International Law - New Actors And New Technologies: Center Stage For Ngos, John King Gamble, Charlotte Ku Jan 2000

International Law - New Actors And New Technologies: Center Stage For Ngos, John King Gamble, Charlotte Ku

Faculty Scholarship

Technology and the information age are changing the allocation of power and authority in the international system with non-state actors such as intergovernmental organizations (IGOs) and nongovernmental organizations (NGOs) assuming decision-making roles previously reserved primarily to states. Professor David Johnston sees the information age as "creating deep and broad disruptive breaches in our society, disruptions equal to those of the agricultural or industrial revolutions." Professors Keohane and Nye believe that the information age will alter the power structure of governments. Jessica Mathews's stimulating article in Foreign Affairs argues both that the information revolution is shaking the foundations of state authority, …

The Destructive Role Of Land Use Planning, Andrew P. Morriss, Roger E. Meiners Jan 2000

The Destructive Role Of Land Use Planning, Andrew P. Morriss, Roger E. Meiners

Faculty Scholarship

Is land use planning fundamentally different from other forms of central planning? If so, does that difference suggest that land use planning will succeed where other forms of central planning failed? We conclude that land use planning is not fundamentally different from other forms of economic central planning. Further, the working of the market economy, and the long-term success of America's economy, is intertwined in the clear and certain rights and responsibilities generated by the common law of property. The complexity of the modem world does not diminish the need for private property; indeed, it strengthens its imperative. Returning to …

Crop Quality And Utilization: A Twelve-Hour In Vitro Procedure For Sorghum Grain Feed Quality Assessment, Jeffrey F. Pedersen, Todd Milton, R. A. Mass Jan 2000

Crop Quality And Utilization: A Twelve-Hour In Vitro Procedure For Sorghum Grain Feed Quality Assessment, Jeffrey F. Pedersen, Todd Milton, R. A. Mass

Department of Agronomy and Horticulture: Faculty Publications

Improvedmethods for assessing cereal crop feed value are a prerequisite for the genetic improvement of sorghum [Sorghum bicolor (L.) Moench] feed value. Rate of starch digestion is now commonly believed to be the limiting factor in sorghum utilization by cattle (Bos taurus). However, techniques to assess this trait are not useful to sorghum breeders because of high labor inputs, lab error associated with starch measurement, and need for high numbers of replications. The objective of this study was to develop a simple technique capable of identifying differences in digestion between sorghum and corn (Zea mays L.) …

Nonlinear Ultrasound Image Modeling: Development Of A Complete End-To-End Model For Qualitative And Quantitative Analysis Of Medical Ultrasound, Kevin Ayer Jan 2000

Nonlinear Ultrasound Image Modeling: Development Of A Complete End-To-End Model For Qualitative And Quantitative Analysis Of Medical Ultrasound, Kevin Ayer

Theses

Finite amplitude sound propagation undergoes nonlinear distortion due to continuous path interaction with the propagation medium. This distortion tends to defocus the beam causing significant lateral and contrast resolution degradation. Fundamental understanding of this interaction requires development of computational models that accurately predict the nonlinear interaction - development of media-borne harmonics - as well as produce an ultrasound image - introduction of transducer effects, interface transitions, and innovative image processing to extract harmonics. Most computational models of ultrasound propagation assume axial symmetry for computational expediency. Two notable exceptions are the K-Z-K and NLP models. A new endto- end model, NUPROP, …

Using A Nitrate Specific Ion Electrode To Determine Stalk Nitrate–Nitrogen Concentration, Wallace Wilhelm, S.L. Arnold, James S. Schepers

Department of Agronomy and Horticulture: Faculty Publications

The end-of-season stalk NO3 test has been used to determine N sufficiency in corn (Zea mays L.). Nitrate concentration is commonly determined with flow-injection analysis (FIA), which is accurate but uses hazardous chemicals and is time-consuming. Use of a simpler method of NO3 determination, such as the NO3 specific ion electrode (SIE), may save time and costs, and reduce hazards. The objective of this study was to compare estimates of stalk NO3 concentration by FIA and NO3 SIE. For FIA, NO3 was extracted with 2 M KCl, and the extract was filtered before analysis. …

Universityie: Information Extraction From University Web Pages, Angel Janevski

University of Kentucky Master's Theses

The amount of information available on the web is growing constantly. As a result, theproblem of retrieving any desired information is getting more difficult by the day. Toalleviate this problem, several techniques are currently being used, both for locatingpages of interest and for extracting meaningful information from the retrieved pages.Information extraction (IE) is one such technology that is used for summarizingunrestricted natural language text into a structured set of facts. IE is already being appliedwithin several domains such as news transcripts, insurance information, and weatherreports. Various approaches to IE have been taken and a number of significant resultshave been reported. In …

The H2O2/UV Advanced Oxidation Process (AOP) Was Investigated to Determine Byproduct Formation under Different Experimental Conditions (PH, Alkalinity, and H2O2/UV Dose). a Key Factor in the Efficiency of the AOP Was the Dissolved Oxygen Concentration. Gas Chromatography/mass Spectrometry (GC/MS) Analysis Was Used to Identify Byproducts Resulting from Oxidation under Oxygen-Rich and Oxygen-Limited Conditions. Resultant Oxidation Byproducts Were Analyzed for their Susceptibility to Biological Degradation. Biodegradation Rate Constants Were Determined and Modeled for the Primary Byproducts of the Advanced Oxidation Process. Inhibition Resulting from the Presence of Multiple Byproducts in a Biological System Was Investigated as Well. Effects of Process Parameters …

Upgrading Missouri Transportation Infrastructure: Solid Reinforced-Concrete Decks Strengthened With Fiber-Reinforced Polymer Systems, T. Alkhrdaji, Antonio Nanni, R. Mayo Jan 2000

Upgrading Missouri Transportation Infrastructure: Solid Reinforced-Concrete Decks Strengthened With Fiber-Reinforced Polymer Systems, T. Alkhrdaji, Antonio Nanni, R. Mayo

Civil, Architectural and Environmental Engineering Faculty Research & Creative Works

More than 40 percent of the bridges in the United States need repair, strengthening, or replacement. Because of limited funds, many states are forced to post load restrictions on their bridges as a temporary measure. Recently, fiber-reinforced polymers (FRPs) have emerged as a practical solution for repair or strengthening of highway bridges. Since there are no nationally accepted specifications for design and construction with bonded FRP reinforcement, the Missouri Department of Transportation (MoDOT) has funded a research program aimed at validating the design and analysis procedure through strengthening and testing to failure of bridges under realistic highway loading and conditions. …

Free Speech On The Internet: Regulating Web Authorship By Students, Rhoda J. Yen Jan 2000

Free Speech On The Internet: Regulating Web Authorship By Students, Rhoda J. Yen

Computer Law Review and Technology Journal

As Internet use increases, more websites authored by students will populate the World Wide Web (WWW). Indeed, about one-third of all personal websites now belong to students, who are mostly minors.' Students' increasing use of the web raises new questions about free speech. This article addresses one of them: May schools censor student-created websites? If so, under what circumstances may they delete pages, edit pages, or discipline students for website speech?

In answering this question, this article looks for guidance to the history of free speech in the classroom. And examining the problem from a free-speech perspective is appropriate. If …

Patent Exhaustion, Implied Licenses, And Have-Made Rights: Gold Mines Or Mine Fields?, Amber L. Hatfield Jan 2000

Patent Exhaustion, Implied Licenses, And Have-Made Rights: Gold Mines Or Mine Fields?, Amber L. Hatfield

Computer Law Review and Technology Journal

Hard-fought patent battles may rage for years, only to settle quietly with a mutual exchange of patent rights. A notable example is the settlement between cellular industry rivals Ericsson and Qualcomm, who reached an agreement in March 1999 settling more than two years of intense litigation. That agreement marked a significant reversal in the parties' litigious posture, calling for the exchange of patent licenses and further paving the way for future collaborative efforts. But with relatively few reported decisions on the possible implications of third-party immunities, many modem agreements often fail to effectively anticipate and address them.

3-Hydroxykynurenine And 3-Hydroxyanthranilic Acid Generate Hydrogen Peroxide And Promote Α-Crystallin Cross Linking By Metal Ion Reduction, Lee E. Goldstein, Michael C. Leopold, Xudong Huang, Craig S. Atwood, Aleister J. Saunders, Mariana Hartshorn, James T. Lim, Et Al. Jan 2000

3-Hydroxykynurenine And 3-Hydroxyanthranilic Acid Generate Hydrogen Peroxide And Promote Α-Crystallin Cross Linking By Metal Ion Reduction, Lee E. Goldstein, Michael C. Leopold, Xudong Huang, Craig S. Atwood, Aleister J. Saunders, Mariana Hartshorn, James T. Lim, Et Al.

Chemistry Faculty Publications

The kynurenine pathway catabolite 3-hydroxykynurenine (3HK) and redox-active metals such as copper and iron are implicated in cataractogenesis. Here we investigate the reaction of kynurenine pathway catabolites with copper and iron, as well as interactions with the major lenticular structural proteins, the R-crystallins. The o-aminophenol kynurenine catabolites 3HK and 3-hydroxyanthranilic acid (3HAA) reduced Cu(II)>Fe(III) to Cu(I) and Fe(II), respectively, whereas quinolinic acid and the nonphenolic kynurenine catabolites kynurenine and anthranilic acid did not reduce either metal. Both 3HK and 3HAA generated superoxide and hydrogen peroxide in a copper-dependent manner. In addition, 3HK and 3HAA fostered copper-dependent R-crystallin cross-linking. 3HK- …

Willard Hurst And The Administrative State: From Williams To Wisconsin, Daniel R. Ernst

Georgetown Law Faculty Publications and Other Works

This article follows Willard Hurst from his undergraduate days at Williams College through the start of his teaching career at Wisconsin in the fall of 1937. During these years Hurst acquired an abiding interest in the rise of the administrative state as well as some of the insights he would use to account for it in his mature work. For the most part, the article proceeds chronologically through four episodes in Hurst's training: (1) his year-long study of Charles and Mary Beard's "Rise of American Civilization" undertaken as an undergraduate at Williams College; (2) his three years as a student …
