Turnover Among Alaska Village Public Safety Officers: An Examination Of The Factors Associated With Attrition, Darryl S. Wood
Turnover Among Alaska Village Public Safety Officers: An Examination Of The Factors Associated With Attrition, Darryl S. Wood
Reports
Since its inception in 1980, Alaska's Village Public Safety Officer (VPSO) program has provided policing and other public safety services (including fire fighting, search and rescue, water safety, and emergency medical services) to rural Alaska Native villages. The VPSO program was developed in response to public safety needs of the villages and to economies of scale, since individual villages could not generate resources for separate agencies to handle specific programs. Since 1983, the first year for which adequate records are available, turnover in the VPSO program has averaged 36 percent per year; that is, for every 100 VSPOs serving in …

Bend Community Survey: Fall 1999, Deborah A. Howe, William A. Rabiega
Bend Community Survey: Fall 1999, Deborah A. Howe, William A. Rabiega
Center for Urban Studies Publications and Reports
The City of Bend enters the new millennium following an unprecedented decade of development. Population was estimated at 47,635 in May of 1999. The city more than doubled its area with its 1998 annexations. Many public and private projects were built during the past decade, and many are in planning stages or under construction at this time. Given this history, it is prudent for city government to determine how well Bend’s citizens feel public services are performing, how they feel about communication with their government, and what their concerns are about Bend’s future course.

Evaluating Criminal Justice Programs Designed To Reduce Crime By Targeting Repeat Gang Offenders, Douglas R. Kent, Stewart I. Donaldson, Phelan A. Wyrick '02, Peggy J. Smith
CGU Faculty Publications and Research
This paper suggests that a theory-driven approach be taken in the evaluation of gang crime reduction programs. The rationale for selecting this approach and an example of this type of evaluation are presented. The gang program evaluated involved close collaboration among law enforcement, probation, and prosecution toward incarcerating repeat gang offenders. Data were collected concerning incarceration and subsequent crime over a seven-year period. Trend analysis indicated a strong relationship between incarceration and gang crime trends, and an overall reduction of 47% in gang crime. It is suggested that policy makers and researchers consider replicating this model to further test its …
