Project Summaries

LEO (Leadership Education Odyssey) is a class designed as a deterrent to delinquent behavior in first time juvenile status offenders by developing and/or increasing their own positive leadership skills. The class is derived of eight to twelve (8/12) juveniles selected by juvenile workers and court administrators involved with L.F.V.C.G juvenile court. This class provides an opportunity for first time status offenders to re-route negative experiences or energies in a more positive manner called “Learned Leadership”.

This study considered alternatives to traditional poverty measures of which have so far not been applied in the Malaysian context, for Malaysian women in suffering poverty. The target sample of women in poverty are identified by the Ministry of Rural Development 21 l female respondents and 180 male respondents from an urban and a rural area were interviewed. Some key areas were identified. They include education, training, health, food security, nutrition, access to assets and credit, participation in household decision-making and support system. lt is found that poor women in the sample are mostly lowly educated, none of them managed …

This study documents the evolution o fservice learning in America and the types of service learning. This case study examined the perception of 28 young, gifted adolescents involved in a Community Action service learning project toward their project, the effects of this involvement upon them, the impact of the project on the rural community, and the effects of the methodology that was used in the classroom from 1998-2000. The study examined this case in relation to an earlier pilot study by the researcher.

Past research provides evidence that outdoor recreation can aid in our deconstruction of gender and gender stereotyping (Henderson, Bialeschki, Shaw, & Freysinger, 1996). Outcomes from recreational experiences can transfer into other realms of daily life, resulting in a heightened sense of empowerment and social change for women (Henderson, 1996). Scarce, however, are conceptual frameworks for understanding how and why meaningful changes take place when women experience the outdoors. In examining the connection between wilderness recreation and social change for women, data were collected from twenty-four qualitative interviews with women who recreate in wilderness. This Article will first discuss the legal importance of challenging sodomy laws, even though those laws are rarely enforced. It will then discuss the importance of incorporating international and comparative law in formulating these challenges. This article is intended to assist practitioners in anticipating and responding to some of the evidentiary challenges in civil cases in which relief is sought for the victims of domestic violence. First, expert testimony is often necessary to dispel common myths about battered women and to educate judges and juries about the dynamics of domestic violence. Recent case law, however, has limited the admissibility of "non-scientific" expert testimony and may make it difficult for practitioners to use experts in their cases. In addition, particular evidentiary issues arise when victims are pursuing both criminal and civil remedies against the batterer. This …

When we think of the "founding" of the ADR movement (particularly, but not exclusively, in law), from when do we date it? Whom do we think of as our leaders? Many of us think of Frank Sander and the "multi-door courthouse" suggested by his famous paper, delivered at the Pound Conference on the Causes of Popular Dissatisfaction with the Administration of Justice in 1976. School violence and other school discipline issues erode trust and confidence in our public schools and inhibit students from obtaining the education necessary to participate meaningfully in our nation's democratic and political institutions. This Article examines an issue of school law that appears almost insoluble-what one judge has called the "exquisitely difficult" issue of school discipline and the disabled student. The issue is governed by the Individuals with Disabilities Education Act (IDEA, enacted in 1975), which imposes significant constraints on school authorities who wish to discipline disruptive or violent disabled students. The purpose of this study was to evaluate the effectiveness of home-based family therapy by analyzing existing data from a local agency. Files from the past year containing a complete referral form, a client satisfaction survey and follow-up forms from six months and a year, were evaluated to determine the level of client satisfaction. The data was analyzed to determine the differences in frequency of types of difficulties addressed. Data was also analyzed to determine factors related to successful outcomes. Wavelet analysis is a new mathematical tool developed as a unified field of science over the last decade. As spatially adaptive analytic tools, wavelets are useful for capturing serial correlation where the spectrum has peaks or kinks, as can arise from persistent/strong dependence, seasonality or use of seasonal data such as quarterly and monthly data, business cycles, and other kinds of periodicity. How Well Can We Track Cohabitation Using The Sipp? A Consideration Of Direct And Inferred Measures, Reagan Anne Baughman, Stacy Dickert-Conlin, Scott Houser

Cohabitation is an alternative to marriage and to living independently for an increasing number of Americans. Despite this fact, research exploring links between living arrangements and economic behavior is limited by a lack of data that explicitly identify cohabiting couples. To aid researchers in using the Survey of Income and Program Participation (SIPP) rich data for cohabitation issues, our paper considers direct and inferred measures of cohabitation. Our findings suggest that: (1) the best inferred measures in pre-1966 SIPP depends upon a researcher's goals, and (2) the SIPP counts a larger number of cohabiting couples than the widely used CPS.

This paper investigates the effect of entrepreneurs' personal income tax situations on the growth rate of their enterprises. We analyze the personal income tax returns of a large number of sole proprietors before and after the Tax Reform Act of 1986 and determine how the substantial reductions in marginal tax rates associated with that law affected the growth of their firms as measured by gross receipts. We find that individual income taxes exert a statistically and quantitatively significant influence on firm growth rates. Raising the sole proprietor's tax price (one minus the marginal tax rate) by 10 percent increases receipts …

Now You See It, Now You Don't: Why Do Real Estate Agents Withhold Available Houses From Black Customers?, Jan Ondrich, John Yinger, Stephen Ross

This paper develops a new approach to testing hypotheses about the causes of discrimination in housing sales. We follow previous research by using data from fair housing audits, a matched-pair technique for comparing the treatment of equally qualified black and white home buyers. Our contribution is to shift the focus from differences in the treatment of teammates during an audit to agent decisions concerning an individual housing unit. Our sample consists of all units seen by either a black of a white auditor in the 1989 national Housing Discrimination Study. We estimate a multinomial logit model to explain a real …

This paper focuses on the movement of data-based social policy analysis from a single-country cross-section frame to a multi-country panel frame. It provides examples of policy insights this movement to panel data has permitted, both with respect to economic well-being and behavior--using data from the Panel Study of Income Dynamics (PSID), the British Household Panel Study (BHPS), the German Socio-Economic Panel (GSOEP), and the Health and Retirement Study (HRS). It also suggests fruitful areas for future panel data-based policy research.

Using an exploratory method this study examined the policies, procedures, and programs for students with special needs assigned to alternative schools in North Central West Virginia. Initially, twelve special education directors in West Virginia's RESA VII were surveyed to determine what approach was being used to serve students with special needs assigned to alternative schools. Four alternative school staffs were selected to be interviewed to determine what were the policies, procedures, and programs in serving students with special needs assigned to alternative schools. The Individuals with Disabilities Education Act ("IDEA")' was enacted in 1975 to ensure that all children with disabilities, like their nondisabled counterparts, have access to a free appropriate public education designed to meet their unique needs. This "appropriate education" mandate emphasizes the necessity of providing such children with special education and "related services," and federal funding is offered to state and local educational agencies to assist in implementing this objective.
