Are Saudi Arabian Hospitals Prepared For The Threat Of Biological Weapons?, Manuel W. Mah, Ziad A. Memish Jan 2001

Are Saudi Arabian Hospitals Prepared For The Threat Of Biological Weapons?, Manuel W. Mah, Ziad A. Memish

Saudi Medical Journal

The use of biological weapons has been recorded repeatedly in history. Until recently, biological terrorism had been little discussed or written about. However, events over the past 12 to 18 months have made it clear that likely perpetrators already envisage every possible scenario. Nations and dissident groups exist that have both the motivation and access to utilize biological weapons. In April 1994, a Russian biological weapons expert presented the conclusions of the Russian experts as to the agents most likely to be used: smallpox, anthrax, and plague. Health care workers in the Kingdom of Saudi Arabia (physicians, nurses, and emergency …

Transformational Leadership And Mentoring: Theoretical Links And Practical Implications, Lynda St. Clair, Ronald J. Deluga Jan 2001

Transformational Leadership And Mentoring: Theoretical Links And Practical Implications, Lynda St. Clair, Ronald J. Deluga

Management Department Faculty Working Papers

Organizations are becoming increasingly aware of the advantages of generating a stream of transformational leaders who will be able to successfully move their companies into the future. Yet, theory providing guidance for developing such leaders is at a premium. In particular, prior research has not explored in detail the complexity of the relationship between mentoring and the development of transformational leaders. To address this important topic, we develop logical links between traditional mentoring activities and the behaviors associated with the "Four I's" of transformational leadership (individualized consideration, idealized influence, inspirational motivation, intellectual stimulation). Based upon our review and synthesis of …

Space For Dispute Settlement Mechanisms - Dispute Resolution Mechanisms For Space? A Few Legal Considerations, Frans G. Von Der Dunk Jan 2001

Space For Dispute Settlement Mechanisms - Dispute Resolution Mechanisms For Space? A Few Legal Considerations, Frans G. Von Der Dunk

Space, Cyber, and Telecommunications Law Program: Faculty Publications

1. Introduction-The subject of dispute settlement is at the heart of every legal system or subsystem, whether national or international, and in principle it should not be any different for space law either. Indeed, amongst space law experts often attention has been paid to this issue, if indeed usually confined to such experts, like in the context of the International Law Association where a draft convention for the settlements of space law disputes was developed.

2. The issue of dispute settlement in space law-The general picture sketched above has of course undergone considerable change over the last years, perhaps most …

Cultivar-Dependent Expression Of A Maize Lipoxygenase Responsive To Seed Infesting Fungi, Richard A. Wilson, Harold W. Gardner, Nancy P. Keller Jan 2001

Cultivar-Dependent Expression Of A Maize Lipoxygenase Responsive To Seed Infesting Fungi, Richard A. Wilson, Harold W. Gardner, Nancy P. Keller

Fungal Molecular Plant-Microbe Interactions

Maize kernels are highly susceptible to Aspergillus spp. infection and aflatoxin (AF) contamination. Fatty acid signaling molecules appear to mediate the plant–fungal interaction by affecting the growth, development, and AF production of the fungus. In particular, fatty acid derivatives of the plant lipoxygenase (LOX) pathway are implicated in the Aspergillus spp.-seed interaction. The 9(S)-hydroperoxide derivative of linoleic acid promotes transcription of AF genes, whereas the 13(S)-hydroperoxide derivative decreases AF gene expression and production; both are sporulation factors. Our goal was to identify LOX genes responsive to Aspergillus spp. colonization and determine their specificities, 9(S)- …

The Social Dimensions Of A Networked World: Will The Internet Promote Productivity And Fulfillment Or Result In A More Volatile And Ruthless World?, Ross A. Miller Jan 2001

The Social Dimensions Of A Networked World: Will The Internet Promote Productivity And Fulfillment Or Result In A More Volatile And Ruthless World?, Ross A. Miller

Department of Political Science: Faculty Publications

Technological change has the potential to have profound effects on politics, the economy, and society. Indeed, the Industrial Revolution provides ample evidence of the significant effect of technology on humankind. Today the Internet has transformed the way we communicate, learn, work, and play. What are the dangers and opportunities presented by this new technology? One hundred years from now, will society look back upon this period of technological change as one that led to a more productive and peaceful world, or will they view it as the beginning of a dark period in human history, one characterized by political instability, …

Chlorophacinone Residues In Rangeland Rodents: An Assessment Of The Potential Risk Of Secondary Toxicity To Scavengers, Thomas M. Primus, John D. Eisemann, George H. Matschke, Craig Ramey, John J. Johnston Jan 2001

Chlorophacinone Residues In Rangeland Rodents: An Assessment Of The Potential Risk Of Secondary Toxicity To Scavengers, Thomas M. Primus, John D. Eisemann, George H. Matschke, Craig Ramey, John J. Johnston

United States Department of Agriculture Wildlife Services: Staff Publications

Field studies were conducted in California to assess efficacy of chlorophacinone-treated steam-rolled oats for controlling rangeland rodents. An objective of these studies was to assess the potential hazards of chlorophacinone residues in rangeland rodent carcasses and livers to mammalian and avian scavengers, especially raptors. Belding's ground squirrels, valley pocket gophers and Microtus spp. carcasses collected during the efficacy studies were analyzed for chlorophacinone residues. The method limit of detection (MLOD) for liver and carcass tissue samples averaged 0.036 μg/g and 0.034 μg/g, respectively. Chlorophacinone residues in Belding's ground squirrel (n=62) liver and carcass tissue ranged from Microtus sp. (n=3) tissue …

Major Herbicides In Ground Water: Results From The National Water-Quality Assessment, Jack . E. Barbash, Gail P. Thelin, Dana W. Kolpin, Robert J. Gilliom

United States Geological Survey: Staff Publications

To improve understanding of the factors affecting pesticide occurrence in ground water, patterns of detection were examined for selected herbicides, based primarily on results from the National Water-Quality Assessment (NAWQA) program. The NAWQA data were derived from 2227 sites (wells and springs) sampled in 20 major hydro- logic basins across the USA from 1993 to 1995. Results are presented for six high-use herbicides—atrazine (2-chloro-4-ethylamino-6-iso-propylamino- s-triazine), cyanazine (2-[4-chloro-6-ethylamino-1,3,5-triazin-2-yl]amino]-2-methylpropionitrile), simazine (2-chloro-4,6-bis- [ethylamino]-s-triazine), alachlor (2-chloro-N-[2,6-diethylphenyl]-N- [methoxymethyl]acetamide), acetochlor (2-chloro-N-[ethoxymethyl]- N-[ 2-ethyl-6-methylphenyl]acetamide), and metolachlor (2-chloro-N- [2-ethyl-6-methylphenyl]-N-[2-methoxy-1-methylethyl]acetamide)— as well as for prometon (2,4-bis[isopropylamino]-6-methoxy-s-triazine), a nonagricultural herbicide detected frequently during the study. Concentrations were <1 μg L-1 at 98% …

Vegetation And Paleoclimate Of The Last Interglacial Period, Central Alaska, Daniel R. Muhs, Thomas A. Ager, James E. Begét Jan 2001

Vegetation And Paleoclimate Of The Last Interglacial Period, Central Alaska, Daniel R. Muhs, Thomas A. Ager, James E. Begét

United States Geological Survey: Staff Publications

The last interglacial period is thought to be the last time global climate was signi"cantly warmer than present. New stratigraphic studies at Eva Creek, near Fairbanks, Alaska indicate a complex last interglacial record wherein periods of loess deposition alternated with periods of soil formation. The Eva Forest Bed appears to have formed about the time of or after deposition of the Old Crow tephra (dated to ~ 160 to ~ 120 ka), and is therefore correlated with the last interglacial period. Pollen, macrofossils, and soils from the Eva Forest Bed indicate that boreal forest was the dominant vegetation and precipitation …

Worms, Nematoda, Scott Lyell Gardner Jan 2001

Worms, Nematoda, Scott Lyell Gardner

Harold W. Manter Laboratory of Parasitology: Faculty Publications

Nematodes are the most speciose phylum of metazoa on earth. Not only do they occur in huge numbers as parasites of all known animal groups, but also they are found in the soils, as parasites of plants, and in large numbers in the most extreme environments, from the Antarctic dry valleys to the benthos of the ocean. They are extremely variable in their morphological characteristics, with each group showing morphological adaptations to the environment that they inhabit. Soil-dwelling forms are extremely small; many marine species have long and complex setae; and parasitic species manifest amazingly great reproductive potential and large …

Phylogenetic Analysis Of The Rhabdocoela (Platyhelminthes) With Emphasis On The Neodermata And Relatives, David Zamparo, Daniel R. Brooks, Deborah A. Mclennan, Eric P. Hoberg Jan 2001

Phylogenetic Analysis Of The Rhabdocoela (Platyhelminthes) With Emphasis On The Neodermata And Relatives, David Zamparo, Daniel R. Brooks, Deborah A. Mclennan, Eric P. Hoberg

Harold W. Manter Laboratory of Parasitology: Faculty Publications

Phylogenetic systematic analysis of 24 taxa representing the rhabdocoel platyhelminths, based on a suite of 89 morphological characters, produced two equally parsimonious trees, 181 steps long, with a consistency index (CI) of 0.69 and a rescaled consistency index (RCI) of 0.56, differing only with respect to that portion of the tree containing Umagillidae, Acholadidae, Graffillinae, Pseudograffillinae, Pterastericolidae and Hypoblepharinidae. Our results accommodate all previously proposed sister taxa to the Neodermata in a single clade in which ((Dalyelliidae + Temnocephalida) Typhloplanidae) is the sister group of ((Fecampiidae + Urastoma) (Udonella ((Aspidogastrea + Digenea) (Monogenea (Gyrocotylidea (Amphilinidea + Eucestoda)))))). Travel Reservation Process Evaluation, Amy Bowles Jan 2001

Travel Reservation Process Evaluation, Amy Bowles

Theses

The purpose of this study is to analyze one specific process within the travel department to accurately determine its usefulness. This study will examine the current reservation process in place and establish if there are "fail points" or faults within the process. Further research will illustrate the increased cost associated with each "fail point" by analyzing specific scenarios. Additionally, this analysis will determine if the standard reservation process, which each agent is initially taught, is followed and to what extent. The cost associated with not adhering to the standard process will also by illustrated in specific scenarios.

The methodologies that will help us accomplish the above goals are: …

The Foreign Affairs Of Federal Systems: A National Perspective On The Benefits Of State Participation, Daniel Halberstam Jan 2001

The Foreign Affairs Of Federal Systems: A National Perspective On The Benefits Of State Participation, Daniel Halberstam

Articles

In recent years, the constitutional law of foreign relations has come under intense academic scrutiny, and with it the traditionally accepted constitutional balance between the federal government and the States. In the course of this renewed debate, revisionist scholars have challenged the previously dominant view that States have no place in foreign affairs.

International Graduate Student Expectations At Rit, Zeneida Granados

Theses

Information is a key to seeing problems and experiences encountered by international graduate students while studying abroad. Consequent adaptations to new surroundings have been suggested from several perspectives. Services offered on-campus could help international graduate students to achieve their main goal: to be successful in their professional and social life. Success could commence from the initial contemplation or decision of studying abroad and might continue throughout their prolonged stay if continuous support was available from the staff and customized services in the college or university selected. Conducting sixteen face-to-face interviews (using open-ended questions) and two focus groups of four students …

Precontractual Reliance, Lucian A. Bebchuk, Omri Ben-Shahar Jan 2001

Precontractual Reliance, Lucian A. Bebchuk, Omri Ben-Shahar

Articles

During contractual negotiations, parties often make reliance expenditures that would increase the surplus should a contract be made. This paper analyzes decisions to invest in precontractual reliance under alternative legal regimes. Investments in reliance will be socially suboptimal in the absence of any precontractual liability-and will be socially excessive under strict liability for all reliance expenditures. Given the results for these polar cases, we focus on exploring how "intermediate"-liability rules could be best designed to induce efficient reliance decisions. One of our results indicates that the case for liability is shown to be stronger when a party retracts from terms …

Gang Aft Agley, Carl E. Schneider Jan 2001

Gang Aft Agley, Carl E. Schneider

Articles

In my last contribution to this column (HCR, July-August 2000), I argued that the law of bioethics has repeatedly failed to achieve the hopes cherished for it. I presented evidence, for example, that most doctors breach the duty of informed consent, that advance directives do not direct patients' care, and that repeated legal attempts to increase organ donation have failed to find the success predicted for them. I closed that column by promising to try to explain this chastening experience. It would, of course, take a lifetime of columns to capture all the reasons the law of bioethics …

Framing Refugee Protection In The New World Disorder, James C. Hathaway, Colin J. Harvey Jan 2001

Framing Refugee Protection In The New World Disorder, James C. Hathaway, Colin J. Harvey

Articles

A number of jurisdictions have fastened onto a "solution" that appears to reconcile respect for refugee law with the determination of states to rid themselves quickly of potentially violent asylum seekers. Courts in these states have been persuaded that a person who has committed or facilitated acts of violence may lawfully be denied a refugee status hearing under a clause of the Refugee Convention that authorizes the automatic exclusion of persons whom the government reasonably believes are international or extraditable criminals. Refugee law so interpreted is reconcilable with even fairly blunt measures for the exclusion of violent asylum seekers. In …

Operational Research And The Royal Canadian Air Force Eastern Air Command's Search For Efficiency In Airborne Anti-Submarine Warfare, 1942-1945, Dean C. Ruffilli Jan 2001

Operational Research And The Royal Canadian Air Force Eastern Air Command's Search For Efficiency In Airborne Anti-Submarine Warfare, 1942-1945, Dean C. Ruffilli

Theses and Dissertations (Comprehensive)

This thesis analyses the contributions of operational research to the work of the Royal Canadian Air Force Eastern Air Command during the Second World War. The efforts of the handful of Canadian operational researchers in the Allied campaign against the German U-boat force, although having produced only modest results, did make a small but important contribution to the war which have been neglected by historians. The use of aircraft against submarines began during the First World War when both technologies were still in their infancy. Although initial results were poor, the handful of sinkings by aircraft demonstrated its potential as …

The Changing Role Of Labor Arbitration (Symposium: New Rules For A New Game: Regulating Employment Relationships In The 21st Century), Theodore J. St. Antoine Jan 2001

The Changing Role Of Labor Arbitration (Symposium: New Rules For A New Game: Regulating Employment Relationships In The 21st Century), Theodore J. St. Antoine

Articles

A quarter century ago, in a provocative and prophetic article, David E. Feller lamented the imminent close of what he described as labor arbitration's "golden age." I have expressed reservations about that characterization, insofar as it suggested an impending shrinkage in the stature of arbitration. But Professor Feller was right on target in one important respect. Labor arbitration was going to change dramatically from the autonomous institution in the relatively self-contained world of union-management relations which it had been from the end of World War II into the 1970s. When the subject matter was largely confined to union-employer agreements, arbitration …

Gilmer In The Collective Bargaining Context, Theodore J. St. Antoine Jan 2001

Gilmer In The Collective Bargaining Context, Theodore J. St. Antoine

Articles

Can a privately negotiated arbitration agreement deprive employees of the statutory right to sue in court on claims of discrimination in employment because of race, sex, religion, age, disability, and similar grounds prohibited by federal law? Two leading U.S. Supreme Court decisions, decided almost two decades apart, reached substantially different answers to this questionand arguably stood logic on its head in the process. In the earlier case of Alexander v. Gardner-Denver Co., involving arbitration under a collective bargaining agreement, the Court held an adverse award did not preclude a subsequent federal court action by the black grievant alleging racial discrimination. …

Miranda Thirty-Five Years Later: A Close Look At The Majority And Dissenting Opinions In Dickerson, Yale Kamisar

Articles

Over the years, Miranda v. Arizona1 has been criticized both for going too far2 and for not going far enough.3 Nevertheless, on the basis of talks with many criminal procedure professors in the sixteen months between the time a panel of the Fourth Circuit upheld a statute (18 U.S.C. § 3501) purporting to "overrule" Miranda and a 7-2 majority of the Supreme Court overturned that ruling in the case of Dickerson v. United States,4 I am convinced that most criminal procedure professors wanted the Supreme Court to do what it did-"reaffirm" Miranda. This is not surprising. As Professor Grano once …

Gender Matters: Teaching A Reasonable Woman Standard In Personal Injury Law, Margo Schlanger Jan 2001

Gender Matters: Teaching A Reasonable Woman Standard In Personal Injury Law, Margo Schlanger

Articles

Reasonable care is, of course, a concept central to any torts class. But what is it? One very standard doctrinal move is to conceptualize reasonable care as that care shown by a "reasonable person" under like circumstances. The next step, logically, is to visualize this reasonable person. Visualization requires some important choices. For example, is the reasonable person old or young? Disabled or not? These are two questions that all the casebooks I have consulted discuss. But, oddly, no casebook of which I am aware deals with the trait that nearly invariably figures in our description of people: sex. If …

A Suggestion On Suggestion, Richard D. Friedman, Stephen J. Ceci Jan 2001

A Suggestion On Suggestion, Richard D. Friedman, Stephen J. Ceci

Articles

Part I of the full article briefly describes the history and current slate of research into children's suggestibility. In this part, we argue that, although psychological researchers disagree considerably over the degree to which he suggestibility of young children may lead to false allegations of sexual abuse, there is an overwhelming consensus that children are suggestible to a degree that, we believe, must be regarded as significant. In presenting this argument, we respond to the contentions of revisionist scholars, particularly those recently expressed by Professor Lyon. We show that there is good reason to believe the use of highly suggestive …

In-Prison Day Care: A Correctional Alternative For Women Offenders, Jessica Y. Kim Jan 2001

In-Prison Day Care: A Correctional Alternative For Women Offenders, Jessica Y. Kim

Cardozo Journal of Equal Rights & Social Justice

The note argues that traditional incarceration of mothers can have detrimental effects on both the women and their children, advocating for alternative correctional methods such as in-prison day care programs. These alternatives aim to maintain the mother-child bond, reduce recidivism, and mitigate the negative societal impacts of separating mothers from their children.
