The California Space and Technology Alliance (CSTA), is a nonprofit public/private partnership governed by a statewide board of directors representing diverse sectors of the space technology community. Designated as the California Spaceport Authority by the State Legislature, CSTA serves as the official policy advisor to the Governor and State Legislature on all space-related matters and as the official voice of the State of California on space technology issues to the federal government, other states, and local and regional government entities.

A Silent Emergency Persists: The Limited Efficacy Of U.S. Investment Sanctions On Burma, Anna E. Johansson

Washington International Law Journal

For the past three decades, the repressive military junta that has ruled Burma has engaged in torture, extra-judicial killings, compulsory labor, and arbitrary arrests and detentions. Economic growth and human development in Burma have stagnated. In response to human rights abuses and uninhibited drug production and trafficking, the United States imposed investment sanctions on Burma in 1997. However, Burma's regional alliances and illicit profits from drugs have filled any vacuum left by withdrawal of U.S. investments and have neutralized the effect of the sanctions. Therefore, the United States needs to rethink its current sanctions scheme. The United States should consider …

The U.S. armed forces are not the only military that has sought to discern the lessons of the Kosovo campaign in the spring of 1999. The Chinese People's Liberation Army (PLA) has also analyzed the conflict and drawn its own conclusions. In fact, as Dr. June Teufel Dreyer, Professor of Political Science at the University of Miami in Florida, observes, rather than reach a single set of conclusions, different groups within the Chinese military drew different judgments. This study fills a need for documentation of the issues and concerns related to planning recreational trails along irrigation canal rights-of-way through interviews with canal company officials and research of related literature. While this study provides valuable information for recreation planners and cities involved in the planning and development of these canal trails within northern Utah, it also has a universal application that will aid anyone interested in taking on the often complex task of developing a canal trail.

This study contends that prayer is an indispensable element for church growth. Prayer brings spirituality, power and vitality to a church. Prayer is to be done with other elements of church growth. Prayer has a universal and unique character because no growth is possible without prayer even though other elements are performed well.

The two elements for church growth, personal and programs, are discussed in their relationship with prayer. The personal element includes pastors and laymen praying about their specific positions of serving. In February of 1973, the American Indian Movement occupied the small village of Wounded Knee. AIM’s purpose was twofold, to increase awareness of the plight of Native Americans in the area and to remove the Tribal Chairman, Richard Wilson. AIM used the historic site of Wounded Knee and stereotypical images of Indians in hopes of gaining national attention through the media. AIM thought this media attention was necessary in order to bring about change. Portrayals of Native Americans in the media have for the most part been stereotypical. Theorists of private property invite comparison to theorists of light. For centuries, the latter have debated whether light is best understood as a wave or as a photon. The rivalry has been intense because each hypothesis explains some characteristics of light very well, but others very poorly. Wave theory outstrips photon theory in explaining such phenomena as light's frequencies and diffraction patterns. But photon theory, which reduces light to a succession of particles, more effectively explains such subatomic phenomena as changes in an atom's orbital shell produced by the interaction of photons and electrons. Lawyer bashing is by no means a remarkable phenomenon. It was not remarkable when Shakespeare wrote, "[t]he first thing we do, let's kill all the lawyers," and it's not remarkable today. Paul Campos, however, has written a particularly readable example, blending venerable Western lawyer-bashing and pop psychology with unsystematic invocations of Eastern religion. Jurismania is named after Campos's theory that the American legal system has a lot in common with a person suffering from an obsessive-compulsive disorder, an addiction to law that does neither the patient nor those around him much good.
