

Inquiry-based instructional strategies function best with motivated students whose interest and imagination are already enlivened and whose curiosity will help them master new learning skills. The responsibility for supplying the initial impetus falls upon many diverse entities across the student's educational life. College teachers often inherit students with years of spoon-fed, low-expectation instruction, challenging instructors in higher education to overcome this deficit. Fortunately, most students possess a native curiosity that is eventually heightened by academic success, especially when their achievements are perceived to stem from their own work and thought processes. This is the power of inquiry-based learning.

The rapidity …

"Extraordinary Or Specialized Training"--As A "Legitimate Business Interest"--In Restrictive Covenant Employment Law: Florida And National Perspectives, Frank J. Cavico

St. Thomas Law Review

The purpose of this article is to examine Florida statutory law and case law, as well as the law from other jurisdictions, that govern restrictive covenants which arise in the employment relationship. The analysis will center on the critical legal element essential to uphold and enforce a covenant not to compete - the "legitimate business interest" requirement. In particular, this article will focus on one important, yet perplexing, aspect thereto - the level and extent of training and/or education necessary to achieve such a protected "interest." The relevant part of the Florida restrictive covenant statute and all Florida court decisions …

The Ayllu: The Basic Social Unit Of The Aymara People, Tomas Alarcon Jan 2001

The Ayllu: The Basic Social Unit Of The Aymara People, Tomas Alarcon

St. Thomas Law Review

The Aymara People have inhabited this Earth since time immemorial. Their civilization dates back to 1200 B.C., and their culture was based in the ancient city of Tiwanaku, between 400 and 1000 AD. Since its organization, the dwellers of this great city have endured and resisted conquest by the Inca empire, the Spanish, and the modem states surrounding Lake Titicaca. The Aymara now live in the Andes within the borders of Peru, Bolivia, Chile and Argentina.Their territory is an altiplano or plateau, Poopo, in the region surrounding Lake Titicaca at 4,000 meters above sea level. The Aymara ancestors selected this …
