A meeting was held in Santa Fe, New Mexico, October 21-22, 1999, to generate discussion and consensus about interoperability of publicly available scholarly information archives. The invitees represented several well known e-print and report archive initiatives, as well as organizations with interests in digital libraries and the transformation of scholarly communication. The central goal of the meeting was to agree on recommendations that would make the creation of end-user services -- such as scientific search engines and linking systems -- for data originating from distributed and dissimilar archives easier. In event management environments, the filtering mechanisms are employed to track the events generated from applications at run-time and perform the corresponding appropriate actions. Hierarchical decompositions of graphs are interesting for algorithmic purposes. Many NP complete problems have linear complexity on graphs with tree-decompositions of bounded width. We investigate alternate hierarchical decompositions that apply to wider classes of graphs and still enjoy good algorithmic properties. These decompositions are motivated and inspired by the study of vertex-replacement context-free graph grammars. The complexity measure of graphs associated with these decompositions is called clique width. In this paper we bound the clique width of a graph in terms of its tree width on the one hand, and of the clique width of its edge complement on …

Two-dimensional gel electrophoresis was used to compare the protein profiles of two geographically isolated populations of the tick Rliipiccplmlus appcndiciilalus Neumann (Acnri: Ixodidne) in Kenya. Most of the protein spots were common to both populations, but a number were specific to each population. Since proteins are encoded by genes, the presence of populationspecific proteins suggests that there.may be genetic differences between the two populations. It is proposed that some of these population-specific proteins might be related to the differences in susceptibility of the ticks to Thcikria pawn infection. ©2000ICIPE.

Isozyme Polymorphism In The Vigna Frutescens-V. Membranacea Complex (Tribe Phaseoleae, Fabaceae), Rémy S. Pasquet, Thierry Vanderborght

An electrophoretic comparison of variation at 29 isozyme loci was performed for 21 Vigna accessions belonging to V. frutescens, V. membranacea and V. friesiorum. The results do not fit accepted nomenclature and the taxonomic ranks should be reassessed. V. frutescens, V. friesiorum, and various subspecies of V. membranacea should be considered as putative species, although hybridisation data are needed in order to obtain a clear picture of the organisation of this gene pool. However, the results do not support the existence of two sections, and section Liebrechtsia is merged with section Macrodontae in a newly enlarged section Macrodontae.

Field surveys at five sites within desert locust breeding habitats around Port Sudan during three successive seasons indicated that early in the rainy season the incoming solitary females oviposited predominantly in the vicinity of Heliotropium spp. (~66%) and millet (~32%) seedlings. Solitary nymphs also preferred to feed on these plants. Follow-up cage experiments were conducted in the field in which solitary and gregarious female locusts were presented with choices of selected desert plants and egg pods. When presented with bulrush millet, Heliotropium spp., Zygophyllum simplex, and untreated moistened sand, solitary females oviposited adjacent to the first two plants (40% and …

The susceptibility of Megalurothrips sjostedti to Metarhizium anisopliae when reared on susceptible, tolerant, and moderately resistant varieties of cowpea at different constant temperatures was evaluated in the laboratory. Insects were exposed either to direct spray of the conidia or to fungus-treated floral tissues. Mortality was significantly higher on the moderately resistant variety at all temperatures compared to the susceptible and tolerant varieties. Correspondingly, lethal time and lethal concentration values were significantly shorter and lower, respectively, on the moderately resistant variety compared to the other varieties, thus indicating that the two control methods are compatible as part of an integrated pest …

The effect of volatiles and aqueous extracts of black pepper, Piper guineense; neem seed, Azadirachta indica; garlic bulb, Allium sativum; and onion bulb, Allium cepa on egg viability of Maruca vitrata Fab. (Lepidoptera: Pyralidae) and Clavigralla tomentosicollis Stal (Heteroptera: Coreidae) was evaluated in laboratory experiments. Compared with the other treatments, volatiles of black pepper and garlic bulb were superior in reducing hatch of freshly laid (12-h-old) eggs of both species of insects. Volatiles of onion bulb and neem seed had no effect on egg hatch. When aqueous extracts of the various plant materials were tested at 5%, 10% and 15%, …

Recent campaign finance innovations of the major political parties have blown large and widening holes in federal campaign finance regulation. The relationship between parties and candidates also challenges the basic doctrinal categories of campaign finance law. The Constitution permits regulation of campaign finances to deal with the danger of corruption. But some judges and commentators have argued that the parties present no danger of corruption. This Article finds that, although parties play a positive role in funding campaigns, certain party practices raise the specter of corruption in the constitutional sense. As Daniel Keating's principal article attests, the literature on U.C.C. section 2-207 and the "battle of the forms" is both vast and intricate. That fact, together with the distinguished array of commentators assembled here, makes it unlikely that I will be able to say anything substantially original on that subject. Accordingly, in the spirit of this overall symposium, I will focus the bulk of my remarks not on the substantive issues raised by Keating's article, but on his methodology. This paper employs an optimal contracting framework to study the question of how courts should adjudicate disputes over valuable trade secrets (such as customer lists). We focus principally on contexts where trade secrets are formed endogenously, through specific, non-contractible investments that could potentially come from either employers or employees (or both). Within such contexts, we argue, an "optimal" trade secret law diverges in many important respects from existing doctrine. In particular, an optimal doctrine would (1) expressly consider the parties' relative skills at making value enhancing investments rather than the mere existence of a valuable informational asset; (2) tend to …

In this Commentary, Professor Katherine Franke offers an analysis on Richard Delgado and Jean Stefancic's California's Racial History and Constitutional Rationales for Race-Conscious Decision Making in Higher Education and Rebecca Tsosie's Sacred Obligations: Intercultural Justice and the Discourse of Treaty Rights. These two Articles, she observes, deploy history for the purposes of justifying certain contemporary normative claims on behalf of peoples of color: affirmative action in higher education for Delgado and Stefancic, and sovereignty rights for native peoples in Tsosie's case. Transparent Adjudication And Social Science Research In Constitutional Criminal Procedure, Tracey L. Meares, Bernard Harcourt

The October 1999 Term was a year of consolidation in the law of police investigations in constitutional criminal procedure. In four short and compact opinions – three supported by sizeable majorities and three written by the Chief Justice – the Supreme Court synthesized and consolidated its criminal procedure jurisprudence, and offered clear guidance to law enforcement officers and private citizens alike. Miranda warnings are required by the Fifth Amendment, and the police must continue to "Mirandize" citizens before conducting any custodial interrogations. Reasonable suspicion under the Fourth Amendment calls for a totality-of-the-circumstances test, and a citizen's flight from the police …

For more than five decades Palestinian refugees have been denied international protection. Some five million persons, comprising two-thirds of the Palestinian people, and nearly one-third of the global refugee population, have remained without a durable solution to their plight. More than half of all Palestinian refugees lack basic day-to-day protection, such as physical security, freedom of movement, and access to employment. Today, the Palestinian refugee problem is one of the largest and longest running refugee problems in the world.

This study on the use of teaching portfolios arose from a number of converging trends and policy initiatives within the higher education sector that led to demands for the improvement of, and a more reflective scholarly approach to, university teaching. In Australia, and overseas, institutions have responded to these demands by implementing teaching development and evaluation programs for academic staff that arc based on the use of portfolios. A teaching portfolio is essentially a documentary record of selected aspects of a teacher's work across a range of instructional settings. Interactionist theories of second language acquisition (SLA) claim that both comprehensible input and modified interaction in the target language are necessary for language learning. In the foreign language context, little opportunity exists for such input simply through exposure to the target language outside the classroom. An investigation was conducted to establish how parents living in rural Uganda construe child abuse and neglect. The study is of theoretical interest on two counts. Exercise-induced muscle damage (EIMD) is known to be produced by novel or unaccustomed exercise, especially high force eccentric contractions. Histological myofibre disruption, force loss and muscle soreness are associated with EIMD and have implications for sporting performance. Traditional practices of assessing the extent of disruption to the myofibres is by performing needle biopsies and subsequently analysing the histology of the fibres. This study deals with the estimation of the optimal hedge ratios using various econometric models. Most of the recent papers have demonstrated that the conventional ordinary least squares (OLS) method of estimating constant hedge ratios is inappropriate, other more complicated models however seem to produce no more efficient hedge ratios. Using daily AOIs and SPI futures on the Australian market, optimal hedge ratios are calculated from four different models: the OLS regression model, the bivariate vector autoaggressive model (BVAR), the error-correction model (ECM) and the multivariate diagonal Vcc GARCH Model. The purpose of this research was to study the association between adult mental representations of curly attachment relationships and eating disorders, and to compare attachment classifications between anorexia nervosa and bulimia nervosa. The sample consisted of 62 women with eating disorders, divided between anorexia nervosa [restricting type (n=20) and binge-eating/purging type (n=l6)], and bulimia nervosa (n=26). The measures were (a) a structured interview based on the ''Diagnostic Survey for Eating Disorders" (Johnson and Connors, 1987) and the DSM IV criteria for the classification of eating disorders, and (b) the Adult Attachment Interview (AAI) (George, Kaplan and Main, 1985). This study examines parent/child relationships and their possible influence on self-esteem. The parenting styles: authoritative, authoritarian, permissive and unmatched, are assessed (by child report) and compared to levels of global and specific domains of self-esteem to determine whether parenting style influences self-esteem in children. Eighty-four children aged 11-12 years of age; male and female were asked to complete three questionnaires. The questionnaires were: Child Report of Parental Behaviour Inventory (Schluderman & Schluderman, 1970) to ascertain their parent's parenting style; Harter's (1985), Self-Perception Profile for Children (SPPC), to measure the child's self-esteem and a demographic questionnaire.
